城镇化是中国全面建成小康社会和实现现代化的必由之路,中国城镇化不仅决定着中国的未来,而且决定着世界城镇化的进程。近35 a来中国地理学家对中国城镇化发展做出了重要贡献,主要表现在:首次提出了城镇化的概念,推动城镇化上升为国家战略;率先将Northam提出的城镇化发展三阶段论修正为四阶段论;提出了中国城镇化发展合理进程并被《国家新型城镇化规划》采用;研制了中国新型城镇化综合区划,构建了中国新型城镇化合理格局;率先研制了城镇化发展质量定量测度方法与系统,为提升城镇化发展质量提供了技术支撑;较早发布了《中国新型城镇化发展报告》,提出了新型城镇化发展的通用模式和差异模式;首次提出了城镇化与生态环境耦合圈理论与技术图谱。中国地理学家在城镇化这一多学科研究的重大领域中经常扮演着组织者角色,并担当重任,主要是:综合分析城镇化发展面临的问题及国际经验,探索城镇化发展的驱动机制与基本规律,辨析城镇化发展的空间格局和差异模式,揭示城镇化发展与资源环境的耦合关系,模拟预警城镇化发展的多种情景与风险,选择城镇化发展质量提升的可持续之路。今后一段时间内,创新国家新型城镇化高质量发展理论,优化“一带一路”背景下中国城镇化发展的空间格局,揭示中国城镇化与生态环境交互耦合机理及规律,研制中国城镇化发展的智能决策支持系统与引导政策,是中国城镇化发展的地理学使命。  相似文献

ABSTRACT

In neoliberalising universities, collegial and collective practices such as reading groups are often positioned by students, staff and managers as less important than meeting individual KPIs (such as producing research publications, seeking research grants, or meeting the increasing demands of producing quality teaching outcomes.) However, reading groups can be vital for cultivating caring collectives and spaces of collegiality. In this paper we use assemblage thinking to explore 25 years of a Geography reading group at the University of Newcastle. The paper addresses two questions: what does reading together do and make possible; and how might we think about the labours of reading together as a way of building caring collectives. The paper draws on reflections from 24 past and present members of reading group to explore how these kinds of academic practices nourish our working lives.  相似文献

More and more organizations are compensating the greenhouse gas emissions caused by their products and services through carbon offset programs. From the customers’ perspective, the mitigation of negative externalities associated with their demand may increase the utility derived from the (then guilt-free) consumption. In particular in settings where consumers do not pay for the marginal cost of consumption, this may lead to higher levels of resource use. This article empirically examines how the announcement of an organizational carbon offset program affects consumption in a CO2-intensive everyday activity (showering). We further evaluate the provision of real-time feedback as a strategy to counteract potential increases in consumption. For this purpose, we conducted an eight-week randomized controlled natural field experiment in a German youth hostel (full 2 × 2 factorial design; N = 9,999 observations). Consumption in the group with the offset program was statistically significantly higher than in the control group (by 5.4 to 15.5%). However, participants who additionally received real-time feedback on their consumption did not increase their resource use compared to the control group. While the results suggest that carbon offset programs may increase resource use, the findings provide evidence that organizations can counteract these adverse effects by making the individual’s resource use salient.  相似文献

简述了泰山地区的地质背景概况,对比分析了国内外学者的研究成果、理论及分歧原因,实地考察了泰山地区角峰、刃脊等冰川地貌,并取样品进行热释光年龄分析显示其年代为(30.54±2.59)kaB.P.,相当于末次冰期主冰期中的Paudorf-Stillfried间冰阶时段。并从地貌特征与遥感数字2个方面分析研究,发现了一些冰川遗迹的信息,为泰山地区第四纪冰川研究提供了一定的佐证。  相似文献

In recent years, climate policy under the United Nations system has been characterized by bottom-up, national approaches to climate mitigation. This raises concerns about the overall effectiveness of these mitigation policies, for example due to carbon leakage. In response to these concerns, authors have repeatedly suggested that policy makers consider a consumption-based climate policy approach. We analyze the potential merits of a switch to a consumption-based policy approach using the criteria of justice and economic efficiency. We argue that emissions must be understood as being contributed by both, consumers and producers, but that this fact does not by itself settle the question whether consumption or production ought to serve as the climate policy base. Rather, the perspective of justice necessitates an analysis of the distributive consequences of switching from a production- to a consumption-based policy.We find that both (global) cost-effectiveness and justice can be improved if the unilateral climate policies of industrialized countries are based on emissions from consumption. There are preconditions, however, the switch in the policy base must be accompanied by clean technology transfer, and if implemented by border carbon adjustments, import tax revenues need to be channeled to developing and emerging economies. We further show that in such a setting, export rebates are of minor importance for efficiency and justice.  相似文献

The principle of common, but differentiated, responsibilities and respective capabilities (CBDR&RC) is fundamental to the UNFCCC. Some options for a nuanced model of differentiation that addresses both responsibility and capability in a changing world are explored, such as new categories of countries, and some of the political issues that such a model might face are considered. The strengths and limitations of options for graduation based on ‘objective’ criteria such that countries could move between categories or ‘graduate’ – an option provided by the UNFCCC – are discussed. Countries could also choose to join another club (e.g. the G20), self-elect into categories or differentiate among themselves implicitly by accepting different commitments and actions. CBDR&RC will form part of the overall legally binding agreement, and must apply symmetry in some respects and differentiation in others to the commitments and actions contained therein. Some possible characteristics of CBDR&RC of relevance in a regime ‘applicable to all’ are outlined. These include promoting climate action and using mechanisms available in the UNFCCC to instil dynamism. Differentiation on mitigation must consider the distinctions between absolute and relative reductions, as well as commitments to outcomes and implementation. CBDR&RC should be applied to mitigation, adaptation, and the means of implementation.

Policy relevance

In Durban, Parties agreed to negotiate a regime ‘applicable to all’, which sent a political signal that there should be greater symmetry between nations. The world has changed since the UNFCCC was negotiated in 1992. It is now less helpful to think only in terms of two groups of countries (e.g. Annex I and non-Annex I), and evident that there are significant differences between member states. This requires a more nuanced interpretation of the principles of equity and CBDR&RC, which is an integral part of the UNFCCC. The options for the different approaches outlined in this article might help in the construction of a more nuanced model. All must do more, while some must do more still than others. To achieve this, some defining characteristics of CBDR&RC in a regime applicable to all are suggested.  相似文献
