浅析律师角色的社会定位——兼谈律师法对律师权利义务的设计

运用法制给律师一个准确定位是法治社会发展的需要，也是发挥律师作用的重要前提。我国现行律师法将律师定位于为社会提供法律服务的执业人员，对律师职业定位不准确，造成律师社会地位低下，缺乏社会责任感，容易造成律师角色失败。社会需求和价值取向决定着律师角色的社会定位，我国的律师法对律师权利义务的制度设计应成为律师定位和发挥其作用的法律保障。     

论耿湋诗歌在唐诗演进中的角色和影响

耿湋诗歌在唐诗演进过程中扮演了独特的角色,产生了不容忽视的影响。其内倾凝缩的情感取向、注重细节的表现手法、清浅平远的审美风格与盛唐诗歌之外向浓烈、疏朗大气、雄浑爽健形成鲜明对照,对急于突破前人拘囿、有心另辟蹊径的中晚唐诗人有明显的开启、示范、渗透、辐射之功。其工于五律、兼擅七律的诗歌体式表现出明显的过渡痕迹,昭示出中晚唐古风消歇、近体勃兴与五律盛极、七律崛起的历史趋势。

Metropolitan Chicago's Regional Cultural Park: Assessing the Development of the Illinois & Michigan Canal National Heritage Corridor

Abstract

The United States is undergoing rapid demographic change leading to growing racial, ethnic, religious and economic diversity in our classrooms. Our students can be sensitized to this growing diversity through exposure to the concept of social justice. The purpose of this article is to provide examples of how social justice issues can be included in classroom discussions of the American system of political representation. For this purpose, it examines selected aspects of the redistricting process. It points out that our historic reliance upon the winner-take-all single-member district system of electing representatives to legislative bodies limits the opportunity for minority groups to be fairly represented. It also provides an overview of the impact of the criminal justice system upon fair political representation. The article concludes with an example of a classroom exercise to demonstrate its major points.     

气象服务在促进内蒙古政策性农业保险事业发展中的作用

文章在分析国内外农业保险发展现状的基础上,结合内蒙古农业气象观测站网建设和气象为农服务业务开展现状,阐述了气象服务在农业保险业务发展中的作用和优势,为我区各级气象部门开展政策性农业保险服务业务提供了思路。     

浅谈测绘的社会作用

人类社会已进入了崭新的信息化时代,测绘在经济建设和社会发展中起着非常重要的作用,测绘行业要努力为社会主义现代化建设提供测绘保障。     

Anthropogenic relief changes in a long-lasting lignite mining area (‘Ville’, Germany) derived from historic maps and digital elevation models

Humans constitute one of the main geomorphological agents in modern times. As an example, post-mining regions represent a typical landscape of the Anthropocene. Strong relief modifications are particularly obvious with open pit mining. However, many existing mining areas are lacking detailed pre-mining information for the quantification of anthropogenic relief changes, which is a considerable challenge in regions with historic mining activities. Here, the Ville (Rhenish lignite district, Germany) is used to quantify surface mining induced relief changes in one of the oldest and currently largest lignite districts in Europe. Historical maps from first geodetic mapping in 1893 enabled construction of a historic digital elevation model to quantify the relief changes in comparison to elevation data from 2000 and 2015. The vertical accuracy of the historic data is remarkably high, with relief differences < 2 m in areas not affected by mining. In total, 49.2% of the investigated area (184 km²) shows a relief deficit and 14.5% has positive relief differences. Absolute changes account for more than 80 m heightening (dumpsites of overburden) and lowering of the natural relief (pits). Besides these altitudinal changes, overall steeper slopes are significant for the new topography, but levelling exists likewise. The spatial variabilities are discussed in the context of the regional geology and the mining techniques. Undoubtedly, such large-scale anthropogenic relief changes persist for a very long time and will last as a human legacy far into the future. Only the detailed reconstruction of the pre-mining relief offers the ability to clarify the dimension of humans as geomorphological agents and to understand landscape perception. Due to the fact that the impact of open pit mining has such a large vertical and horizontal extension, their consideration as part of anthropogeomorphology can significantly contribute to support future Critical Zone research in the Anthropocene.     

顾及时间效应的周围人口与视频监控对街头抢劫者作案地选择的影响研究

作案地选择是犯罪地理学的研究主题,但以往研究侧重考虑建成环境和社会环境的影响,缺乏研究周围人口与视频监控的作用。为弥补这一不足,论文以中国ZG市为例,利用离散空间选择模型,检验周围人口和视频监控对街头抢劫者作案地选择的影响,并尝试验证其时间效应。结果表明：① 周围人口与视频监控对街头抢劫者作案地选择均存在显著负影响,但两者的作用强度有所差异,即它们均能抑制街头抢劫的发生,但周围人口的监护作用大于视频监控的威慑作用;② 在周内日变化上,周围人口和视频监控的监护作用具有时间平稳性;但在日内时变化上,周围人口的影响呈现出时间波动性,而视频监控的影响却保持时间稳定特性。研究结果对警务防控和犯罪研究具有重要的参考意义,如：① 开展社会治安视频监控系统防控效果的实验评估,并对其布设位置进行动态优化与调整;② 在城市规划或城市更新时安排适量的混合功能用地,以在规划或管理上加强对周围人口的适度调节;③ 未来时间效应研究应重点关注日变化规律。     

Farmers’ Dual Roles in Food Safety:Perceptions and Countermeasures

Farmers are both the producers and consumers of food, and as such have a dual role in food safety: they both generate risks and are exposed to them. Based upon a survey of the food production and consumption habits of 140 farm households and long-term research in two villages in Yunnan province, this study found that rural families are highly dependent on the market for food production and consumption. In their role as consumers, farmers are aware of food safety risks and concerned about them, but their ability to protect themselves is limited. They do so primarily by avoiding certain products and growing as much of their own food as possible. At the same time, in their role as producers, farmers engage in practices, primarily the overuse and inappropriate use of fertilizer and pesticides, that are damaging to food safety and the environment. There is therefore a disconnect in their roles as consumers and producers that needs to be addressed if policy goals for improving food safety and reducing the use of agricultural chemicals are to be achieved. Farmers need more information about food safety risks related to the products they consume themselves, and technical guidance on the safe use of farm chemicals when growing food for market. However, such measures will not be effective unless the external pressures on farmers are also addressed, through consideration of market incentives to use farm chemicals and the impact of consumer demand.     

基于生态位理论的东北三省政府干预强度与市场化水平格局演变研究

以“政府干预强度”和“市场化水平”为研究对象,通过对其生态系统的剖析,构建相应的评价指标体系及其生态位模型,并选取东北三省地级市为评价对象,对其“强政府弱市场”格局和演变趋势进行分析。定量分析的主要结论为：东北三省普遍存在“强政府弱市场”现状,其中黑龙江省最为突出,其次为吉林省、辽宁省;东北三省“强政府弱市场”格局出现多次波动,仅2003~2005年降幅较高,说明2003年“东北振兴战略”影响效果的持续性较短;东北各地市“强政府弱市场”格局具有明显的区域溢出效应,格局较明显的区域主要集中在离中心城市或沿海口岸较远的黑龙江省北部以及辽宁省、吉林省的部分内陆城市。
