This article uses New Zealand as a case study of processes relating to the inclusion of recreational fisheries in modern fisheries management systems based on Individual Transferable Quotas (ITQs). The New Zealand case highlights challenges governments often meet when attempting to integrate the recreational sector into fisheries management, including: (a) resistance to restrictions on what has historically been free-of-charge public access to fish for recreational purposes and (b) the fragmented character of the recreational sector, which makes it difficult to have recreational interests attend to their management role and responsibilities. 相似文献

Several, although not all, wind–wave gages are equipped with sensors capable of detecting sea-level oscillations within the tsunami frequency band. The present paper looks at the algorithms to be implemented in the software of these gages in order to automatically perform the real-time detection of a possible tsunami within recorded signals. In particular, a new algorithm is proposed and tested. The first part of the paper concentrates on the algorithms' characteristics, implementation strategies and basic testing. First of all, the situations in which wind–wave measurements are either essential, or useful for real-time tsunami detection are discussed. In the second place, already existing algorithms are recalled, specifying their characteristics and fields of application. Then, the characteristics of the new proposed algorithm – mainly based on an infinite impulse response, time domain filter – are illustrated and analyzed. Performance and efficiency of the considered algorithms are compared using synthetic time series. The increase in marine, land surface, atmospheric and satellite data during recent decades has led to an improved understanding of the air–sea interaction processes in the eastern tropical Pacific. This is also thanks to extensive diagnoses from conceptual and coupled ocean–atmosphere numerical models. In this paper, mean fields of atmospheric variables, such as incoming solar radiation, sea level pressure, winds, wind stress curl, precipitation, evaporation, and surface energy fluxes, are derived from global atmospheric data sets in order to examine the dominant features of the low level atmospheric circulations of the region. The seasonal march of the atmospheric circulations is presented to depict the role of radiative forcing on atmospheric perturbations, especially those dominating the atmosphere at low levels.In the tropics, the trade winds constitute an important north–south energy and moisture exchange mechanism (as part of the low level branch of the Hadley circulation), that determines to a large extent the precipitation distribution in the region, i.e., that associated with the Inter-Tropical Convergence Zone (ITCZ). Monsoonal circulations also play an important role in determining the warm season precipitation distribution over the eastern tropical Pacific through a large variety of air–sea–land interaction mechanisms. Westward traveling waves, tropical cyclones, low latitude cold air intrusions, and other synoptic and mesoscale perturbations associated with the ITCZ are also important elements that modulate the annual rainfall cycle. The low-level jets of the Gulf of California, the Intra-Americas Sea (Gulf of Mexico and Caribbean Sea) and Chocó, Colombia are prominent features of the eastern tropical Pacific low-level circulations related to sub-regional and regional scale precipitation patterns. Observations show that the Intra-Americas Low-Level Jet intensity varies with El Niño/Southern Oscillation (ENSO) phases, however its origin and role in the westward propagation and development of disturbances that may hit the eastern tropical Pacific, such as easterly waves and tropical cyclones, are still unclear. Changes in the intensity of the trade winds in the Caribbean Sea and the Gulf of Mexico (associated with eastern tropical Pacific wind jets) exert an important control on precipitation by means of wind–topography interactions. Gaps in the mountains of southern Mexico and Central America allow strong wind jets to pass over the continent imprinting a unique signal in sea surface temperatures and ocean dynamics of the eastern tropical Pacific.The warm pools of the Americas constitute an important source of moisture for the North American Monsoon System. The northeastern tropical Pacific is a region of intense cyclogenetic activity, just west of the coast of Mesoamerica. Over the oceanic regions, large-scale properties of key variables such as precipitation, moisture, surface energy fluxes and wind stress curl are still uncertain, which inhibits a more comprehensive view of the region and stresses the importance of regional field experiments. Progress has been substantial in the understanding of the ocean and atmospheric dynamics of the eastern tropical Pacific, however, recent observational evidence such as that of a shallow meridional circulation cell in that region, in contrast to the classic concept of the Hadley-type deep meridional circulation, suggests that more in situ observations to validate theories are still necessary.This paper is part of a comprehensive review of the oceanography of the eastern tropical Pacific Ocean. 相似文献

In this paper, we focus on the status and trends of the current Korean fisheries management regime. Specifically, this paper briefly introduces the Korean conventional fisheries management regime (KCFMR) and discusses its problems and limitations. In describing policy evolution, this paper finds reasons why the Korean government has chosen a TAC system, an output control approach, besides input control approaches in force for almost a century. This paper also describes the evolution of the Korean TAC system, which is carrying out a pivotal role in Korean fisheries development, and analyzes problems of the Korean TAC system. We suggest that Jovian planets will survive the late stages of stellar evolution, and that white dwarfs will retain planetary systems in wide orbits (≳5 au). Utilizing evolutionary models for Jovian planets, we show that infrared imaging with 8-m class telescopes of suitable nearby white dwarfs should allow us to resolve and detect companions ≳3 M JUP . Detection of massive planetary companions to nearby white dwarfs would prove that such objects can survive the final stages of stellar evolution, place constraints on the frequency of main-sequence stars with planetary systems dynamically similar to our own and allow direct spectroscopic investigation of their composition and structure. 相似文献

The stars that populate the solar neighbourhood were formed in stellar clusters. Through N -body simulations of these clusters, we measure the rate of close encounters between stars. By monitoring the interaction histories of each star, we investigate the singleton fraction in the solar neighbourhood. A singleton is a star which formed as a single star, has never experienced any close encounters with other stars or binaries, or undergone an exchange encounter with a binary. We find that, of the stars which formed as single stars, a significant fraction is not singletons once the clusters have dispersed. If some of these stars had planetary systems, with properties similar to those of the Solar System, the planets' orbits may have been perturbed by the effects of close encounters with other stars or the effects of a companion star within a binary. Such perturbations can lead to strong planet–planet interactions which eject several planets, leaving the remaining planets on eccentric orbits. Some of the single stars exchange into binaries. Most of these binaries are broken up via subsequent interactions within the cluster, but some remain intact beyond the lifetime of the cluster. The properties of these binaries are similar to those of the observed binary systems containing extrasolar planets. Thus, dynamical processes in young stellar clusters will alter significantly any population of Solar System-like planetary systems. In addition, beginning with a population of planetary systems exactly resembling the Solar System around single stars, dynamical encounters in young stellar clusters may produce at least some of the extrasolar planetary systems observed in the solar neighbourhood. 相似文献

An unbiased search for debris discs around nearby Sun-like stars is reported. 13 G-dwarfs at 12–15 parsec distance were searched at 850 μm wavelength, and a disc is confirmed around HD 30495. The estimated dust mass is 0.008 M⊕ with a net limit ≲0.0025 M⊕ for the average disc of the other stars. The results suggest there is not a large missed population of substantial cold discs around Sun-like stars – HD 30495 is a bright rather than unusually cool disc, and may belong to a few hundred Myr old population of greater dust luminosity. The far-infrared and millimetre survey data for Sun-like stars are well fitted by either steady state or stirred models, provided that typical comet belts are comparable in size to that in the Solar system. 相似文献
