In a 2004 special issue of Geoforum, McCarthy and Prudham argued that the connections between neoliberalism and the environment had been underexplored in critical scholarship. In an attempt to address this gap, the special issue reflected on a number of different case studies and set the stage for a decade of analysis and critique. This paper aims to contribute to the increasing body of literature by presenting a detailed theoretical analysis of neoliberal environmentalism and its role in modern society. Specifically, the paper focuses on one particular environmental issue – climate change – and uses it to categorise six discourses that either conform to the principles of neoliberalism (reformist) or reject neoliberal ideas (revolutionary). Drawing on interviews with designated ‘climate champions’ (individuals who are given responsibility for promoting climate protecting behaviour) in large corporations, the paper then demonstrates how this kind of typological framework might be applied to the analysis of neoliberal environmentalism in the ‘real world’. The paper finds that neoliberalism played a very influential role in the promotion of climate protecting behaviour in the workplace. However, there was also some limited evidence of resistance in the form of revolutionary discourses and ideas. Going forwards, the typological framework may provide a valuable analytical tool to assess the dominance and resistance of neoliberal environmentalism in the modern world.  相似文献

What is the relationship between the direction and form of an energy transition and the political economy within which it is embedded? This paper explores how the nature of (low carbon) energy transitions is strongly influenced by the process of neoliberalisation that shape energy policy in the South. We seek to understand emergent energy transitions and to advance their theorisation through an account of the political economy of energy transition in Kenya. In contrast to the often techno-managerial orientation of literatures on socio-technical transitions, we explore the political terrain upon which competing visions of energy futures and material interests collide and seek to accommodate one another. We develop a political economy account that emphasises the structural and disciplinary power of capital and global institutions to set the terms of transition. This expresses itself in both delimiting the autonomy of state actors and by reconfiguring domestic institutional and social power in ways that shape the distributional politics of transitions.  相似文献

In this article, by using the daily precipitation data measured at 58 meteorological stations, spatial and temporal variability of daily precipitation including zero rainfall values (called “precipitation”) and without zero rainfall values (called “rain”) and four precipitation extrema (P0, P20, P50, and P100 representing the daily precipitation with the magnitude smaller than 0.1 mm, bigger than 20 mm, 50 mm, and 100 mm per day, respectively) in the Yangtze River Delta (YRD) during 1958–2007 were analyzed, and the effects of urbanization were further investigated. Results indicate that (i) differing from the downward trends in 1958–1985, daily precipitation and rain in 1986–2007 show slowly downward trends in the mid YRD but show upward trends in the northern and southern YRD. (ii) Spatial and temporal variability of the rain is more complex than daily precipitation. Both of them become smaller but show more obvious fluctuations in 1986–2007. (iii) Urbanizations cause not only the urban rainfall island problem but also more obvious fluctuations of rain intensity in the mid YRD, reflecting more uncertainty of daily precipitation variability. (iv) Urbanizations have little effects on the variability of P0 and P100 but cause notable increases of P20 and P50. (v) The spatial variability of daily precipitation and precipitation extrema in 1958–1985 clearly shows a breakpoint at 30°20′N latitude, but the breakpoint disappears afterward because of the effects of urbanization. Climate change and climate variability affect households in developing countries both directly through their impact on crop yields and indirectly through their impact on wages, food prices and the livelihoods of the poor. Therefore, vulnerable household groups cannot be identified without considering their position in and access to markets. I illustrate the effects – transmitted through markets – that are significant in household exposure, sensitivity and adaptive capacity to climate change by simulating productivity shocks to maize up to 2030 due to climate change in a computable general equilibrium model of Malawi. The results show that rural households with large land holdings may benefit from the adverse impact of climate change on maize yields as a result of increased maize prices. Urban poor and small-scale farmers are vulnerable to climate change due to the large portion of their incomes spent on food. Existing vulnerability measures that do not consider equilibrium effects and characterise all farmers as vulnerable may therefore be misleading.  相似文献

