STUDY ON DEVELOPMENT STRATEGY OF SHIPPING CENTERS AND TRANSPORTATION NETWORKS IN THE YELLOW SEA RIM IN THE YELLOW SEA RIM

It is very important to establish cooperative mechanism to guarantee all members to develop their e-conomies in the Yellow Sea Rim. In this paper, the development strategies ofshipplng centers and transportation networkare discussed based on economic giobalization tendency. The results argue that a united transportation network should bebuilt in order to promote the economic competition of Northeast Asia in the world. As a key component of the economiccooperation, a hierarchical shipping centers network should be established with Hong Kong, Shanghai, Pusan, Koho,and Tokyo as cores. The authorities of China, Japan, R. O. Korea and D. P. B. Korea should make more efforts tobuild a set of cooperation institutions based on raising the transportation efficiency.

羊年伊始，广西海洋局捷报频传：１月荣获2002年度全国海域管理先进单位称号；2月16日中国海监广西壮族自治区总队在南宁市正式挂牌成立。国家海洋局王曙光局长、自治区人民政府王万宾副主席亲自为总队的成立揭牌并作了重要指示。这支队伍的成立，标志着广西又一支海上综合执法

中央投20亿元启动地质勘查基金——着重用于重点矿种、重点成矿区带的前期勘查

为了加大国家财政对矿产资源勘查投入力度，鼓励和引导社会资金投入，建立矿产资源勘查投入良性循环机制，财政部、国土资源部近日发布《中央地质勘查基金（周转金）管理暂行办法》。这是贯彻落实《国务院关于加强地质工作的决定》的第一个配套文件。     

Characters of the Pco2 and CO2 Flux in the East China Sea in Autumn

Pco2 of air and seawater samples from the East China Sea(ECS) were measured in situ in autumn, 1994,Ocean currents,terrestrial fluviation,biological activities,etc.,Pco2 char-acters in air and seawater were investigated,CO2 flux and its character in the East China Sea are discussed on the basis of the Pco2 profiles of air and seawater,It was clear that the nearshore was the source of CO2;and tht the oulter sea area was the sink of CO2; and that the shelf area of the EXS is a net sink for atmospheric CO2 in autumn.

2004年12月26日，苏门答腊岛以西地震引发了巨大海啸。灾难性的海浪以摧枯拉朽之势残酷地摧毁了印度尼西亚，斯里兰卡，泰国等东南亚国家的沿海地区。海啸过后的每一天死亡人数都在以万为单位不断攀升，海啸不分种族，不分阶段，不分贫富地打击着脆弱的人类，此次地震引发的海啸是为类现代历史上最悲惨的灾难之一。     

积极探索 开拓创新——龙胜各族自治县国土资源局积极推行依法行政取得丰硕成果

2000年以来，龙胜各族自治县国土资源局依照党的十五大提出的“健全社会主义法制、依法治国，建设社会主义法治国家”的基本要求，积极探索，开拓创新，推动依法行政全面开展，该局的领导班子思想统一，完善依法行政实施办法，规范依法行政，不断提高干部职工队伍素质，加强硬件建设，为依法行政提供强有力的保障。同时，取得了优异成绩，受到了群众的赞扬和县委、县人民政府及上级业务主管部门的肯定。五年来，该局两次被县委、县人民政府评为“依法行政先进单位”，     

海洋科技人才与成果的摇篮——青岛海洋大学

青岛海洋大学是一所以海洋和水产学科为特色的重点综合大学。1999年11月，经国家批准，成为“九五”期间“211工程”重点建设高校。数年来，青岛海大致力于“211工程”建设，在物理海洋学、水产养殖学、海洋药物学和海洋化学学科4个重点学科建设中取得丰硕成果。

Today, we hold the Seminar for ICA Commission on national and regional Atlases in Beijing , just before the opening of the 20th International Conference of Cartography.
