Jurisdictional self-reliance for small island territories: considering the partition of Cyprus, The Round Table, 365, 349-360] has argued that the ‘troika’ of smallness, insularity and peripherality may incline island peoples (rather more than mainlanders?) to question the effects of economic globalization and be especially disposed to innovative approaches to development. He views jurisdictional capacity as integral to that task. Much of the literature on such issues relates to island nations, but this work focuses on Australia’s smallest and only island state of Tasmania, and thus on a sub-national jurisdiction. In what follows I explore the effects of an attempt to enrol Tasmanians in the creation and stabilization of a ‘2020 vision’ meant to be global in its reach, to focus on the particular strengths of the island state, and be innovative in advancing sustainable development. Known as Tasmania Together, the 20-year strategic vision outlines diverse economic, social and environmental goals assembled over two years via widespread consultations with the island’s communities of place and interest. For a time Tasmania Together generated significant debate about what it means to be an island people, and whether and to what extent Tasmanians’ future will be secured through economic globalization or localized endeavours premised on sustainability principles. Important to Tasmanians as well as to island studies, these rhetorics of social and spatial engagement also have salience beyond the borders of the island state, highlighting larger questions about the technologies of governmentality, agency and the performance of identity. 相似文献

The “region” and “regional change” have been elusive ideas within political and economic geography, and in essence require a greater understanding of their dynamic characteristics. Trailing in the backwaters of the devolution to the Celtic nations of Britain, the contemporary era of New Labour’s political-economic ideology, manifest through “third-way” governance in England places the region and its functional capacity into the heart of geographical inquiry. Drawing upon a new regionalist epistemology, this paper seeks to recover a sense of (regional) political economy through a critical investigation of the development and formulation of Blair’s “New Regional Policy” (NRP). I address how New Labour has attempted to marry economic regionalisation on the one hand, and democratic regionalism on the other. This paper specifically questions the wisdom of such a marriage of politically distinct ideologies through a critical investigation of the underlying contradictions of their strategy from both a theoretical and empirical standpoint. Demonstrated both in the North East “no” vote in 2004, and in the post-mortem undertaken by the ODPM Select Committee in 2005, the paper illustrates how a loss of political drive gradually undermined the capacity of devolution to deliver in England. Finally, I argue that through the lens of the NRP we can speculate on some of the wider issues and implications for the study of regional governance. 相似文献

Twenty-nine water samples were collected from different river channels of the Pearl River Delta Economic Zone, China. An inductively
coupled plasma-mass spectromonitor (ICP-MS) was used to measure concentrations of the trace elements in these samples. The
results suggest that the average concentrations of rare earth elements in river water show an increasing trend from the West
River, the North River, the rivers of the Pearl River Delta, and the Shenzhen River to the East River. Relatively high concentrations
of heavy metals appear in the East River, the rivers of the Pearl River Delta and the Shenzhen River, while the West River
and the North River have relatively low heavy metal concentrations. Trace element concentrations in samples collected near
urban or industrial areas are much higher than those of samples collected from distant areas, away from urban and industrial
areas. After natural conditions, human activities have significant influence on the trace element concentrations in river
water. This trace element concentration’s spatial distribution in the river water from the Pearl River Delta Economic Zone

可持续发展的评价是目前可持续发展研究的热点和前沿。当前评价可持续发展的单项指标和指标体系在指标与可持续性的关系、指标权重的选择、指标的定量化、可持续性的总体判别方法、资本替代性与替代速度、指标阈值的确定等方面具有不同的局限性 ,这也是可持续发展评价的主要难点。可持续发展的评价必然要落实到不同尺度的空间地理单元上 ,区域发展是评价的对象 ,因而可持续发展的评价必然具有显著的区域性 ,不同区域的评价指标或指标体系必然会有所不同。社会、经济与人口的发展是人类社会发展的主要目标 ,而发展的可持续性依赖于自然环境的质量 ,包括自然资源的再生或替代、生命支持系统与生物多样性的维持或改善。据此 ,论文构建了区域可持续发展评价的理论框架和发展——可持续性二维评价坐标体系 ,并提出了“自上而下”和“自下而上”的指标遴选方法。 相似文献

从区域经济一体化角度分析了珠江三角洲经济区交通运输的现状、问题和发展趋势,提出了建设一体化交通运输网络的基本思路和总体构想。认为珠三角交通运输设施虽然种类齐全且发展迅速,但还存在数量、质量、结构、布局等方面与区域经济一体化和未来发展趋势不相适应的问题;为了促进区域经济一体化,交通运输应从被动适应变为主动发展并引导城镇体系和生产力布局,从注重设施数量变为强调设施质量并向高速高效型发展;应该分4个层次建设3个枢纽和3大组团并与大运量快速干线相连接,构建区域一体化的交通运输网络。 相似文献