The Integrated Biosphere Simulator is used to evaluate the spatial and temporal patterns of the crucial hydrological variables [run‐off and actual evapotranspiration (AET)] of the water balance across China for the period 1951–2006 including a precipitation analysis. Results suggest three major findings. First, simulated run‐off captured 85% of the spatial variability and 80% of the temporal variability for 85 hydrological gauges across China. The mean relative errors were within 20% for 66% of the studied stations and within 30% for 86% of the stations. The Nash–Sutcliffe coefficients indicated that the quantity pattern of run‐off was also captured acceptably except for some watersheds in southwestern and northwestern China. The possible reasons for underestimation of run‐off in the Tibetan plateau include underestimation of precipitation and uncertainties in other meteorological data due to complex topography, and simplified representations of the soil depth attribute and snow processes in the model. Second, simulated AET matched reasonably with estimated values calculated as the residual of precipitation and run‐off for watersheds controlled by the hydrological gauges. Finally, trend analysis based on the Mann–Kendall method indicated that significant increasing and decreasing patterns in precipitation appeared in the northwest part of China and the Yellow River region, respectively. Significant increasing and decreasing trends in AET were detected in the Southwest region and the Yangtze River region, respectively. In addition, the Southwest region, northern China (including the Heilongjiang, Liaohe, and Haihe Basins), and the Yellow River Basin showed significant decreasing trends in run‐off, and the Zhemin hydrological region showed a significant increasing trend. Global climate change will likely increase temperature and variation in precipitation in the Himalayas, modifying both supply of and demand for water. This study assesses combined impacts of land‐cover and climate changes on hydrological processes and a rainfall‐to‐streamflow buffer indicator of watershed function using the Soil Water Assessment Tool (SWAT) in Kejie watershed in the eastern Himalayas. The Hadley Centre Coupled Model Version 3 (HadCM3) was used for two Intergovernmental Panel on Climate Change (IPCC) emission scenarios (A2 and B2), for 2010–2099. Four land‐cover change scenarios increase forest, grassland, crops, or urban land use, respectively, reducing degraded land. The SWAT model predicted that downstream water resources will decrease in the short term but increase in the long term. Afforestation and expansion in cropland will probably increase actual evapotranspiration (ET) and reduce annual streamflow but will also, through increased infiltration, reduce the overland flow component of streamflow and increase groundwater release. An expansion in grassland will decrease actual ET, increase annual streamflow and groundwater release, while decreasing overland flow. Urbanization will result in increases in streamflow and overland flow and reductions in groundwater release and actual ET. Land‐cover change dominated over effects on streamflow of climate change in the short and middle terms. The predicted changes in buffer indicator for land‐use plus climate‐change scenarios reach up to 50% of the current (and future) range of inter‐annual variability. Climatic changes have altered surface water regimes worldwide, and climate projections suggest that such alterations will continue. To inform management decisions, climate projections must be paired with hydrologic models to develop quantitative estimates of watershed scale water regime changes. Such modeling approaches often involve downscaling climate model outputs, which are generally presented at coarse spatial scales. In this study, Coupled Model Intercomparison Project Phase 5 climate model projections were analyzed to determine models representing severe and conservative climate scenarios for the study watershed. Based on temperature and precipitation projections, output from GFDL‐ESM2G (representative concentration pathway 2.6) and MIROC‐ESM (representative concentration pathway 8.5) were selected to represent conservative (ΔC) and severe (ΔS) change scenarios, respectively. Climate data were used as forcing for the soil and water assessment tool to analyze the potential effects of climate change on hydrologic processes in a mixed‐use watershed in central Missouri, USA. Results showed annual streamflow decreases ranging from ?5.9% to ?26.8% and evapotranspiration (ET) increases ranging from +7.2% to +19.4%. During the mid‐21st century, sizeable decreases to summer streamflow were observed under both scenarios, along with large increases of fall, spring, and summer ET under ΔS. During the late 21st century period, large decreases of summer streamflow under both scenarios, and large increases to spring (ΔS), fall (ΔS) and summer (ΔC) ET were observed. This study demonstrated the sensitivity of a Midwestern watershed to future climatic changes utilizing projections from Coupled Model Intercomparison Project Phase 5 models and presented an approach that used multiple climate model outputs to characterize potential watershed scale climate impacts.  相似文献
