Considering the small land, dense population and poor natural resources, the oceans are important to Korea, but the recognition of oceans has been weak in Korean society. So ocean governance was fragmented in both institution and policies, which resulted in serious problems in the coastal waters and oceans. However, a series of maritime accidents and failures of policies increased the recognition of the coastal waters and resources and led to the establishment of one single ocean-related governmental agency in 1996. Responses of governance systems to change in coastal and marine ecosystems vary from country to country around the globe. Lessons can be learned from country specific case studies, as national governments strive to adapt and respond to issues of concern. This short paper highlights the benefits of a country-specific, special edition of Marine Policy, with a focus on Ireland. Despite the uniqueness of socio-ecological setting, many of the issues faced by policy makers in Ireland, such as the reconciliation of economic development and conservation needs, are shared elsewhere. This special edition was produced at the end of the ‘Celtic Tiger’ in Ireland. As a result, it reflects an era when economic development was very much a priority. The same period represented an unparalleled investment in marine science since the foundation of the State in 1922. Despite this, the papers in the Special Edition point to varying degrees of progress in policy integration and implementation. Papers covering a range of sectors (fisheries, ocean energy, conservation and fisheries) and disciplines (economics, science and management) will be of interest to academics, policy makers, students and practitioners of marine policy. 相似文献

Introducing a carbon tax is difficult, partly because it suggests that current generations have to make sacrifices for the benefit of future generations. However, the climate change externality could be corrected without such a sacrifice. It is possible to set a carbon value, and use it to create ‘carbon certificates’ that can be accepted as part of commercial banks’ legal reserves. These certificates can be distributed to low-carbon projects, and be exchanged by investors against concessional loans, reducing capital costs for low-carbon projects. As the issuance of carbon certificates would increase the quantity of money, it will either lead to accelerated inflation or induce the Central Bank to raise interest rates. Low-carbon projects will thus have access to cheaper loans at the expense of either ‘regular’ investors (in case of higher interest rates) or of lenders and depositors (in case of accelerated inflation). Within this scheme, mitigation expenditures are compensated by a reduction in regular investments, so that immediate consumption is maintained. It uses future generation wealth to pay for a hedge against climate change. This framework is not as efficient as a carbon tax but is politically easier to implement and represents an interesting step in the trajectory towards a low-carbon economy. 相似文献
