Climate and land use patterns are expected to change dramatically in the coming century, raising concern about their effects on wildfire patterns and subsequent impacts to human communities. The relative influence of climate versus land use on fires and their impacts, however, remains unclear, particularly given the substantial geographical variability in fire-prone places like California. We developed a modeling framework to compare the importance of climatic and human variables for explaining fire patterns and structure loss for three diverse California landscapes, then projected future large fire and structure loss probability under two different climate (hot-dry or warm-wet) and two different land use (rural or urban residential growth) scenarios. The relative importance of climate and housing pattern varied across regions and according to fire size or whether the model was for large fires or structure loss. The differing strengths of these relationships, in addition to differences in the nature and magnitude of projected climate or land use change, dictated the extent to which large fires or structure loss were projected to change in the future. Despite this variability, housing and human infrastructure were consistently more responsible for explaining fire ignitions and structure loss probability, whereas climate, topography, and fuel variables were more important for explaining large fire patterns. For all study areas, most structure loss occurred in areas with low housing density (from 0.08 to 2.01 units/ha), and expansion of rural residential land use increased structure loss probability in the future. Regardless of future climate scenario, large fire probability was only projected to increase in the northern and interior parts of the state, whereas climate change had no projected impact on fire probability in southern California. There are two ways of assessing the costs of environmental degradation: as the costs associated with the loss of benefits resulting from the degradation of natural capital, and as the maintenance costs required to compensate for the actual or potential degradation of natural capital. The first of these methods is based on the Total Economic Value (TEV) of benefits forgone because of the depletion of ecosystem services delivered by marine biodiversity. The second method is based on the costs required to maintain a good state of marine biodiversity, one which makes it possible to deliver ecosystem services.This paper gives an illustration of this second approach. It details how these maintenance costs have been calculated in the initial assessment of the Marine Strategy Framework Directive (MSFD) in France. It addresses nine problem areas – corresponding to nine sources of environmental degradation – from non-native invasive species to oil spills. It gives a total figure for these degradation costs (around 2 billion Euros). The results are compared with those of other Member States who have taken similar approaches in the context of the MSFD. One key conclusion is that it is not really possible to make meaningful comparisons at this stage, since the methods of data collection and the nature of the costs are very different. 城市群作为城镇化高级阶段区域社会经济发展和参与国际竞争的主要空间载体,良好的交通通达性是其高质量发展的必要条件。以《交通强国建设纲要》提出的城市群2h通达目标为研究视角,以长江经济带3个国家级城市群为研究对象,选取加权平均出行时间作为测度指标并引入场强和引力模型,对比分析3个城市群所有城市与中心城市两个层级2h出行交通圈格局特征。研究发现:① 3个城市群出行交通圈均表现为从中心向外围地区呈现出由低到高连续扩大的“圈层式”空间格局特征,且长三角和成渝城市群分别形成了“>”字型和“十”字型2h出行廊道,但长江中游城市群尚未形成2h出行廊道。② 城市群中心城市2h出行交通圈的空间分布受区位条件影响较大,越接近区域几何中心则2h出行交通圈覆盖范围越大,而影响腹地受中心城市综合规模的作用明显,3个城市群各中心城市2h出行交通圈和影响腹地的空间分异显著。③ 不同城市群中心城市2h出行交通圈衔接联系水平差异显著,表现出多元的圈层叠加的经济联系格局。④ 高密度高速公路路网在提高城市群中心城市2h出行交通圈衔接联系水平中发挥重要作用,按衔接联系模式特征可将各城市群总结为多中心网络型、多中心组团型与双中心轴辐型。 相似文献

针对北部湾经济区生态文明建设、海洋资源利用和海洋应急救援事件处置等缺乏统一的陆海高程基准等难题,本文首先利用广西北部湾经济区2764项重力数据和8项GNSS水准数据,应用第二类Helmert凝聚法,反演得到广西北部湾海域及沿大陆海岸线向内陆延伸约15 000 km^(2)区域内置信度较高的重力似大地水准面;然后参考重力场选取EIGEN6C4模型,重力似大地水准面对比8项GNSS水准资料,其精度达2.2 cm;最后采用球冠调和分析方法,将2′×2′格网似大地水准面精度提高至1.6 cm,并将陆地高程基准传递到广西北部湾海域及其海岛上,实现该区域陆海高程基准的统一。 相似文献

The Netherlands was one of the first nations to introduce ITQs in their fisheries to manage national yearly Total Allowable Catches (TACs). These ITQs have gradually developed from an individual quota system in 1976 to an ITQ system in the 1980s. In 1993 the system was reformed into a co-management system. In this paper it is argued that many of the usual negative socio-economic consequences of ITQs mentioned in the literature have been largely absent, due to the embeddedness of ITQs in co-management arrangements. However, cracks have appeared lately in this combined management system, allowing an identification of its vulnerabilities. These findings show that the social and economic structure of Dutch fisheries is changing from a rather cooperative to a more competitive and exclusive system, more like conventional ITQs. 相似文献

China's overseas industrial parks contribute to political and economic cooperation,cultural exchange between home and host countries.Current studies mainly discuss the ef-fect of overseas industrial parks from the perspective of institutional and cultural difference,multi-scale coupling,as well as key partnerships,while little attention has been paid to the comprehensive analysis of overseas industrial parks.Based on a theoretical framework,this paper explores the overall effect of China's overseas industrial parks from the geo-effects perspective by using field interviews and a case study approach.The research shows that:(1)the geo-effects reveal the over effect of overseas industrial parks from the multiple and com-plementary dimensions of geopolitics,geo-economics,geo-society and geo-culture;(2)the Cambodia Sihanoukville Special Economic Zone,as a flagship BRI project,has produced the prominent and positive geo-effects;(3)the institutional-economic-cultural-environmental adaptability of overseas industrial parks is becoming important.Overseas industrial parks must be rooted in the politics,economy,society,and culture of host country;embedded in local social networks;balance the rights and interests of all stakeholders;and form the community of interests,community of destiny,and community of responsibility with political mutual trust,economic integration,cultural inclusiveness,and social harmony.The paper not only deepens the understanding about the overall effect of overseas industrial parks,but also provides decision support and theoretical reference for government policy makers and the overseas investment of enterprises. 相似文献
