The 'discursive turn' has been blamed for a lack of engagement between geographers and policymakers. This paper argues that such a view is fundamentally flawed. It ignores the positive contribution that discourse analysis has made to policy studies and the particular role that geographers have played in developing such analyses. It is based on a misconceived view of the policy process and how knowledge can contribute to policy outcomes. A closer attention to policy discourses reveals exactly how knowledge is constructed within the policy process and can help identify how policy may be improved through discursive means. 相似文献

Endangered species live inside the world's most densely populated cities. In the United States, the Fish and Wildlife Service is responsible for the protection and recovery of endangered species – wherever those species are found. Unfortunately, very little is known about urban endangered species policy or programs. This paper presents a comparative analysis of the five largest cities in the United States and examines issue of governance around conservation. Cities have a responsibility to steward the environment, but through the 1973 Endangered Species Act, the Fish and Wildlife Service has a legal mandate to protect endangered species throughout the country. Thus, this paper asks: What is the USFWS doing inside cities to recover endangered species? What are cities doing? Global climate negotiations have been characterized by a divide between developed and developing nations – a split which has served as a persistent barrier to international agreement within the United Nations Framework Convention on Climate Change process. Notable progress in bridging this division was achieved at the 21st Conference of the Parties meeting in Paris through the introduction of Intended Nationally Determined Contributions (INDCs). However, the collective ambition of submitted INDCs falls short of a global 2°C target, requiring an effective ratchet mechanism to review and increase national commitments. Inequitable distribution of additional responsibilities risks re-opening historic divisions between parties. This article presents a flexible ratchet framework which shares mitigation commitments on the basis of per capita equity in line with emerging requirements for a 2°C target. The framework has been designed through convergence between developed and developing nations; developed nation targets are based on an agreed standardized percentage reduction wherever emissions are above per capita equity; developing nations are required to peak emissions at or below per capita equity levels by an agreed convergence date. The proposed framework has the flexibility to be integrated with current INDCs and to evolve in line with shifting estimates of climate sensitivity.Policy relevanceThe outcome of the 21st Conference of the Parties (COP21) negotiations in Paris offered mixed results in terms of level of ambition and submitted national commitments. A global agreement to keep average global temperature rise below two degrees was maintained; however, current pledged Intended Nationally Determined Contributions (INDCs) are projected to result in an average warming of close to three degrees. The implementation of a global ratchet mechanism to scale-up national commitments will remain key to closing this ambition gap to reach this two degree target. How this upscaling of responsibility is shared between parties will be a defining discussion point within future negotiations. This study presents a standardized, equity-based framework for how this ratchet mechanism can be implemented – a framework designed to be flexible for evolution in line with better understanding of climate sensitivity, and adaptable for integrations with current INDC proposals. 相似文献

An innovative approach is introduced for helping developing countries to make their development more sustainable, and also to reduce greenhouse gas (GHG) emissions as a co-benefit. Such an approach is proposed as part of the multilateral framework on climate change. The concept of sustainable development policies and measures (SD-PAMs) is outlined, making clear that it is distinct from many other approaches in starting from development rather than explicit climate targets. The potential of SD-PAMs is illustrated with a case-study of energy efficiency in South Africa, drawing on energy modelling for the use of electricity in industry. The results show multiple benefits both for local sustainable development and for mitigating global climate change. The benefits of industrial energy efficiency in South Africa include significant reductions in local air pollutants; improved environmental health; creation of additional jobs; reduced electricity demand; and delays in new investments in electricity generation. The co-benefit of reducing GHG emissions could result in a reduction of as much as 5% of SA's total projected energy CO2 emissions by 2020. Institutional support and policy guidance is needed at both the international and national level to realize the potential of SD-PAMs. This analysis demonstrates that if countries begin to act early to move towards greater sustainability, they will also start to bend the curve of their emissions path. 相似文献

In this article, we draw attention to trends in land transformation in the West Bank since the Second Intifada, after which a surge of investment from Gulf countries entered Palestine, almost exclusively in the West Bank. The occupied Palestinian territories have attracted a great deal of attention from media and academics, yet the vast majority of scholarship focuses on the conflict and the variety of social, economic, and political repercussions of the on-going Israeli occupation. While the occupation has undeniably serious impacts on every aspect of life for Palestinians, the near-exclusive focus on the conflict means that significant new trends, such as urban mega-developments and emerging market-based urbanisation processes, have been largely overlooked. We outline three directions for future research: the assemblage of “neglected city-builders” shaping current urbanization processes in Palestine; the ideas, policies, and norms circulating in the West Bank; and the social, spatial, economic, and other impacts of these new urban developments. 相似文献

科学数据是国家重要战略资源,数据共享是这种资源有效开发利用的手段之一,也是当今科学研究范式向数据密集型转变的重要基础。现代信息技术与勘查方法的深度融合,使得地质勘查和地学研究领域被急速推向大数据时代,亟需从宏观层面上进行科学管理。欧美一些国家通过颁布政策方针及铺设数据基础设施等方式,推动着本国地质大数据管理的有效实施。文章对美、英、澳、加四国地质调查局的数据管理工作方面做了调查,从数据管理范围、数据政策、战略计划、重要数据库及主要数据工具等方面现状进行了介绍与分析,并对中国地质调查行业数据管理工作提出了一些建议:(1)数据管理政策应采用自顶向下设计,自底向上实施;(2)数据开放共享、融合交流是世界地调机构的发展趋势;(3)大力推进地质云建设,三位一体实现大数据治理;(4)促进数据共享基础设施建设,通过参与国际治理争取拿到更多的话语权。 相似文献

This study addresses the issue of urban sprawl through the application of a cellular automata (CA)-based model in the area of Thessaloniki, Greece. The model integrates a multiple regression model at the regional level with a CA model at the local level. New urban land is allocated in a disaggregated field of land units (cells) taking into account a wide range of data. Particular emphasis is placed on the way zoning regulations and land availability data are inserted into the model, so that alternative land use policy scenarios could be examined. Thessaloniki, a typical Mediterranean city, is used as a case study. The model is used to compare two scenarios of urban growth up to year 2030; the first one assuming a continuation of existing trends, whereas the second one assuming the enactment of various land use zoning regulations in order to contain urban sprawl. 相似文献
