Fisheries compliance has been identified as key to sustainable fisheries management. However, it has been widely acknowledged that the approach by many governments worldwide to achieve compliance is largely through law enforcement efforts. Although theories of normative action have expanded compliance thinking from that of rationalist approaches, this paper takes the argument further. By drawing on criminology and security discourse, and on empirical research on small-scale fisheries in South Africa, this paper argues for a new approach to our understanding of compliance. Furthermore, it argues that rather than taking law as given, the formation of law and the power dynamics influencing such processes are critical aspects that need to be acknowledged and understood in fisheries compliance theory.  相似文献

The consequences of wildfires are felt in susceptible communities around the globe on an annual basis. Climate change predictions in places like the south-east of Australia and western United States suggest that wildfires may become more frequent and more intense with global climate change. Compounding this issue is progressive urban development at the peri-urban fringe (wildland–urban interface), where continued infrastructure development and demographic changes are likely to expose more people and property to this potentially disastrous natural hazard. Preparing well in advance of the wildfire season is seen as a fundamental behaviour that can both reduce community wildfire vulnerability and increase hazard resilience – it is an important element of adaptive capacity that allows people to coexist with the hazardous environment in which they live. We use household interviews and surveys to build and test a substantive model that illustrates how social cohesion influences the decision to prepare for wildfire. We demonstrate that social cohesion, particularly community characteristics like ‘sense of community’ and ‘collective problem solving’, are community-based resources that support both the adoption of mechanical preparations, and the development of cognitive abilities and capacities that reduce vulnerability and enhance resilience to wildfire. We use the results of this work to highlight opportunities to transfer techniques and approaches from natural hazards research to climate change adaptation research to explore how the impacts attributed to the social components of social–ecological systems can be mitigated more effectively.  相似文献

Much has been written on the apparent urban renaissance in UK cities and the new lifestyle arrangements, working time patterns, economic activities and the more general reordering of work and life that appears to accompany it. Certainly, recent decades have witnessed a range of economic, social and cultural changes in the lives of those living and working in cities and surrounding suburbs. Much of the attention in this work has focused on those groups for whom the changes have appeared most profound: the high-income earners returning to live in the city - the gentrifiers - or those who suffer multiple deprivations as a result of economic restructuring. Seemingly absent from many accounts of urban change are those places where, at first glance, the effects of change have been less pronounced: low-income, working class neighbourhoods where most people continue to get by, albeit in the context of a harsher, and less secure political economic context. In light of this apparent silence, this paper draws on interviews from Wythenshawe in South Manchester, to examine how low-income mothers cope, live and labour, in a rapidly changing city, as they perform paid work at the same time as ensuring the social reproduction of the household.  相似文献

In October 2003, hundreds of thousands of Bolivians took to the streets demanding the resignation of President Gonzalo Sánchez de Lozada. After 20 years of neo-liberal policies - and the failures to improve the living conditions of the majority - the proposal to export natural gas via Chile was taken by the population as yet another step to sustain an unjust political order. Facing a direct challenge by the population the Sánchez de Lozada administration responded with indiscriminate military force. The result was 63 dead and over 300 wounded, which deepened and extended the social rage and eventually forced the resignation of the President. The neo-liberal project - promoted and defended by Sánchez de Lozada - collapsed. The city of El Alto was the epicentre of the challenges to the legitimacy of this political order. This article focuses on the role of local political entities and neighbourhood networks from El Alto in articulating political spaces that challenged the legitimacy of the institutional infrastructure and led to the October 2003 ruptures in the neo-liberal project. Furthermore, I make the case that the particular histories and memories (of “relocalized” miners and indigenous/peasants) that converged in and defined this city were pivotal in the organization of a “political subsoil” that surged to the surface during the October 2003 events.  相似文献

In recent years, many city authorities in Europe and North America have sought to attract people back to city centres for leisure, shopping, business and residence. The planning measures commonly adopted take explicit account of issues of crime and safety. The concept of `community safety' as applied to the city centre is problematic, however, as users have diverse lifestyles, interests and values which impact on their own and others' safety. This paper reports on a study of the experiences and perceptions of safety of different groups of city centre users in Newcastle upon Tyne, England. While social identities and roles shaped the extent of concern and subsequent impacts on people's use of the city centre space, the research suggested that many concerns are genuinely shared. The paper investigates the congruence of a range of planning strategies with city centre users' safety concerns. Situational measures were viewed with scepticism, as fear centres on the presence and behaviour of others.  相似文献

