With recent changes in the ways that state agencies are implementing their environmental policies, the line between public and private is becoming increasingly blurred. This includes shifts from state-led implementation of environmental policies to conservation plans that are implemented and managed by multi-sectoral networks of governments, the private sector and environmental non-governmental organizations (ENGOs). This paper examines land trusts as private conservation initiatives that become part of neoliberal governance arrangements and partnerships that challenge our conceptions of environmental preservation and democratic participation. The paper starts with an examination of the concept of neoliberalized environmental governance. Next, it addresses the shifting social constructions of property and land in the context of protecting large scale ecosystems. Through a case study of the extension of new environmental governance arrangements on the Oak Ridges Moraine in Ontario, we examine the relationships that have formed between different levels of the state and environmental non-governmental organizations. Finally, we analyze the expansion of land trusts and private conservation initiatives that are predicated on private land ownership and the commodification of nature, the emerging discourses and practices of private conservation, and how these are implicated in the privatization and neoliberalization of nature.  相似文献

意愿价值评估法(CVM)以新古典经济学需求理论为基础,通过构造假想市场使生态服务价值的评估成为可能.但是,经验研究中出现了与新古典经济理论及其预期不一致的异常现象,致使CVM的有效性与可靠性受到广泛质疑,而成为目前国际CVM研究的主要方向.对国际、国内CVM有效性与可靠性的研究进展进行了综述,重点梳理了国际上对WTP的内容依赖性、WTP与WTA的显著差异及可靠性与效益转移等方面的经验研究;而国内由于缺乏该方面的系统研究,制约了CVM在我国生态价值评估及环境公共政策制定中的应用.为此,在前期开展的实例研究基础上,设计了适合我国社会经济特征和生态环境特点的CVM有效性与可靠性研究的技术路线和多重调查方案,以期推动CVM在我国的进一步发展与应用.  相似文献

Researchers, advocates and policymakers have proposed urban conservation as an emerging, integrative discipline that can contribute to sustainable cities by delivering co-benefits to human and non-human components of biodiversity. Given the recent growth in biodiversity-friendly designs and management schemes, there is an urgent need for a synthesis of this fragmented research base to inform planners and decision-makers. We conducted a systematic multidisciplinary literature review (787 papers) and found that the importance of urban areas for general conservation is not convincingly supported by empirical research. Only few studies demonstrated that cities can directly contribute to conservation efforts, by hosting viable populations of rare or endangered species, or by providing green corridors for the passage of natural populations. From a social perspective, while several studies demonstrated that green infrastructure could provide services for people (notably cultural services), only few studies explored the role of species diversity per se. Our review also shows strong geographical, location and taxonomic biases in urban biodiversity conservation research that make generalisations difficult. It is a disturbing paradox that while research in urban biodiversity conservation is rising exponentially, the main motivations for conserving urban biodiversity remain largely untested and unproven. We thus propose a framework for promoting integrative urban conservation research to bridge those gaps. Together, these findings warn against expanding cities under green planning and call for enhancing biodiversity experience by improving the quality of existing green spaces throughout the entire urban matrix. We provide a set of recommendations for practitioners and decision-makers to continue action.  相似文献

Magnetic susceptibility is a non‐conventional way that can be used for evaluating proxy soil heavy metals pollution. The paper monitors available heavy metals (Cu, Fe, Zn, and Mn) present in cultivated soils around iron–steel plant by soil magnetic susceptibility. Our study was located in an area with high pollution with small grid density of 250 m in China. Results showed that low field magnetic susceptibility was significantly correlated with available Cu, Zn, and Mn. No clear association exists between magnetic susceptibility and available Fe, soil organic matter, pH. Frequency dependent susceptibility >5% suggests the possible presence of super‐paramagnetic particles, fly ashes produced during coal combustion.  相似文献

Climate change impacts increase pressure on challenges to sustainability and the developmental needs of cities. Conventional, “hard” adaptation measures are often associated with high costs, inflexibility and conflicting interests related to the dense urban fabric, and ecosystem-based adaptation (EbA) has emerged as a potentially cost-efficient, comprehensive, and multifunctional approach. This paper reviews and systematises research on urban EbA. We propose an analytical framework that draws on theory from ecosystem services, climate change adaptation and sustainability science. It conceptualises EbA in terms of five linked components: ecological structures, ecological functions, adaptation benefits, valuation, and ecosystem management practices.Our review identified 110 articles, reporting on 112 cities, and analysed them using both quantitative statistical and qualitative content analysis. We found that EbA research in an urban context is fragmented due to different disciplinary approaches and concepts. Most articles focus on heat or flooding, and the most studied ecological structures for reducing the risk of such hazards are green space, wetlands, trees and parks. EbA is usually evaluated in bio-geophysical terms and the use of economic or social valuations are rare. While most articles do not mention specific practices for managing ecological structures, those that do imply that urban EbA strategies are increasingly being integrated into institutional structures. Few articles considered issues of equity or stakeholder participation in EbA.We identified the following challenges for future EbA research. First, while the large amount of data generated by isolated case studies contributes to systems knowledge, there is a lack of systems perspectives that position EbA in relation to the wider socio-economic and bio-geophysical context. Second, normative and ethical aspects of EbA require more thought, such as who are the winners and losers, especially in relation to processes that put people at risk from climate-related hazards. Third, there is room for more forward-looking EbA research, including consideration of future scenarios, experimentation in the creation of new ecological structures and the role of EbA in transformative adaptation.  相似文献

