Technical change in fisheries is an under-researched area in resource economics and management. This is surprising, because technical progress is the main driver of the development in fishing power and capacity. This article reviews the recent research and development in technology that have occurred in fisheries. New policy implications of introducing technical change into the standard bioeconomic model are illustrated. Bycatch saving technical change is critical to bycatch reduction and ecosystem based fisheries management, and optimal policies cost-effectively reduce bycatch, create incentives to induce bycatch saving technical change, and establish technology policy for research and development. 相似文献

A roving creel survey of recreational shore-anglers in Namibia was used to determine catch and effort of line-fishing. A stratified sample of 240 anglers was surveyed to determine expenditures. Results showed that, between October 1996 and September 1997, some 8 800 anglers spent around 173 000 days angling and had direct expenditures of N$29.7 million. In all, 93% of angling took place in the West Coast Recreational Area. Some 44% of anglers were foreign visitors who contributed 55% of the expenditures. Value added to gross national income within the shore-angling fishery was N$14 million, equivalent to 3.6% of the value of the whole fisheries sector. The expenditures ultimately amounted (through a multiplier) to a gross national income of N$3 069 per angler, or N$27 million in aggregate. These amounts could be sustainable if policies to reduce fish mortality without affecting angler numbers are implemented. 相似文献

The Cape horse mackerel stock off Namibia is assessed using a fleet-disaggregated age-structured production model including historical International Commission for the Southeast Atlantic Fisheries (ICSEAF) and current data. Data from acoustic biomass surveys, on commercial catch per unit effort and on commercial catch-at-age, were used to estimate current stock status over a range of model specifications. A management tool, the so-called management monitor graph, was introduced in order to track past management relative to stock status. Target, limit and precautionary reference points, decision rules and harvesting strategies, according to which the stock should be managed, are described and tested. The target reference point was set at maximum sustainable yield (MSY), the precautionary reference point at 80% of MSY and the limit reference point at 30% of MSY. Owing to some inconsistencies in the dataseries, evaluation of the current state of the resource is challenging, but estimates are that the resource is around the MSY level, somewhere between 250 000 and 300 000 t. 相似文献

A concept of aquatic macrophyte management that integrates the positive and negative aspects of vegetation in lakes and rivers is discussed. This integrated approach involves three factors: macrophyte control, macrophyte enhancement, and identification and resolution of the conflicts created by multiple use of a waterbody. The primary decision in macrophyte management programmes must be whether to optimise for single‐purpose or for multipurpose use of the waterbody. GRACE卫星成功开辟了空间大地测量对地观测的新途径。利用GRACE卫星得到的时变地球重力资料,分析估计了中国及其周边地区陆地水量的变化趋势,较为清晰地揭示了该地区季节性变化特征。进一步采用13点滑动平均的方法扣除了季节性变化,提取了4个特征区域(喜马拉雅南部,新疆与西藏及其周边的亚洲高山区域,中国华北、东北地区和中国南部地区)的陆地水量变化特征信息,这4个区域陆地水量的变化趋势分别为-12.7±0.7、-60.4±2.7、-12.5±0.5和6.6±0.9 km3/a。其中:喜马拉雅南部和亚洲高山区域陆地水量呈现明显的衰减趋势,与Matsuo和Heki模拟冰川质量损失源得到的结果较为一致;但近10年来亚洲高山区域西北部冰川加速融化趋势并不明显。中国华北、东北地区和南部地区水量变化比较复杂,具不稳定的变化趋势。 相似文献

管理者的管理风格与环境相匹配是有效管理的关键. 采用模糊网络分析法和文化理论方法评价了黑河中游张掖市最优水资源管理风格. 以文化理论为基础, 采用理论分析法和频度分析法, 建立水资源管理风格评价指标体系. 运用网络层次分析法确定各项指标的权重; 基于网络层次分析法的计算结果, 运用模糊综合评价法对文化理论中提出的个人主义者、 宿命论者、 等级主义者和平均主义者4种风格进行实例研究, 依据分值大小进行排序. 结果表明: 等级主义者得分最高, 即为最优的管理风格. 因此, 在黑河中游水资源管理的过程中应主要实行等级主义者管理风格, 可为水资源管理部门分配人员、 选聘人才、 培训方向提供理论依据, 有助于提高水资源管理效率. 相似文献

The live reef food fish trade (LRFFT) has caused severe depletion of the Humphead wrasse (Cheilinus undulatus) populations globally, a species considered endangered by the International Union for the Conservation of Nature. In 2010, signatories to the Convention on International Trade in Endangered Species of Wild Fauna and Flora recognized that illegal, unregulated, and unreported (IUU) activities in the LRFFT were undermining the efforts to protect this species. Management recommendations have yet to be effectively implemented at national and local levels where the fish is harvested. This paper analyzes the threats to, and socio-economic impacts of, Humphead wrasse recovery in Sabah, Malaysia, and offers both short- and longer-term recommendations for the local recovery of the species. Key issues addressed centre around understanding the threats to recovery, specifically the role of IUU and the context-specific considerations, including the socio-economic aspects of the IUU trade in Sabah. The analysis confirms that deliberate management planning and action at multiple levels are required to prevent local-scale extinction. Lessons for other species and countries involved in the LRFFT suggest that to be effective, broad management frameworks must be tailored to local situations and must focus on gaining support and participation of fish harvesters if the recovery and long-term sustainability of both the Humphead wrasse and the LRFFT are to be achieved. 相似文献

Precious corals have been commercially exploited because of their legendary and cultural importance for many centuries in the Mediterranean and for almost one century in the Northwest Pacific. Although the precious coral fishery in Taiwan dates back to the 1920s, relevant studies on biology and ecology of resources are relatively scarce. The management of the precious coral fishery in Taiwan was officially instituted in January 2009, when data on the catch and effort of the fishery were recorded. In this study, the catch-effort data of the fishery were examined to explore the temporal and spatial patterns in composition and abundance of Corallium and Paracorallium spp. around Taiwan. A total landing of 3233.0 and 2906.8 kg precious corals were recorded for 2009 and 2010, respectively. Less than 5% of those amounts were from live colonies. A high proportion of fossilized colonies in the catch reflect the non-selective nature of the fishing gear; however, the factors that cause colonies to collapse are not exclusive to the impact of the fishery. Momo coral was dominant in the production for both years, followed by Miss coral. The total production of precious corals correlated positively with fishing efforts, while a weak relationship was found between the production of live colonies and fishing efforts. The fishing efforts mainly aggregated in designated fishing ground A (DFG-A) for both years, while the production of live colonies mainly occurred in DFG-E. The monthly occurrence rate of live colonies decreased over the past 2 years. Although fluctuating significantly, the CPUE of dominant species exhibited an apparent decreasing pattern. High aggregation of the fishing efforts in specific regions and low numbers of live colonies in the production should be carefully taken into account when amending management regulations in the future. The establishment of marine protected areas, in addition to the strict controls that already apply, should be considered to not only sustain the population structure of the sessile animals but also their function in the marine ecosystem. 相似文献
