Teaching Controversial Topics: Iconography and the Confederate Battle Flag in the South

Abstract

This article examines various strategies for teaching controversial topics. As a case study, I present examples from my experience teaching about the cultural/political geographic concept of iconography in southern classrooms using as an example recent debates over whether governments in the region should sanction the flying of the Confederate battle flag. First, I discuss the recent literature on the teaching of controversial issues. Second, I examine the concept of iconography and the debates over flying the flag. Third, I present different strategies that can be used to approach this controversial icon in a classroom setting. I conclude by arguing that there is no perfect solution to the teaching of controversial topics that will succeed for every topic, irrespective of time and place.

Distributional choices in EU climate policy: 20 years of policy practice

The distributional choices of the EU in three policy phases, spanning 20 years, are examined: the negotiations on emissions reduction targets for the EU15 under the first commitment period of the Kyoto Protocol, the negotiation of National Allocation Plans for Phase II of the EU Emissions Trading Scheme (ETS) between 2008 and 2012, and the formulation of the 2008 Climate and Energy Package for the period 2013–2020. A flexible and pragmatic framework, consisting of the normative principles of capacity, responsibility, equality, and need, is used to elucidate the indicators and policies used in deciding how the EU Member States are to share the cost of meeting climate policy objectives. The analysis extends the literature by applying a common analytical framework across the three different policy phases and provides a structured basis for the assessment of what the EU and other jurisdictions can learn from them.

Policy relevance

Distributing the cost of climate policy is a key policy concern, both at the domestic and international level. The EU has more than 20 years of policy experience with such distributional choices and is also preparing the next steps of its policy, where distributional choices will again be central. A framework is developed to assess the modalities and rationale for EU distributional choices in order to inform the future climate policy of the EU and other jurisdictions.     

老旧小区不动产登记历史遗留问题研究

随着不动产统一登记工作的开展,各地不动产登记历史疑难问题日益显现,特别是老旧小区的不动产登记历史遗留问题,不仅给群众带来了极大不便,也给不动产登记工作带来了很大困扰,在一定程度上影响了社会稳定,制约了社会经济的发展。因此,为妥善化解矛盾和问题、保护群众合法权益、维护社会和谐稳定、促进社会经济高质量发展,加强对老旧小区不动产登记历史遗留问题的研究力度,显得尤为重要。本文通过对菏泽市区存在不动产登记历史遗留问题的老旧小区进行走访调研,查找问题、剖析原因,针对性提出了一些对策建议,以期为各地妥善化解老旧小区不动产登记历史遗留问题提供参考。     

废弃矿山排险修复工程技术

土地资源禀赋有限、土地供给紧张严重制约了经济发展,引发了多种社会问题;废弃地生态系统结构被破坏,存在地质灾害隐患,亟待治理;废弃地分布零散、资源配置不合理,在利用过程中存在过多不必要的损耗,需要集约规划。因此,本文主要通过对废弃石灰岩矿破损山体排险修复工程设计及建设光伏电站场地改造方式进行探讨,意在提出合理、实用的解决方案,为类似废弃地潜在利用价值开发提供思路。     

关于开展中国综合区划研究若干问题的认识

过去半个多世纪,我国的自然与社会经济格局发生了重大变化,单纯对自然或某一部门进行的区域刻画已经不能适应新形势下经济社会可持续发展的需要。因此,亟待开展中国综合区划研究工作。编制中国综合区划方案所要解决的重要科学技术问题包括:服务对象与研究目标;综合区划理论体系;地域系统主要要素的变化过程、格局及其相互作用关系;中国地域系统重要界线的确定;典型区域的辨识及其特征分析;世界地理格局与中国综合地域系统相互作用;数据的采集、处理、量纲化;综合区划的集成方法;中国地域系统未来发展情景分析;综合区划方案的动态演示系统。