The urgency of restoring ecosystems to improve human wellbeing and mitigate climate and biodiversity crises is attracting global attention. The UN Decade on Ecosystem Restoration (2021–2030) is a global call to action to support the restoration of degraded ecosystems. And yet, many forest restoration efforts, for instance, have failed to meet restoration goals; indeed, they worsened social precarities and ecological conditions. By merely focusing on symptoms of forest loss and degradation, these interventions have neglected the underlying issues of equity and justice driving forest decline. To address these root causes, thus creating socially just and sustainable solutions, we develop the Political Ecology Playbook for Ecosystem Restoration. We outline a set of ten principles for achieving long-lasting, resilient, and equitable ecosystem restoration. These principles are guided by political ecology, a framework that addresses environmental concerns from a broadly political economic perspective, attending to power, politics, and equity within specific geographic and historical contexts. Drawing on the chain of explanation, this multi-scale, cross-landscapes Playbook aims to produce healthy relationships between people and nature that are ecologically, socially, and economically just – and thus sustainable and resilient – while recognizing the political nature of such relationships. We argue that the Political Ecology Playbook should guide ecosystem restoration worldwide.  相似文献

European coasts are coming under increasing threat as a result of climate change from erosion and flooding. While coastal defences such as sea walls have been constructed since Roman times to protect human settlements from the sea, it is now increasingly recognised that these defences are unsustainable. The security provided by ‘hard’ engineered defences has encouraged development on the coast, and the defences themselves have led to the loss of intertidal habitat and the natural protection it provides.An alternative to maintaining ‘hard’ defences (hold-the-line) to protect land from increasing sea levels is managed realignment, where the engineered defences are deliberately breached. By allowing the coastline to recede to a new line of defence further inland, intertidal habitat is created providing natural protection from flooding and erosion.The study evaluates the economic efficiency—using cost–benefit analysis—of various managed realignment scenarios compared to a strategy of holding-the-line within the Humber estuary in North-east England. The results of this analysis show that managed realignment can be more economically efficient than holding-the-line over a sufficiently long time period—generally greater than 25 years. Sensitivity analysis demonstrates that results are more sensitive to the amount and value of intertidal habitat generated than they are to the amount and value of carbon stored by this habitat. Cost–benefit analysis is viewed as one component of a wider policy appraisal process within integrated coastal management.  相似文献

The aim of this paper is to shed new light on urban common property systems. We deal with urban commons in relation to urban green-space management, referring to them as urban green commons. Applying a property-rights analytic perspective, we synthesize information on urban green commons from three case-study regions in Sweden, Germany, and South Africa, and elaborate on their role for biodiversity conservation in urban settings, with a focus on business sites. Cases cover both formally established types of urban green commons and bottom-up emerged community-managed habitats. As our review demonstrates, the right to actively manage urban green space is a key characteristic of urban green commons whether ownership to land is in the private, public, the club realm domain, or constitutes a hybrid of these. We discuss the important linkages among urban common property systems, social–ecological learning, and management of ecosystem services and biodiversity. Several benefits can be associated with urban green commons, such as a reduction of costs for ecosystem management and as designs for reconnecting city-inhabitants to the biosphere. The emergence of urban green commons appears closely linked to dealing with societal crises and for reorganizing cities; hence, they play a key role in transforming cities toward more socially and ecologically benign environments. While a range of political questions circumscribe the feasibility of urban green commons, we discuss their usefulness in management of different types of urban habitats, their political justification and limitation, their potential for improved biodiversity conservation, and conditions for their emergence. This paper outlines a framework for studying the multiple interactions of broadly defined food systems with global environmental change and evaluating the major societal outcomes affected by these interactions: food security, ecosystem services and social welfare. In building the framework the paper explores and synthesizes disparate literature on food systems food security and global environmental change, bridging social science and natural science perspectives. This collected evidence justifies a representation of food systems, which can be used to identify key processes and determinants of food security in a given place or time, particularly the impacts of environmental change. It also enables analysis of the feedbacks from food system outcomes to drivers of environmental and social change, as well as tradeoffs among the food system outcomes themselves. In food systems these tradeoffs are often between different scales or levels of decision-making or management, so solutions to manage them must be context-specific. With sufficient empirical evidence, the framework could be used to build a database of typologies of food system interactions useful for different management or analytical purposes.  相似文献

Economic instruments such as Payments for Ecosystem Services (PES) schemes are increasingly promoted to protect ecosystems (and their associated ecosystem services) that are threatened by processes of local and global change. Biophysical stressors external to a PES site, such as forest fires, pollution, sea level rise, and ocean acidification, may undermine ecosystem stability and sustained ecosystem service provision, yet their threats and impacts are difficult to account for within PES scheme design. We present a typology of external biophysical stressors, characterizing them in terms of stressor origin, spatial domain and temporal scale. We further analyse how external stressors can potentially impinge on key PES parameters, as they (1) threaten ecosystem service provision, additionality and permanence, (2) add challenges to the identification of PES providers and beneficiaries, and (3) add complexity and costs to PES mechanism design. Effective PES implementation under external stressors requires greater emphasis on the evaluation and mitigation of external stressors, and further instruments that can accommodate associated risks and uncertainties. A greater understanding of external stressors will increase our capacity to design multi-scale instruments to conserve important ecosystems in times of environmental change.  相似文献
