Does the Social Capital in Networks of “Fish and Fire” Scientists and Managers Suggest Learning?

Patterns of social interaction influence how knowledge is generated, communicated, and applied. Theories of social capital and organizational learning suggest that interactions within disciplinary or functional groups foster communication of knowledge, whereas interactions across groups foster generation of new knowledge. We used social network analysis to examine patterns of social interaction reported in survey data from scientists and managers who work on fish and fire issues. We found that few fish and fire scientists and managers interact with one another, suggesting low bridging social capital and thus, limited opportunity for generation of new knowledge. We also found that although interaction occurs among scientists—suggesting modest bonding social capital—few managers interact with other managers, indicating limited opportunity for communication of scientific knowledge for the purposes of application. We discuss constraints and opportunities for organizational learning evident in these patterns of social interaction among fish and fire scientists and managers.

 基于黑河流域器测水文等资料,分析了近50 a来黑河流域水资源形成区——上游山区水资源变化的历史背景和趋势、平原绿洲-荒漠耗水区3个循环带水资源时空变化及区域耗水特征,以及水资源管理政策变化下的流域中下游水环境问题和社会经济系统水循环过程中的水问题,探讨了解决内陆河流域水问题的水资源集成管理和区域可持续发展对策。     

城市基础地理信息数据库建设若干问题的研究

在总结当前城市基础数据库建设过程中的已有方法、模式和特点等的基础上,归纳出了城市基础数据库建设中存在的问题,有针对性地对相关问题进行了分析。     

The Basin Water Resources Management System and Its Innovation in China

Water provides the origin of human survival and prosperity,and the basic resource for the maintenance of terrestrial eco-systems,their biodiversity,productivity and ecological services.With China’s recent,rapid growth both in population and economic development,the water shortage has become one of the most constraints on its ecological restoration and socio-economic development,especially in the arid inland regions of northwest China.At first glance,this water shortage in China appears to be a resource crisis.But second,an in-depth analysis reveals that the water shortage crisis arises mainly resulting from the poor water management system and operating mechanism that cannot facilitate fair allocation and efficient utilization of water resources both regionally and nationally and thus is viewed as a crisis of water manage-ment.The solution of China’s water shortage and low-efficient utilization problem will,in particular,require a fundamen-tal and substantial reform or innovation of the existing water management system and operating mechanism.In this paper,we address explicitly the problems existed in the current water management system,explore the basic theory of water re-sources management and provide some insights into the way how to establish a river basin based integrated water re-sources management system in China.     

基于ScienceDirect数据库的国外北极问题研究综述（2007—2021年）

随着北极海冰融化的加剧,北极问题研究的重要性逐渐凸显。文章以ScienceDirect数据库为主要搜索范围,系统梳理了2007—2021年国外北极问题研究文献,从北极航线、北极经济、北极政治和北极环境4个方面对国外北极问题研究现状进行了分析。认为未来的国外北极问题研究中,北极航线相关问题研究将聚焦于北极航线运营模式的研究;北极经济问题研究将注重区域经济和北极产业发展;北极政治研究依然会着力探讨如何在北极治理中的合作问题,虽然目前的北极政治研究中定性分析和描述性分析较多,但未来将增加定量分析和理论创新的研究;北极环境问题研究将注重北极经济开发和环境保护的平衡,进一步关注北极的可持续发展问题。

长江三角洲新型城镇化发展问题与态势的判断

长江三角洲地区是中国经济最发达、人口最密集、城镇化进程较快的地区。当下,面对全球化深入发展、国家及区域经济社会转型等背景及资源环境瓶颈压力趋大等因素交互影响,长三角城镇化发展特征和格局出现了新的变化。城镇化发展关系经济社会发展各个方面,更是与人口、资源、经济要素的流动及变化息息相关。因此对长三角城镇化发展态势的研究,从人口流动、用地变化、经济增长等要素演化及其互动协调关系入手,进而对城镇化与工业化进程、土地与人口城镇化的步调、城市外来人口的市民化走势、城乡关系中的乡村衰退与复兴趋势、城镇化发展的粗放与集约等关系问题进行了深入分析和探讨,并提出相应的发展路径与制度建议以及今后新型城镇化需要进一步研究的主要科学问题。

An application of problem and product ontologies for the revision of beach nourishments

An ontological approach in GIS serves as a framework for the conceptualization of processes in the real world. In this paper, we examine an application in coastal change in the Netherlands, whereby beaches are subject to artificial nourishment to offset the effect of severe erosion. The use of ontologies helps to define two scenarios: S_I determined by the regulations from the Ministry for Public Works; S_II grounded on the abilities from an existing spatial dataset. A comparison between S_I and S_II shows that 72.8% of the objects suitable and unsuitable for nourishment are correctly classified. A higher overlap is found in areas where actual beach nourishments were carried out. Inaccuracies in attributes influence the determination of the objects. A sensitivity analysis applied to altitude illustrates a significant increase of objects suitable for nourishment for both scenarios, when altitude is decreased within the lower limit of the root mean square error for the 95% confidence interval. Moreover, the sensitivity of altitude shows that artificial boundaries for beach nourishment objects are not reasonable and consequently should be treated as vague objects.
