The expansion of offshore activities and the increasing need to meet international and national commitments to biodiversity conservation have led to an enhanced interest in marine spatial planning (MSP) as a tool for sea use management. Several European countries, on their own initiative or driven by European legislation and policy, have taken global leadership in implementing MSP. This article will discuss the Belgian experiences with MSP. It will give a short historical overview based on legal developments and review the implementation process of a ‘Master Plan’ as a spatial management policy for the Belgian Part of the North Sea. Additionally, this article will reflect on the research that has been done in Belgium to apply a land-use planning approach to the marine environment. The MSP process in Belgium shows that a spatial approach to sea use management is possible despite the lack of a legal zoning framework. However, it concludes that a legal basis for MSP, in addition to the current permit system, would provide a more strategic and integrated framework for ecosystem-based, sea use management. 相似文献

The Mondego estuary, a shallow warm-temperate intertidal system located on the west coast of Portugal, has for some decades been under severe ecological stress, mainly caused by eutrophication. Water circulation in this system was, until 1998, mainly dependent on tides and on the freshwater input of a small tributary artificially controlled by a sluice. After 1998, the sluice opening was effectively minimised to reduce the nutrient loading, and the system hydrodynamics improved due to engineering work in the upstream areas. The objective of the present study was to evaluate the effect of the mitigation measures implemented in 1998. Changes to the hydrodynamics of the system were assessed using precipitation and salinity data in relation to the concentrations of dissolved inorganic nutrients, as well as the linkage between dissolved N:P ratios and the biological parameters (phytoplankton chlorophyll a concentrations, green macroalgal biomass and seagrass biomass). Two distinctive periods were compared, over a ten year period: from January 1993 to January 1997 and from January 1999 until January 2003. The effective reduction in the dissolved N:P atomic ratio from 37.7 to 13.2 after 1998 is a result of lowered ammonia, but not the oxidised forms of nitrogen (nitrate plus nitrite), or increased concentrations of dissolved inorganic phosphorus. Results suggest that the phytoplankton is not nutrient limited, yet maximum and mean biomass of green macroalgae was reduced by one order of magnitude after the mitigation measures. This suggests that besides lowering the water residence time of the system, macroalgal growth became nitrogen limited. The European Regional Seas Ecosystem Model (ERSEM) has been coupled with a two-dimensional depth-averaged transport model of the Humber plume region and run to simulate 1988–1989. Simulations of the spatial and temporal variations in chlorophyll-a, nitrate, phosphate and suspended particulate matter distributions in winter, spring and summer show how the development of the spring bloom and subsequent maintenance of primary production is controlled by the physicochemical environment of the plume zone. Results are also shown for two stations, one characterised by the high nutrient and suspended matter concentrations of the plume and the other by the relatively low nutrient and sediment concentrations of the offshore waters. The modelled net primary production at the plume site was 105 g C m−2 a−1 and 127 g C m−2 a−1 offshore. Primary production was controlled by light limitation between October and March and by the availability of nutrients during the rest of the year. The phytoplankton nutrient demand is met by in-situ recycling processes during the summer. The likely effect of increasing and decreasing anthropogenic riverine inputs of nitrate and phosphate upon ecosystem function was also investigated. Modelling experiments indicate that increasing the nitrogen to silicate ratio in freshwater inputs increased the production of non-siliceous phytoplankton in the plume. The results of this model have been used to calculate the annual and quarterly mass balances describing the usage of inorganic nitrogen, phosphate and silicate within the plume zone for the period of the NERC North Sea survey (September 1988 to October 1989). The modelled Humber plume retains 3.9% of the freshwater dissolved inorganic nitrogen, 2.2% of the freshwater phosphate and 1.3% of the freshwater silicate input over the simulated seasonal cycle. The remainder is transported into the southern North Sea in either dissolved or particulate form. The reliability of these results is discussed. 相似文献

The North Pacific has the world's largest groundfish fisheries, with a value in excess of $1 billion annually. The North Pacific also is home to the largest population of Steller sea lions (SSL), an ancient species that is now endangered. Decline of the western stock of SSL in the 1970–1990s coincided with the US nationalization and exponential growth in the Gulf of Alaska and Bering Sea/Aleutian Islands groundfish fishery.The article treats five aspects of the competition between the fishery and protection of the endangered species. First, we analyze competition of interests in the use, management, and preservation of the North Pacific commons, including offshore and near-shore fisheries, environmental organizations, governments (federal, state, and local), and the scientific community. Second, the article compares and contrasts provisions of the National Environmental Policy Act, the Marine Mammal Protection Act, the Endangered Species Act, and the Magnuson–Stevens Act (as amended in 1996 by the Sustainable Fisheries Act).Third, we examine the regulatory environment with a focus on the National Marine Fisheries Service (NMFS) and its relationship to the North Pacific Fishery Management Council. We illustrate how NMFS establishes fishery management plans and the methods, such as crafting biological opinions and environmental-impact-statements, it uses to resolve conflicts. Fourth, we investigate how the dual pressures on the agency—to increase fisheries production for the benefit of the industry and to preserve endangered marine species—have affected its culture (behavioral norms and operational codes). Then, the article explains agency changes in terms of crises, competition among affected interests, and development of new scientific knowledge.The article concludes by drawing lessons from the SSL controversy in the North Pacific which may pertain to national and global biodiversity conflicts.
