The impact of recent economic reforms in China on Chinese cities has influenced both the rate and spatial pattern of their development. In this research, three groups of cities are analyzed: those in special economic zones, opened coastal cities, and inland provincial level capital cities. Eighteen variables were selected to determine the impact of the reforms. Major conclusions of the research are: (1) current urban reforms deviate sharply from earlier socialist Chinese practice; (2) urban growth has responded strongly and positively to the economic activities advocated by the urban reforms (e.g., foreign investment, foreign trade, individual entrepreneurship, and development of a market economy); and (3) urban reforms have resulted in distinctly different spatial impacts among the three types of cities, with those in the special economic zones and in the coastal areas benefitting more than inland cities.  相似文献

The UN Sustainable Development Goals (SDGs) are the blueprint to achieve a better and more sustainable future. To achieve the goal, tracking progress — not just on a national level, but locally — is crucial to guide future policy development. While sustainability assessment at the national evel is quite advanced in China, similar assessments focusing at the regional or even at the city-level are currently lacking. Here, we advanced the Inclusive Wealth Index (IWI) framework, which is firstly proposed by the United Nations Development Programme, through taking water wealth into account and adjusting the variable based on data availability. Then we investigate the sustainability performance of 210 cities in China in 2016 via the advanced version of the IWI framework. The analysis makes a holistic assessment based on produced, human, and natural capital, as well as considering heterogeneities in economy, social, and environmental conditions across these cities. We find that cities clustered in the eastern parts of China are characterized by high levels of sustainability performance and increasing capacities for sustainability, largely driven by their high quality and quantity of human capital. In comparison, the western cities have a large amount of low-skilled human capital and low levels of produced capital, which determines their low sustainability performance. Cities clustered in the north are heavily dependent on low value-added products and resource-intensive industries. Furthermore, we make projections of the IWI and its three components for different cities from 2020 to 2030, referring to the index systems presented in city planning which describe the development speed of income, education, fixed asset investment, forests etc. In the future, cities in central and western clusters show considerable potential for increasing IWI per capita, whereas cities with a dominant energy sector in the north would face declining capacity for sustainability due to the exhaustion of fossil fuels and raw materials. By fully taking account of and adapting to local circumstances, we tailor-design pathways for different types of cities to grow their sustainability potentials. Those resources-dependent cities in the north could avoid the impending decline by gradually developing their human and produced capital while abandoning their resource dependency. Our study contributes to city-level sustainable development in China through the lens of per capita IWI and the potential future dynamics of changing compositions in their capital.  相似文献

This paper explores the ad hoc networks that form to move policies to new sites by examining the process through which the city of Bandung, Indonesia adopted a creative city policy. As revealed through the Bandung case, attention to the formation of these networks highlights the way that power operates within them, privileging certain ideas and structuring the ways in which information flows through their channels. This insight suggests that the concept of policy mobilities would be enriched by a closer attention to the way power is used to construct networks that promote specific policies and places as sites of ‘best practice’. Furthermore, this paper extends the concept of policy mobilities to a city ‘off the map’. In contrast to most existing policy mobilities research that tends to focus on the stable, large‐scale networks through which policies travel and on the high‐profile cities constructed as policy models, the case of Bandung provides a study of how policy mobilities may occur differently outside of its well‐established locations.  相似文献

Over the past few decades, cities and city regions have become the core of the global economy. Regional governments are increasingly drafting city development policies and implementing them through various visioning documents with the aim of making cities more global, networked and competitive. Welfarist governments especially in the global South are becoming increasingly entrepreneurial, and in the process poor citizens are getting pushed to the margins, evicted from their land and relocated to city fringes. Hyderabad in India provides an interesting illustration of neoliberal development trends in which poor local farmers are forced off their land to make way for a ‘world‐class’ knowledge enclave, popularly known as Cyberabad. This paper examines the policies and processes by which the regional government has sought to brand Hyderabad as a world‐class information technology destination and to restructure and reimagine it as a key node in a network of ‘globally connected cities’ of the world. It also considers the making of Cyberabad in terms of splintering urbanism, which is often understood as a defining feature of contemporary neoliberal urban processes.  相似文献

What is a hilly city, and which cities are hilliest? This study outlines a basket of methods for quantifying the differential hilliness of U.S. cities. We rank the 100 largest cities in the contiguous United States, using a selection of eight methods to evaluate their comparative hilliness. We then reflect on how four key “modes of encounter” with terrain shape human perceptions of urban hilliness: visual, pedestrian, automotive, and imagined/conceptual. Varying priorities among these different modes of encounter shape which of our indices may best correlate with lay understandings of urban hilliness or particular policy problems. We conclude with implications of this work for contemporary geographic scholarship and suggestions for further research, particularly with regard to the political and economic effects of hilliness.  相似文献

物流业空间格局是以物流设施为核心的物流实体网络和以物流企业为核心的物流组织网络在地表空间形态及结构。为研究中国物流业空间格局的现状及演变趋势,2014年8月利用百度在线地图搜索与数据采集技术,获取了中国大陆31个省级行政单位的80507个物流热度数据样本。通过物流热度与相关指标间的回归分析,构建了物流热度的理论计算公式,验证物流热度数据的有效性和合理性。从地级市、省域、城市群、经济区尺度,刻画和分析物流服务能力与水平、辐射范围的差异所形成的空间格局,探究经济发展水平、物流园区建设对物流业空间格局演变的影响,提出基于物流热度的物流中心城市。研究表明:物流热度与地区生产总值、交通运输、仓储及邮政业法人单位数呈正相关;经济发展整体水平越高的城市群地区,物流业一体化程度越高;物流设施和物流企业的布局具有显著的产业性需求与交通区位指向特征,并逐步表现出消费性需求与人口指向特征;东部沿海地区呈现"单主中心+多副中心"、"多主中心+多副中心"的空间格局,中西部地区呈现"单中心"的空间格局,地区差异显著。研究结果有助于物流业规划及物流政策的制定。  相似文献
