Disappointment with the results of forced amalgamation programs across almost all Australian local government jurisdictions has created great interest in shared service models as an alternative method of improving the operational efficiency of local councils, while at the same time preserving local democracy and local autonomy. While an embryonic literature on shared service provision in the Australian municipal milieu does exist, much remains to be done. This paper seeks to contribute to this nascent literature in two main ways: (a) to locate shared services in local government within broader global trends and theoretical disputations on devolution and local economic development, highlighting the importance of political geography in these debates; and (b) in the light of this complexity and ambiguity, develop a new typology of local government shared service provision to inform public policy making on real-world problems in Australian local government. 相似文献

AbstractPeri-urban zones are an emerging issue in the analysis of urban areas as social-ecological systems. This work presents a process of developing support tools for local planning and decision-making, which were used to facilitate discussion between stakeholders about planning a future peri-urban park in the south of Prague, Czech Republic. Sociological methods were employed to describe and visualize the attitudes, communication patterns and value regimes of involved stakeholders. The research developed and tested an approach to map the distribution of stakeholder value regimes related to the study area and demonstrated its capability in facilitating communication between stakeholders. The output maps can serve as practical support tools and provide efficient means during the search for consensus on a form of shared governance in the future peri-urban park. 相似文献

ABSTRACTDifferent tectonic interpretations have been proposed for the various spatially associated Palaeoproterozoic granulite-facies lithologies (metasedimentary rocks, metabasites, and felsic granulites) from north-central part of the North China Craton, which hinges primarily on controversies about metamorphic histories of these granulites, especially on the timing of peak metamorphism. Published data exhibit two controversial peak metamorphic ages of 1950–1900 Ma and 1850–1800 Ma. We report here LA-ICPMS U–Pb zircon ages of seven representative granulite-facies samples of different lithologies to constrain the timing of metamorphism, and then discuss their geological significance. Most zircon grains from these rocks display weak core-and-rim structures and yield two comparable group metamorphic ages of 1970–1900 Ma and 1880–1790 Ma, although their formation ages vary from Neoarchaean to Palaeoproterozoic. The older population metamorphic ages are interpreted to approximate timing of high-pressure granulite-facies metamorphism, and the younger population ages as the approximate timing of intermediate- to low-pressure granulite-facies metamorphism. Combined with recent petrological studies, we propose these granulites have shared metamorphic histories at least since ~1970–1900 Ma, and they are probably formed in one single metamorphic cycle in response to crustal-scale subduction–collision–exhumation processes involved in Palaeoproterozoic mobile belt. 相似文献

The main purpose of this study is to develop a new type of artificial neural network based model for constructing a debris flow warning system. The Chen‐Eu‐Lan river basin, which is located in Central Taiwan, is assigned as the study area. The creek is one of the most well‐known debris flow areas where several damaging debris flows have been reported in the last two decades. The hydrological and geological data, which might have great influence on the occurrence of debris flows, are first collected and analysed, then, the shared near neighbours neural network (SNN + NN) is presented to construct the debris flow warning system for the watershed. SNN is an unsupervised learning method that has the advantage of dealing with non‐globular clusters, besides presenting computational efficiency. By using SNN, the compiled hydro‐geological data set can easily and meaningfully be clustered into several categories. These categories can then be identified as ‘occurrence’ or ‘no‐occurrence’ of debris flows. To improve the effectiveness of the debris flow warning system, a neural network framework is designed to connect all the clusters produced by the SNN method, whereas the connected weights of the network are adjusted through a supervised learning method. This framework is used and its applicability and practicability for debris flow warning are investigated.
