Although there is widespread consensus in human geography that neoliberalism is achieved through the intersection of multiple scales and states, there has been growing emphasis in recent years on the hybrid qualities of neoliberalist-styles of governance. Because hybrid approaches draw attention to the wide range of actors and contradictory agendas underpinning the always uneven expression of neoliberalist projects, they are particularly suited to the identification of residual state capacities in contexts where neoliberalist forms dominate economic and political life. Drawing on two cases of large-scale residential development in New South Wales, namely Warnervale Town Centre on the New South Wales Central Coast and the Australian Defence Industry site at St Marys in Sydney's west, the present paper adopts an hybrid approach in order to identify current state capacities. Competing usage of marine space has prompted several coastal nations to implement marine spatial planning (MSP). While progressive governments promote the deployment of renewable energy technologies (RETs) in order to meet renewable energy capacity and greenhouse gas emissions reductions targets, offshore RETs become another player operating within a finite and already stressed marine environment. This paper applies the sectoral MSP process employed by Scotland to the Nova Scotia context in order to draft a MSP for the province's tidal energy sector. Applicable legislation is reviewed in order to establish the regulatory authorities with powers to plan for both the marine development and ecosystem protection agendas. The scoping process identifies suitable resource areas based on the operational parameters of commercially viable tidal current turbines (TCTs), while the sustainability appraisal identifies areas of cultural, industry, ecological, and socioeconomic constraint and exclusion. Plan option areas emanating from the applied methodology demonstrated a 238.345 km2 (98.1%) increase in suitable TCT deployment area than the marine renewable energy areas identified in Nova Scotia's Marine Renewable Energy Act which did not undertake such a methodology. 相似文献

Fifty years ago, the Forge River and Moriches Bay, of Long Island’s south shore lagoonal system, achieved notoriety when their polluted conditions were alluded to in a report of the US President’s Science Advisory Committee (1965). The Woods Hole Oceanographic Institution investigated the bay throughout the 1950s, identifying duck farming as the cause of “objectionable”, “highly contaminated” conditions of these waters.Much has changed: duck farming declined; the river was dredged to remove polluted sediments, improve navigation; and barrier island inlets stabilized. Yet, the river remains seasonally eutrophic.Why? This paper reviews what occurred in the Forge River watershed. While governments aggressively curtailed the impacts of duck pollution, they failed to manage development and sewage pollution. The Forge experience indicates that watershed management is a continuing governmental responsibility as development accelerates. Otherwise, we will always be looking for that instantaneous remediation that is usually not affordable and is socially contentious. 相似文献

The idea of urban fringe belts has been recognised as a powerful means of understanding the physical form of urban areas and the process of urban outward growth and internal change. Surrounding Auckland's city core, an inner fringe belt can be recognised. Farther out there are middle and outer fringe belts. Fluctuations in socio-economic development, the adoption of new transport modes, land reclamation and topography are major factors influencing the formation of these fringe belts. The examination of changes to fringe belts highlights important issues of urban transformation, which are pertinent to planning and design policies for urban landscape management. 相似文献

The Kyoto Protocol's Clean Development Mechanism (CDM) is a carbon credit trading scheme intended to reduce anthropogenic greenhouse gas emissions and promote ‘sustainable development’. Hundreds of CDM‐sponsored hydroelectric dams have been constructed in southwest China's Yunnan Province, where carbon finance contributes substantial financial incentives to hydropower expansion. This article investigates whether riparian Handai farmers settled near the Madushan hydropower plant on the Chinese section of Red River have experienced positive outcomes from this project's participation in the CDM. I assess how Handai individuals' access to core livelihood assets has been modified following dam completion and probe how the CDM reconfigures scalar relations among the various stakeholders involved in hydropower governance in Yunnan. Though the CDM facilitates hydropower expansion, it fails to produce development that is more sustainable than ‘business as usual’ from a local perspective. Rather, the CDM consolidates hydropower governance in the same way as it unfolded in Yunnan before the province became an active participant in this scheme. The CDM also facilitates a national development campaign fostering specific socio‐economic modernization patterns in China's western provinces. 相似文献
