中美科技竞争力比较研究

在界定国家科技竞争力内涵的基础上,从科技人力资源竞争力、科技财力资源竞争力、科学研究竞争力、技术创新竞争力和科技国际化竞争力五个方面建构了国家科技竞争力评价指标体系,从而详细对比了中美两国在科技发展上的差异。研究发现,无论是整体竞争力还是科技投入、科学研究、技术创新、科技国际化等单项竞争力,中国都与美国都存在不小差距,中国科技竞争力虽然加速提升,但仍显著落后于美国,中国科技发展任重道远。基于中美两国科技竞争力的现状对比及趋势研判,本文认为：中国进一步提升科技竞争力,加快建设世界科技强国,既需要对标先进、参照一流,进一步深化开放式创新,充分学习和借鉴美国等科技强国的成功经验,更需要立足自身、正视短板,坚持科技创新与制度创新双轮驱动、发展速度和创新质量有机统一、自主创新与开放创新相互促进,着力推动以质量和效益为核心的创新战略,加强基础科学研究,突破关键核心技术,集聚高端科创人才,以实现国家科技竞争力的持续稳步增强。     

女性主义地理学观及其思想史意义

论文从本体论、认识论和方法论3个层面讨论了女性主义地理学观的建构,并说明了女性主义地理学对更新地理学观的意义,以及对当代主流人文地理学思潮的潜在影响。在本体论层面上,女性主义地理学一直直面西方传统社会文化思想中的等级制性别化二元论,建构了主张女性和男性在建构社会及社会空间中具有交互性关系的本体论。在认识论和方法论层面上,女性主义地理学证明了女性及其空间在西方社会中处于弱势的认识论和方法论根源,动摇了实证主义地理学认识论和方法论中永恒性、普遍性、客观性的预设,阐释了地理学认知过程中情感等主观因素的可靠性,并建构了“去中心化”的认识论和方法论框架。无论在本体论还是在认识论和方法论层面上,当前的女性主义地理学主流思潮都有一定的中和性色彩,这一倾向使女性主义地理学在地理学观演进,以及以人文地理学思想为代表的地理学思想演进中,都具有重要的位置。西方女性主义地理学的兴盛,与其直面西方的社会文化思想根源问题不无关联。在中国女性主义地理学开始发展的当下,注重分析中国女性及其空间问题产生的社会文化思想根源,将有助于中国女性主义地理学的发展,并提升其潜在的价值。     

经济全球化、全球金融危机与中国——基于金融地理学的视角

2008—2009年的全球金融危机对西方发达国家尤其是英美经济体的影响是深远的,反映在经济、政治和社会的各个层面。相关学科的学者从不同的视角对金融危机的爆发作出了解释。论文尝试从金融地理学的角度分析经济全球化与全球金融危机之间的关系并探讨危机对中国的影响。首先,研究考察了经济全球化背景下新的国际劳动力分工的形成,指出了金融危机的传导机制,并描绘了金融危机对世界经济地理塑造的空间差异。对中国来说,全球金融危机是外部性的,西方发达国家的经济衰退和消费收缩直接影响了中国的出口,但危机并没有动摇中国的金融体系。其次,解释了为什么全球金融危机没有动摇中国的金融体系。制度的空间异质性、市场经济制度的多样性、政府积极的宏观调控和中国以银行主导的金融体系都是重要因素。第三,金融危机之后中西方金融地理学家对中国问题的兴趣逐渐增加,文章总结了最新的研究进展并指出其存在的不足之处。最后,在西方金融地理学最新研究进展的基础上,对中国金融地理学的学科构建提出了建议。     

中国出口贸易韧性空间差异性研究

金融危机时期,中国区域出口韧性表现出危机第一阶段(2008—2009年)的抵抗力、危机第二阶段(2009—2011年)的恢复力、产品结构转换提升力。论文构建了区域-产品层面的区域出口贸易韧性指标,通过区域出口贸易额、产品结构等不同层面刻画了金融危机后各区域抵抗力、恢复力的空间差异。实证研究表明：相关多样化产业结构不仅在短期可以增强区域产品的抵抗力,在长期还可以提高区域产品的恢复力并且助推区域产品实现结构升级;应急型税收政策短期内一定程度上可以有效缓解危机冲击,但其影响范围及作用时间均是有限的;外企出口占比高的区域产品对区域产品结构升级影响不明显,但加工贸易方式推动了区域产品在危机中的结构升级。

TELECOMMUNICATIONS AND THE GLOBALIZATION OF FINANCIAL SERVICES*

Financial services are undergoing a major period of internationalization. National markets are interlinked by telecommunications, a process induced through deregulation and new communications technologies. This paper reviews the recent, intertwined trends in the finance and telecommunications industries in light of urban and regional restructuring theory, cites several company-specific examples, explores the impacts on the international urban hierarchy and the labor process (e.g., back offices), and assesses the role of teleports. Finally, it offers an agenda for further research.     

Antinomies of generosity: Moral geographies and post-tsunami aid in Southeast Asia

The Indian Ocean Tsunami on Boxing Day 2004 generated a wave of private donations from Western countries - a paradigmatic case of generosity. However, more than a year after, a number of evaluation studies conclude that post-tsunami aid has achieved ambivalent results and that recipients of aid felt excluded from the reconstruction process, reduced to passive observers. This paper argues that there is a link between the abundance of generosity and the practices of aid: the practices of gift giving after the tsunami have developed a humiliating force for those who were at the recipient end of the gift chain, because the marketing of Western generosity by media and aid agencies reinforced those affected by the tsunami as “pure” victims, as “bare life” - passive recipients devoid of their status as fellow citizens on this planet. In a second step, the paper discusses the meta-ethics of these practices of generosity, thinking about the ambivalences inherent in bridging distance in encountering the “distant” other in our aid practices. Various forms of virtue ethics reflect this emphasis on the generous person, while neglecting the perspective of the person in need, and therefore implicitly reproduce those asymmetries of gift giving. In contrast to these conceptions, I want to argue that we need to ground our duty to help distant sufferers in their moral entitlement to be aided. This requires a meta-ethical approach that seeks a combination of a theory of justice with virtue ethics.     

‘The health event’: Everyday, affective politics of participation

This paper is about a single event: a conference (A.K.A. ‘the health event’) held in the English East Midlands in July 2005, at which findings from a policy-led research project regarding young people’s health needs were fed back to research participants. The paper foregrounds some of the everyday work, happenings, emotions, conversations and materialities which were fundamentally constitutive of ‘the health event’ and, thus fundamentally constituted the moments of affirmative, politically-charged participation which could and did happen therein. Thus the paper bears witness to the sorts of practices, minutiae and highs and lows which are surely fundamentally constitutive of participation, policy and politics per se, but which (despite the growing visibility of nonrepresentational theories) are typically absent from salient accounts of participation, Children’s Geographies and Post-medical Geographies.
