This paper gives a brief explanation of the earthquake in Bam. It also reports on the rescue and relief operations, including the construction of emergency shelters and temporary housing, and on the country’s plan for the reconstruction of the city, which includes debris removal, the rebuilding of rural and urban residential and commercial units, the reconstruction of state and public buildings and public facilities such as schools, rural and urban water aqueducts and grids, the construction of a sewage system, power network and telecommunication system, the provision of water to orchards and farmlands, the renovation of industries and the revival of the cultural heritage, particularly the historical Bam citadel, among others. We also report briefly on the effect of the Bam earthquake on the Iran Earthquake Risk Reduction Strategy and actions.

A crucial characteristic of federal systems is the distribution of regulatory power between the states and the national government. Four factors affect the distribution of powers in the U.S.: the geographic scope of issues, institutional competence at state and national levels, protection of democratic values, and economies of administration. Local or scattered occurrences of a problem, national governmental rigidity, desire for extensive public participation, spatial variation in regulatory preferences, and diseconomies of scale in administration favor state regulation. While women own 25% of the acres rented out for farming, little has been done in terms of federal policy that focuses on these women. In this policy analysis, we detail how (1) lack of data on these women landowners and (2) the invisibility of these women to federal natural resource and agricultural agency staff contribute to women nonoperating landowners (WNOLs) not being on the federal policy radar. We discuss how the persistence of these factors continues to marginalize WNOLs in federal agricultural policy, despite the mandate of U.S. Department of Agriculture (USDA) agencies to be serving underserved populations such as WNOLs. Our study findings clearly illustrate a critical point: federal agricultural/conservation agencies are not fulfilling their mandate to reach WNOLs. Using data from USDA Production Regions in the United States, we detail how WNOLs are marginalized and provide specific policy recommendations to allow for intentional inclusion of these women.  相似文献

The sustainable science-based management of natural resources requires knowledge exchange between scientists and environmental decision-makers; however, evidence suggests that information flow is inhibited by a range of barriers. To date, our understanding of the range and importance of factors limiting knowledge exchange between scientists and decision-makers is based primarily on the perceptions of decision-makers, while the perceptions of scientists have been largely overlooked. This study addresses this knowledge gap by quantitatively assessing the perceptions of scientists, represented by a sample of 78 Australian marine scientists, regarding (i) the role and importance of engaging with environmental decision-makers on a personal level, (ii) the role and importance of engaging with environmental decision-makers at the institutional level, (iii) current barriers to engaging with environmental decision-makers and (iv) options for overcoming barriers to engaging with environmental decision-makers. Survey results suggest that Australian marine scientists feel that they have an obligation to engage decision-makers in their science, and that engaging with and communicating to environmental decision-makers is important on a personal level. This study also identifies a range of barriers that impede engagement activities, including inadequate measures of science impact that do not account for engagement activities, a lack of organisational support for engagement activities, insufficient time to conduct engagement activities in addition to other responsibilities and a lack of funding to support engagement activities. To overcome these barriers, participants identified the need for institutional innovation by research institutions, research funders and decision-making agencies alike to promote a culture whereby knowledge exchange activities are legitimised as core business for research scientists, and recognised and rewarded appropriately. Although difficulties exist in implementing such institutional innovations, doing so will improve two-way knowledge exchange among scientists and decision-makers and improve the likely success of environmental management.  相似文献

Since Hurricane Sandy, there has been heightened attention to increasing the resilience of coastal communities to extreme events, including storm protection provided by coastal ecosystems. Storm protection benefits (SPB) are the ability of ecosystems, including wetlands, reefs, and beaches/dunes, to attenuate waves and storm surge. SPB are a topic of growing interest in the scientific and policy spheres, including discussions of how to incorporate SPB into existing policies. As an engine for restoration and a leading mechanism for the evaluation of ecosystem services, Natural Resource Damage Assessment (NRDA) provides a platform for better internalizing this and other services into decision-making particularly using Habitat Equivalency Analysis (HEA). HEA does not explicitly account for impacts to ecosystem services that flow from one habitat to an adjacent one. This study examines a hypothetical case study of an oil spill that impacts a marsh with resulting impacts on SPB to the adjacent upland forest. To more fully assess these impacts, a “nested HEA” was developed which accounts for cross-habitat ecosystem service flows. The nested HEA captures the impacts of the marsh loss on the forest due to wave and saltwater intrusion that would not be captured by a traditional HEA. By adapting the HEA approach with a nested HEA, NRDA could quantify direct ecosystem services losses as well as additional cross-service flows between habitats. However, additional data are needed in order to perform a nested HEA, and in the case of SPB, location-specific data likely will be needed to appropriately specify the model.  相似文献
