本文提出了ＦＷＧ２递减开发模型,提出了开发速度,采出程度等开发指标的数学关系式,分析了参数对ＦＷＧ２递减开发模型的影响,提出了开发初期ＦＷＧ２递减开发模型的确定方法,便于开发初期决策,制作了ＦＷＧ２递减开发模型的ｌｏｇＶｄ－ｌｏｇＲｐ图版,ｌｏｇＶＤ～ｌｏｇ（ａｔ）图版,ｌｏｇＲｐ－ｌｏｇ（ａｔ）图版,提出了开发中晚期ＦＷＧ２递减开发模型的判断方法,三点抛物线法和三种图牌区配的拟合方法,为开发中晚期预测奠定了基础,ＦＷＧ２递减开发模型是一种高精度直线递减模型。     

区域政策的调控效应分析——以我国财政转移支付制度为例

论文通过财政转移支付制度的案例研究,分析了我国区域政策的调控效应。认为现行财政转移支付制度虽存在不足,但对调控区域经济仍然发挥了积极作用。首先,财政转移支付很大程度上缓解了欠发达地区的财政困难。其次,财政转移支付与大多数地区经济增长的相关性较强。目前欠发达地区财政转移支付对地区经济增长的带动作用低于发达地区,与各区域所处的经济发展阶段和资金投向有关。第三,财政转移支付对欠发达地区城镇居民收入的提高起到了较大的作用     

俄罗斯减轻地震灾害的政策,计算和管理的分析（1994～1998）

根据近年来俄罗斯科学院与俄罗斯紧急情况和减轻自然灾害后果部的有关资料 ,叙述了该国减轻地震灾害的情况和成果 ;分析了相关的政策、计划和管理中的一些问题 ,并提出了若干参考建议 ,供有关部门研究     

京津冀城市群水资源开发利用的时空特征与政策启示

京津冀城市群是中国在国际经济体系中具有最强竞争力的支撑平台之一,也是中国乃至全世界水安全保障难度最大的地区之一。本文主要以2000-2014年数据为基础,采用泰尔系数、变异系数、曲线分析和空间分级分类分析等方法,揭示了京津冀城市群水资源与用水变化的时空特征。结果显示：①绝大多数城市多年平均水资源总量显著减少,干旱化的长期趋势明显,而且北部、西部城市减少幅度更大;②京津冀城市群水资源极度短缺,空间不均衡性呈现先减小后增大的趋势,而且中部和南部城市水资源开发利用潜力更低,缺水更甚;③绝大多数城市用水总量零增长或缓慢负增长,用水结构以工农业用水比重下降为主要特征,各类用水的空间不均衡性保持相对稳定;④用水效率普遍快速提升,空间分布差异呈现先增大后减小的总体趋势。基于此,建议京津冀城市群实施“以水量城”的城镇化政策和“以水定产”的产业政策,完善水生态补偿政策,落实水资源管理红线政策,实现水资源约束下各城市间经济社会与生态环境的协同发展。     

高速经济增长时期日本政府的农业和农村对策

本文对战后高速经济增长时期日本政府解决农业和农村问题的对策及其制定对策的背境、对策实施的效果及其演变等,按时间线索进行了介绍与分析评价,借鉴日本的经验才识有助于我们从理论和实践上去审视和探索我国现代化过程中解决农业与农村问题的若干对策措施。     

Offshore marine conservation policies in the North East Atlantic: Emerging tensions and opportunities

An inherent tension exists between legal approaches to nature conservation and fisheries management in the European Union, as the former remains the remit of Member States while the latter is under the exclusive legislative jurisdiction of the European Community (EC). This tension is of particular importance when addressing the conservation of habitats or species that are under threat from fishing activities. This article examines recent developments in offshore marine conservation in the North-East Atlantic in light of the legislative developments and political frameworks that are currently evolving. By analysing the emergency closure of the Darwin Mounds area of cold-water corals and the UK pair-trawl ban, it becomes evident that the precautionary principle is a key factor in the tension between fisheries management and marine nature conservation, and is not always taken into account.

中国境外经贸合作区的政策移动研究——以天津经济技术开发区和中埃·泰达苏伊士经贸合作区为例

中国境外经贸合作区的建设是国内特殊经济区发展经验在空间上的延展。基于东道国独特的发展条件,需要将国内园区的建设经验进行调整,再运用到中国境外经贸合作区以适应东道国本地化发展。构建政策移动的理论框架,采用案例分析和比较研究法,以天津经济技术开发区与中埃·泰达苏伊士经贸合作区为例,将国内园区与境外经贸合作区的相关政策进行对比分析,验证政策在不同国家“土壤环境”中的适应性。研究发现：① 根据政策施行的影响因素和不同作用,政策移动可以分为政策移植、政策调试和政策创新;② 规划建设经验、运营管理经验、环保政策、人才政策等可直接进行政策移植;发展模式和文化政策要进行政策调试;法规政策、晋升政策和优惠政策需要进行政策创新;③ 园区的共性体现在国内园区成熟经验的借鉴、人才的培育与储备、园区生态环境的保护以及基础设施和配套设施的完善;④ 园区的个性体现在文化的求同尊异、园区品牌的打造、晋升制度的创新和协调机制的建立等。创新性地运用政策移动性理论将国内和国外园区进行关联研究,揭示了境外经贸合作区的移植、调试和创新国内园区政策的过程,深化了政策移动理论的内涵,丰富了境外经贸合作区的理论研究成果。     

Local Labor Market Restructuring and the Employment of Welfare Recipients in Los Angeles County

Although welfare rolls have dropped considerably in recent years, most welfare recipients who find work are employed in low-wage, insecure jobs. The problem of "working poverty" is especially acute in large city-regions such as Los Angeles, where local labor market restructuring has created an expanding, low-wage economy, increasingly dependent on immigrant labor. This paper analyzes the employment outcomes of 6,931 women who completed the county's welfare-to-work program in 1996. I evaluate their earnings, labor market segmentation, and job stability. The results show that women were highly concentrated in low-wage service jobs and experienced high levels of turnover and unemployment. Many were unable to obtain employment in the formal labor market. I argue that the struggles of the working poor in a growing regional economy are explained not solely by human capital limitations, but by processes of local labor market restructuring that have contributed to widespread economic insecurity in Los Angeles County.     

Policy invention and entrepreneurship: Bankrolling the burying of carbon in the EU

This article presents the case of a policy invention where various kinds of entrepreneurship and a window of opportunity played important roles. In 2008 the EU adopted a new Carbon Capture and Storage (CCS) policy with an inventive funding instrument at its core: the NER 300 fund, based on revenues from the auctioning of emissions trading allowances. Thus far, the literature on policy entrepreneurs has focused more on success factors that enable particular persons to be especially influential than on the defining characteristics of entrepreneurship. We contribute to the literature on entrepreneurship and windows of opportunity by distinguishing two entrepreneurial techniques – framing and procedural engineering – and two categories of commitment – ‘tortoise’ and carpe diem. We conclude that ‘tortoises’ who contributed to creating the broad and general climate policy window paved the way for issue-specific carpe diemers who promoted the more specific NER 300 policy invention. Furthermore, we distinguish and discuss four different entrepreneurship mechanisms that may influence policy invention processes.
