In the last decades, employment policy design and implementation partly shifted from the national to local and regional scales
in most European countries. In addition, the European Union appeared as an important new actor in this policy field in the
late 1990s. We argue that the new geographical multi-scaling of employment policy can be used strategically by feminists to
promote different aspects of gender equality simultaneously: Feminist claims related to gender equity, i.e., demands to secure equal participation of women and men in the labour market, should be advocated at the national scale.
Claims related to the recognition of gender difference, i.e., demands related to typical female and male employment needs and their social recognition should be promoted at the
local scale. The regional scale is the most appropriate one to advance gender plurality, i.e., non-traditional employment of women and men. In the empirical part of the paper we discuss how the ideal leverage
of claims at different spatial scales and inter-linkage between scales could operate. We will show that the link to EU policy
strengthens feminist claims in the highly gender-differentiated societies and political settings of Austria and Germany.

Despite Tokyo’s size and position in the global urban system, studies of its employment distribution have been few. This research identified the locations and ranks of the employment centers in the entire metropolitan region and analyzed the characteristics of the economic sectors in those centers by using fine scale economic census data. Minimum sizes for a center were explored at a range from as small as 250 by 250 m to 3,000 by 3,000 m, and the Local Indicators of Spatial Association technique was utilized for detecting centers in different ranks. The results showed that, from a regional view, Tokyo has a typical monocentric or concentric spatial structure. However, from a fine scale view, the distribution was revealed to be expanding along the railroads to the suburbs, and both the main central business district and the suburbs are polycentric. Through this research, the authors argue that rather than using thresholds of total employment and minimum densities as seen in the previous studies, centers can be effectively detected by comparing with the surrounding areas at different scales. This “scale-view” approach of center identification may provide a new perspective to other metropolitan regions of the world as well. 相似文献

The EU is the leading maritime power with approximately 3 million people in total working in its thriving maritime industries. It is the aim of the present paper to examine the status of the EU-registered and -controlled fleet, provide an overview of contemporary forces in the shipping business, which affect employment of EU seafarers, and discuss principal EU initiatives in support of the competitiveness of the EU shipping and employment opportunities for EU nationals in it. Landslides in the city of La Paz, Bolivia are complex in space and time. Their distribution within the city is differentiated by geographical variations in slope gradient, the nature of overlying surface deposits, and drainage density patterns. When mapped, the distribution of the most landslide-prone locations in the city coincides with the most mobile surface deposits on the higher and steeper slopes of the city. The timing of landslides is triggered when slope materials become saturated with moisture by rainfall, stream water, water seepage from high surrounding water tables, and from domestic sources. Landslide frequencies over the last 40 years show the role of inter-annual variations in summer rainfalls, especially the late summer period (Jan–Mar), and rising water tables connected to Lake Titicaca. Associations with ENSO events, both warm (El Nino) and cold (La Nina), prove negative, pointing to the importance of moisture sources from the north, south and east (Amazon) but not from the west (Pacific). The most vulnerable group exposed to the landslide hazard comprise the inhabitants of the self-built informal housing areas who occupy the more elevated steeper slopes of the northern part of the city. But societal vulnerability to earth movement in the city is widespread and interconnected. Higher income groups in the southern part of the city are affected by slower, if less dramatic, forms of land failure, and rich housing in downstream areas of the city are impacted by flash flooding encouraged by deforestation on the northern hill slopes where the poor live. Two case studies highlight the vulnerability and plight of the inhabitants of the self-built settlements in the aftermath of a major landslide, and a brief discussion of hazard mitigation and the importance of building hazard resilient communities concludes the paper. 相似文献

Urban geographers increasingly incorporate the potential of so‐called informal livelihood activities to provide resources that can be creatively managed in the transformation of urban space, particularly to the benefit of less well off and marginalized residents. This paper reports a case study in Rustenburg, North West Province, South Africa, where city managers began to promote inclusive development in the early 1990s, just prior to the formal dismantling of the apartheid system. The findings reveal that Rustenburg's urban transformation process, over a decade later, continued to reproduce repressive practices that limit the informal livelihood activities of the urban majority. Apparently efforts of well‐meaning city managers to implement a sustainable and inclusive development process are often rendered futile at the point of actually defining the constituents of urban socioeconomic transformation. 相似文献
