This article analyzes changing forms of transnational security governance and security expertise in Guatemala. It is argued that the dynamics of transnational security governance in Guatemala are directly related to the local appropriation of knowledge promoted by external security experts. As an expertise-based form of “intervention by invitation,” local political and economic elites engage in securitization strategies in order to invite external experts to intervene. In turn, through their intervention these experts provide resources that are “captured” and exploited by local actors to pursue their own interests. As a consequence, transnational security governance fails as it deviates from the original plans and programs experts try to implement. The analysis of these processes sheds light on how and why failure in the context of transnational security governance is productive. Failure, we argue, triggers a self-reinforcing interventionary feedback loop that aims at “fixing” the shortcomings of previous interventions by mobilizing new forms of external security expertise. In tracing the dynamics of this interventionary feedback loop over time, this article contributes to understanding of the role of experts and policy failure in the (re)making of transnational security governance. 相似文献

Cave sediments collected from Reflection Cave on the Vaca Plateau, Belize show variations in the δ13C values of their fulvic acids (FAs), which indicate periods of vegetation change caused by climatic and Maya influences during the late Holocene. The δ13C values range from − 27.11‰ to − 21.52‰, a shift of ∼ 5.59‰, which suggests fluctuating contributions of C3 and C4 plants throughout the last 2.5 ka, with C4 plant input reflecting periods of Maya agriculture. Maya activity in the study area occurred at different intensities from ∼ 2600 cal yr BP until ∼ 1500 cal yr BP, after which agricultural practices waned as the Maya depopulated the area. These changes in plant assemblages were in response to changes in available water resources, with increased aridity leading to the eventual abandonment of agricultural areas. The Ix Chel archaeological site, located in the study area, is a highland site that would have been among the first agricultural settlements to be affected during periods of aridity. During these periods, minimal water resources would have been available in this highly karstified, well-drained area, and supplemental groundwater extraction would have been difficult due to the extreme depth of the water table. 相似文献
We assessed water quality using physical, chemical, and biological characteristics in 37 streams between Puerto Maldonado and Cusco in Peru. Study sites ranged from ∼200 to 4000 m in elevation, with streams selected as pairs (control/natural vs. human impacted) along this gradient. In general, temperature decreased (R2 = 0.82) and other parameters increased [dissolved oxygen (R2 = 0.19), conductivity (R2= 0.17), pH (R2= 0.37)] with elevation. Macroinvertebrates were hand collected by professional entomologists and using leaf packs implemented by conservation workers. The professionals identified 213 unique taxa from the hand collections, with 80 species collected only one time. Data from control streams showed that as elevation increased, total richness (p = 0.008) and EPT richness (p = 0.050) decreased whereas Diptera richness increased (p = 0.002). NMS ordination indicated significant differences in macroinvertebrate assemblages when control streams from low and high elevations were contrasted. Hand collections also revealed significant differences between control and impact streams for total richness, EPT richness and % Diptera, but not for % EPT, % EPT richness, or % Diptera richness. The majority of the deployed leaf packs were successfully retrieved and contained many macroinvertebrates (Avg. = 141 individuals per pack). There were 98 unique taxa (family level or higher) identified from the leaf packs by the trained conservation workers. Fourteen of 15 macroinvertebrate community metrics (at the family level) were able to detect significant differences between control and impact sites. All of the family level metrics responded similarly across the elevation gradient except total richness, EPT richness, EPT count, and % Hydropsychids. Both the Costa Rica and the Virginia Save Our Stream Indexes were able to differentiate control from impacted streams using leaf pack data. Although the diversity of macroinvertebrates was higher for hand collections relative to leaf packs (due to greater habitats sampled and higher taxonomic resolution), leaf pack samples were better able to distinguish control from impacted streams. Specifically, leaf packs were able to discern impacts in streams at low elevation better than those at high elevation. Generally, macroinvertebrates indicated impact from urbanization to be worse than impacts from other human activities (i.e., gold mining and agriculture). Overall, hand collections will serve as an important reference of species diversity going forward while leaf packs processed by trained conservation workers are a viable method to monitor stream water quality in Peru and perhaps elsewhere. 相似文献
We determine seismic strain rate of tectonic earthquakes along the Central America Volcanic Arc. We then compare this result to those obtained from earthquakes related to the convergence of the Cocos and Caribbean plates and to earthquakes in the back-arc region of northern Central America.
