GEOCAB Portal: A gateway for discovering and accessing capacity building resources in Earth Observation

The discovery of and access to capacity building resources are often essential to conduct environmental projects based on Earth Observation (EO) resources, whether they are Earth Observation products, methodological tools, techniques, organizations that impart training in these techniques or even projects that have shown practical achievements. Recognizing this opportunity and need, the European Commission through two FP7 projects jointly with the Group on Earth Observations (GEO) teamed up with the Committee on Earth observation Satellites (CEOS). The Global Earth Observation CApacity Building (GEOCAB) portal aims at compiling all current capacity building efforts on the use of EO data for societal benefits into an easily updateable and user-friendly portal. GEOCAB offers a faceted search to improve user discovery experience with a fully interactive world map with all inventoried projects and activities. This paper focuses on the conceptual framework used to implement the underlying platform. An ISO19115 metadata model associated with a terminological repository are the core elements that provide a semantic search application and an interoperable discovery service. The organization and the contribution of different user communities to ensure the management and the update of the content of GEOCAB are addressed.     

南京市城市老年人出行行为的影响因素

老年人在人口比例和绝对数量上的快速增长将对整个社会产生一系列影响,其中交通出行是非常重要的一个方面。本文基于2012年南京居民出行调查数据,发现相对于年轻人,老年人的日出行次数增加,但日出行时间和日出行距离都减少,说明老年人单次出行距离较短,且主要围绕“家”形成圆形的活动空间;从出行方式构成来看,老年人以步行和公交车为主,出行目的以娱乐、休闲和购物为主。运用次序Logit及线性回归模型,在确定老年人及其家庭的基本社会经济属性之后,发现城市建成环境对老年人的出行有显著影响。其中,城市人口密度会显著增加老年人的日出行次数,但其日出行距离反而有所减少;居住在原单位小区的老人日出行次数比居住于商品房的老人多,且出行距离也较短;说明混合用地以及紧凑的发展模式有利于促进老年人的出行。距离交通基础设施越近,老年人的出行越活跃。大型购物中心对老年人的购物出行没有显著影响,老年人更倾向于在街头小店购买物品。而小区周边体育馆、博物馆等设施对老年人的吸引力则不如棋牌室和公园广场。研究结果对老年人健康生活和科学合理布局城市设施具有一定的指导意义。

基于时空影响因子的未来社区生活圈公共服务设施优化配置北大核心CSCD

公共服务设施作为社区生活圈的核心内容,直接决定了社区生活圈的生活品质。对社区公共服务设施建设情况进行量化评价,并对设施建设的未来规划提供科学决策支持逐渐成为规划者和决策者的一大难题。本文通过ArcGIS工具对POI数据进行处理、统计和可视化,在总结他人社区生活圈量化评价方法的基础上,结合温州本地特色,搭建了一套社区生活圈公共服务设施评价模型。利用该模型可对各类社区进行综合评分和分级,并根据模型评分结果挖掘公共服务设施未来优化方向。此外,还实现了社区生活圈评分的动态计算与展示,为社区服务设施建设选址、路网建设与公共服务设施建设优先级评定等提供决策支持。既可帮助规划者和决策者快速建立对整个区域生活圈建设现状的量化认知,又可助力公共服务设施的优化配置,为社区生活圈公共服务品质评价与提升探寻全新的思路与方法。     

Full‐scale shaking table test of a base‐isolated medical facility subjected to vertical motions

Base isolation is a well known technology that has been proven to reduce structural response to horizontal ground accelerations. However, vertical response still remains a topic of concern for base‐isolated buildings, perhaps more so than in fixed‐base buildings as isolation is often used when high performance is required. To investigate the effects of vertical response on building contents and nonstructural components, a series of full‐scale shaking table tests were conducted at the E‐Defense facility in Japan. A four‐story base‐isolated reinforced concrete building was outfitted as a medical facility with a wide variety of contents, and the behavior of the contents was observed. The rubber base isolation system was found to significantly amplify vertical accelerations in some cases. However, the damage caused by the vertical ground motions was not detrimental when peak vertical floor accelerations remained below 2 g with three exceptions: (1) small items placed on shelves slid or toppled; (2) objects jumped when placed on nonrigid furniture, which tended to increase the response; and (3) equipment with vertical eccentricities rocked and jumped. Locating a Community Recycling Center within a Residential Area: A Belgian Case Study

This article demonstrates the operation of a simple optimal location‐allocation technique for solving the problem of locating one or several community recycling center(s) within a residential area. The article attempts to measure both transportation and externality costs in comparable units, and to incorporate them into the model. A sensitivity analysis of the results at the level of the nuisance provides further insight into the operation of the model and the relative importance of the quantification of pollution in applied location‐allocation problems.     

A phased approach to enable hybrid simulation of complex structures

Hybrid simulation has been shown to be a cost-effective approach for assessing the seismic performance of structures. In hybrid simulation,critical parts of a structure are physically tested,while the remaining portions of the system are concurrently simulated computationally,typically using a finite element model. This combination is realized through a numerical time-integration scheme,which allows for investigation of full system-level responses of a structure in a cost-effective manner. However,conducting hybrid simulation of complex structures within large-scale testing facilities presents significant challenges. For example,the chosen modeling scheme may create numerical inaccuracies or even result in unstable simulations; the displacement and force capacity of the experimental system can be exceeded; and a hybrid test may be terminated due to poor communication between modules(e.g.,loading controllers,data acquisition systems,simulation coordinator). These problems can cause the simulation to stop suddenly,and in some cases can even result in damage to the experimental specimens; the end result can be failure of the entire experiment. This study proposes a phased approach to hybrid simulation that can validate all of the hybrid simulation components and ensure the integrity largescale hybrid simulation. In this approach,a series of hybrid simulations employing numerical components and small-scale experimental components are examined to establish this preparedness for the large-scale experiment. This validation program is incorporated into an existing,mature hybrid simulation framework,which is currently utilized in the Multi-Axial Full-Scale Sub-Structuring Testing and Simulation(MUST-SIM) facility of the George E. Brown Network for Earthquake Engineering Simulation(NEES) equipment site at the University of Illinois at Urbana-Champaign. A hybrid simulation of a four-span curved bridge is presented as an example,in which three piers are experimentally controlled in a total of 18 degrees of freedom(DOFs). This simulation illustrates the effectiveness of the phased approach presented in this paper.     

Geotechnical sealing material for coastal disposal facility for soils and wastes contaminated by radioactive cesium

Safe disposal of wastes produced due to the process of decontamination in and around Fukushima No. 1 nuclear power plant is an urgent requirement. The purpose of this study was to develop a sealing material which can be used as an engineered barrier for a final disposal facility for the soils and wastes contaminated by radioactive cesium. The analyses conducted based on 4-m-thick sealing layer revealed that the hydraulic conductivity of the sealing material needs to be kept below 5.0?×?10^?10?m/s to avoid the seepage of contaminants below the environmentally safe limits. Sealing material was developed using marine clay–bentonite mixture and the engineering characteristics were examined. The results of laboratory experiments showed that, with the addition of bentonite, the hydraulic conductivity equal to or less than 5.0?×?10^?10?m/s was achieved when the effective consolidation stress is equal to or more than 27?kPa. From the tests for adsorption properties for cesium, it was found that the sealing material showed the significant capacity of adsorption for cesium in seawater. It was concluded that the construction of waste disposal facility on the sandy seafloor is feasible using the sealing layer proposed in this study.