Green infrastructure has recently risen to international prominence for its purported capacity to enhance urban sustainability, and particularly to modulate ambient temperatures in the context of climate change. We assess whether residents in a sub-tropical Australian city perceive green infrastructure as an effective climate adaptation response for reducing vulnerability to heat stress. Gold Coast City has pursued urban densification policies, such as reducing block sizes and increasing building heights, to accommodate rapid population growth. Little attention has been given to the combined impact of local heat island effects and global climate change upon lower-income residents in the city's suburban fringe, including rising energy costs associated with cooling homes. The study has three aims: to assess whether social disadvantage is associated with (1) concern about climate change impacts; (2) perceptions about the potential of green infrastructure to offer potential climate-adaptive benefits; and (3) the desire for more urban greening in a working class suburb. We used a mail-back survey to elicit information related to cooling dwellings, awareness of, and concern about, climate change impacts, perceptions of the benefits of green infrastructure, and desire for more urban greening. Results indicate that despite their vulnerability to heat stress, comparatively disadvantaged residents are no more concerned about climate change; nor are they any more inclined to encourage local government to enhance neighbourhood greenery. These residents are, if anything, less likely to perceive benefits of urban greening. Our findings indicate that cultivating support for green infrastructure in disadvantaged neighbourhoods will require parallel efforts to redress inequality.  相似文献

Demonstration of a fully integrated power plant with carbon capture and storage (CCS) at scale has not yet been achieved, despite growing international political interest in the potential of the technology to contribute to climate change mitigation and calls from multiple constituents for more demonstration projects. Acknowledging the scale of learning that still must occur for the technology to advance towards deployment, multiple CCS demonstration projects of various scales are emerging globally. Current plans for learning and knowledge sharing associated with demonstration projects, however, seem to be limited and narrowly conceived, raising questions about whether the projects will deliver on the expectations raised. Through a comparison of the structure, framing and socio-political context of three very different CCS demonstration projects in different places and contexts, this paper explores the complexity of social learning associated with demonstration projects. Variety in expectations of the demonstration projects’ objectives, learning processes, information sharing mechanisms, public engagement initiatives, financing and collaborative partnerships are highlighted. The comparison shows that multiple factors including the process of building support for the project, the governance context and the framing of the project matter for the learning in demonstration projects. This analysis supports a broader conceptualization of learning than that currently found in CCS demonstration plans - a result with implications for both future research and practice.  相似文献

This research examines the role of social capital and networks to explain the evacuation, relocation, and recovery experiences of a Vietnamese American community in New Orleans, Louisiana in the aftermath of Hurricane Katrina. As the single largest community institution, the parish church’s complex bonding and bridging social capital and networks proved particularly critical in part because of its historically based ontological security. The process of evacuation, but especially relocation and recovery, was dependent on deploying co-ethnic social capital and networks at a variety of geographical scales. Beyond the local or community scale, extra-local, regional, and national scales of social capital and networks reproduced a spatially redefined Vietnamese American community. Part of the recovery process included constructing discursive place-based collective-action frames to successfully contest a nearby landfill that in turn engendered social capital and networks crossing ethnic boundaries to include the extra-local African American community. Engaging social capital and networks beyond the local geographical scale cultivated a Vietnamese American community with an emergent post-Katrina cultural and political identity.  相似文献

Climate change increases the complexity and uncertainty of regional natural resource management (NRM), calling into question the appropriateness of linear knowledge-transfer approaches. In this paper we reflect on knowledge practices among a partnership of researchers and NRM planners, under a federal program of NRM investment intended to ‘deliver information’ to regional NRM planners to support planning for climate change. We unpack ‘container’ and ‘conduit’ metaphors of linear, one-way communication invoked by the starting conditions, and explore whether more relational ways of communicating were achieved. A key theme emerged early in the research that NRM planners felt overwhelmed by the sheer volume of information available and discouraged by the irrelevance of much of it to their climate change planning. Our research-practice collaboration unfolded in this context and through ongoing face-to-face and virtual engagement over a period of two years. The collaborative approach featured joint identification of priority activities, co-design of planning approaches, and the iterative co-development of an online ‘information portal’, which acted as a boundary object. We report the emergence of a ‘knowing system’, resulting from these efforts to foster relationships and co-produce boundary objects in a particular geographic context. Our findings highlight the potential benefits of investing in the capacity of researchers and NRM practitioners to engage in collaborative research partnerships premised on the emergence of knowing systems.  相似文献