The seismic strain-rate tensor for shallow-focus earthquakes along the Central America volcanic arc since 1700, has a compressive eigenvector with a magnitude of 0.7 × 10−8 year−1, and oriented in a 357° azimuth. The extensive eigenvector is oriented in a 86° azimuth, with a magnitude of 0.82 × 10−8 year−1. When only Centroid Moment-tensor solutions (CMT) are considered, the respective eigenvectors are 1.2 × 10−8 year−1 and 1.0 × 10−8 year−1.
The compressive eigenvector from the seismic strain-rate tensor for earthquakes along the Cocos-Caribbean convergent margin is 2.0 × 10−8 year−1, plunging at 25°, and oriented in a 29° azimuth. Its magnitude and direction are similar to those of the compressive eigenvector for earthquakes along the volcanic arc. The extensive eigenvector along the convergent margin, on the other hand, has a large vertical component. The compressive and extensive eigevenvectors are 4.9 × 10−8 year−1 and 4.6 × 10−8 year−1, using only CMTs as the database.
Earthquakes along the grabens of northern Central America yield a seismic strain-rate tensor whose extensive eigenvector has a magnitude of 2.4 × 10−8 year−1, oriented in a 109° azimuth. Magnitude and direction are similar to those of the extensive eigenvector for earthquakes along the volcanic arc. The compressive eigenvector along the grabens is practically vertical.
Similarities in magnitudes and directions for compressive and extensive eigenvectors suggest to us that the strain field along the Central America volcanic arc is the result of compression along the convergent Cocos-Caribbean margin, and extension in the back-arc region, along the grabens of northern Central America. This field is resolved as strike-slip faulting along the arc. 相似文献
We have collected and re-examined macroseismic information for large Central American earthquakes since the beginning of the period of instrumental recording about one hundred years ago, and combined this with a reassessment of early instrumental information to produce a catalogue of 51 events that, we believe includes ail those with magnitudes ( Ms ) greater than 7.0. We have reassessed surface-wave magnitudes by consulting station bulletins and we have derived a correction that gives an equivalent Ms for events of intermediate depth. We have also developed a regional relationship between Ms and seismic moment, which enables us to estimate the seismic slip rate across the Middle American Trench. Our best estimates give an average slip rate several times smaller than suggested convergence rates, but with the seismic slip in the central segment of the trench almost an order of magnitude smaller than that in the segments on either side. Quantitative analysis of siliceous microfossils in a 210Pb dated core from Green Bay of Lake Michigan shows clear evidence of eutrophication, but a different pattern of population succession than observed in the main deposition basins of the Great Lakes. Sediments deposited prior to extensive European settlement (ca A.D. 1850) contain high relative abundance of chrysophyte cysts and benthic diatoms. Quantity and composition of microfossils deposited during the pre-settlement period represented in our core is quite uniform, except for the 30–32 cm interval which contains elevated microfossil abundance and particularly high levels of attached benthic species. Total microfossil abundance and the proportion of planktonic diatoms begins to increase ca 1860 and rises very rapidly beginning ca 1915. Maximum abundance occurs in sediments deposited during the 1970's, with a secondary peak in the late 1940's — early 1950's. Increased total abundance is accompanied by increased dominance of taxa tolerant of eutrophic conditions, however indigenous oligotrophic taxa, particularly those which are most abundant during the summer, are not eliminated from the flora, as in the lower Great Lakes. It appears that a combination of silica resupply from high riverine loadings and replacement of indigenous populations by periodic intrusions of Lake Michigan water allow sequential co-existence of species usually exclusively associated with either eutrophic or oligotrophic conditions. 相似文献
