The 2002 reform of the Common Fisheries Policy's system of governance—rhetoric or reality?

The 2002 Reform of the Common Fisheries Policy (CFP) was claimed to be a radical overhaul of a failing system. Several EU fish stocks—particularly North Sea cod—had reached dangerously low levels, and there was widespread dissatisfaction with the way in which the CFP was operating. The European Commission took the opportunity of the legal requirement to review some features of the CFP (principally access provisions) in 2002, to undertake a broader reappraisal of the CFP. One of the features of this reappraisal was an attempt to improve the CFP's system of governance by increasing the amount of stakeholder participation, decentralisation, transparency, accountability, effectiveness and coherence. In this paper, the conclusion is reached that this attempt to improve the quality of governance in the 2002 CFP reform package has been more rhetorical than real.

国库集中收付与深化地质勘查单位改革若干问题的探讨

从国库集中收付改革的内容、要求,地质勘查单位的现状出发,探讨了国库集中收付改革与深化地质勘查单位改革之间存在的问题,指出国库集中收付制度虽然能够使事业单位的财政收支得到有效监管,但因地质勘查单位具有事业与企业的双重职能,现行的国库集中收付制度不利于地勘单位的深化改革。为有效解决这一矛盾．提出了在国库单一账户体系外,建立地质勘查单位改革性基本账户的建议。     

Spontaneous Structural Reform in Australian Local Government: the case of the Gilgandra Co-operative Model in New South Wales

Dire financial constraints and the threats of forced structural reform have had the unforeseen effect of forcing municipal councils across Australia to reconsider their operational activities and organisational arrangements. With considerable ingenuity, numerous municipalities have proposed and sometimes adopted new structural formations that embody various forms of co-operative service provision. This remarkable development has unfortunately been largely ignored in the scholarly literature on Australian local government. In a modest effort aimed at remedying this neglect, the present paper seeks to outline the small, rural New South Wales Gilgandra Shire Council's (2004) ‘Co-operative/Local Government Service Company’ model, place it in the broader context of alternative models of local governance suitable for Australian conditions, and evaluate its characteristics.     

Productivity Profiles of PhD-Granting Geography Departments in the Unites States: 1980–1994

In our study, 48 U.S. departments that grant geography PhDs are compared along four measures of academic productivity. Using 1980–1994 as the base period, research productivity of faculty was assessed by counting book titles, as well as authorships in 77 journals. Teaching productivity was determined by placement of PhDs in graduate programs of geography in North America, and by a weighted index of teaching outcomes. Data were summed for departments, but are reported primarily as productivity per person (per FTE count). The results point to a wide variety of departmental profiles, from those departments that appear to emphasize teaching outcomes to those that are more productive in book publishing and journal authorship, with several exhibiting a balance between teaching and research.

A decade of council tax inequities? Geographical perspectives and a research agenda

Local taxation reform is back on the agenda in the light of the recent Local Government Bill. In reviewing the literature on the council tax, it is noted that researchers tend to view this from one of two perspectives: either as a fiscal policy, focusing on the tax burden, or as a housing policy, focusing on the property price valuations. Recent debate on council tax reform has gone as far as suggesting that there are regional inequities in the council tax, but what tends to be neglected remains the council tax incidence at the local scale. A research agenda is proposed here as a means of promoting geographically conscious inter-disciplinary research on local taxation.     

Traces of the secondary Geography curriculum

Abstract: Expressions of dissatisfaction about the post‐compulsory Geography curriculum in the early 1970s were unusually concerted, leading to the creation of a National Geography Curriculum Committee. This essay reviews this history and the resulting Syllabus for Schools: Geography Forms 5–7 as a prelude to a discussion of contemporary curriculum development. The essay argues that curriculum development from 1975 and the ‘education reforms’ of the late 1980s failed to produce conditions in which satisfactory outcomes for a Geography curriculum can be assured in 2005, and that a new and concerted period of participation in curriculum discussion is required. Some goals for this process are outlined in the final section of the paper.     

Territorializing land conflict: Space,place, and contentious politics in the Brazilian Amazon

Brazil possesses a long history of violent struggle for land, and its most recent phase is occurring predominantly in the Amazon Basin. Consequently, this paper attempts to territorialize land conflict in the Brazilian Amazon, and in so doing, to illuminate the place-specific intersection of historic social, political, and economic circumstance that created a violent landscape in the so-called “South of Pará.” The paper’s premise is that such conflict can be best viewed as resulting from a dialectic between general social processes operating across spatial scales, which create necessary conditions for conflict, and place-specific historical circumstances that transform necessary into sufficient conditions. The paper presents a framework integrating the theory of contentious politics and literatures addressing violence associated with the Amazonian frontier and with resource scarcity (and abundance). The discussion and theoretical application deconstruct the environmental, cognitive, and relational mechanisms that created violence in the South of Pará, and set the stage for the Eldorado dos Carajás massacre in April of 1996.
