The expansion of offshore activities and the increasing need to meet international and national commitments to biodiversity conservation have led to an enhanced interest in marine spatial planning (MSP) as a tool for sea use management. Several European countries, on their own initiative or driven by European legislation and policy, have taken global leadership in implementing MSP. This article will discuss the Belgian experiences with MSP. It will give a short historical overview based on legal developments and review the implementation process of a ‘Master Plan’ as a spatial management policy for the Belgian Part of the North Sea. Additionally, this article will reflect on the research that has been done in Belgium to apply a land-use planning approach to the marine environment. The MSP process in Belgium shows that a spatial approach to sea use management is possible despite the lack of a legal zoning framework. However, it concludes that a legal basis for MSP, in addition to the current permit system, would provide a more strategic and integrated framework for ecosystem-based, sea use management. 相似文献

人类对海岸带的开发利用影响着海岸的变迁。土地利用和土地覆被变化可以说是自然与人文过程交叉最为密切的问题,是人地关系的具体体现。通过对黄河三角洲土地利用变化的研究,可了解人为因素对三角洲海岸带的开发利用状况及其对海岸侵蚀的影响。根据1987年和2001年两期卫星遥感图像和2001年野外调查数据,运用地理信息系统方法及数理统计方法,分析了现代黄河三角洲地区1987年至2001年土地利用/覆被的数量变化和空间变化特征;揭示了该地区各类土地利用数量变化的幅度、速度和土地利用空间变化的主要类型;阐明了该区各类土地利用变化的区域特点。该地区土地利用变化速度比整个环渤海地区速度快,草地、滩地和不明地类这3种类型大量减少,其他类型增多。从变化率来看,养殖区、库塘、油田用地增长最快。库塘、海滩养殖区等类型的增加,滨海草地的减少,使海岸侵蚀加剧。 相似文献

In the process of concept design of offshore platforms, it is necessary to select the best from feasible alternatives through comparison and filter. The criterion set, used to evaluate and select the satisfying alternative, consists of many qualitative and quantitative factors. Therefore, the selection is a problem of multicriteria and semi- structural decision- making. Different from traditional methods in semi- structural decision- making, a new framework and methodology is presented in this paper for evaluation of offshore platform alternatives. First, the criterion set is established for the evaluation of alternatives. Next, the approach is studied to construct the relative membership degree matrix, in which both qualitative and quantitative factors are consistent with the uniform calculating standard. And then a new weight-assessing method is developed for calculation of the weights based on the relative membership degree matrix. An optimization mathematical model of the pile forces for piled breasting dolphins in the open sea under various loading conditions is presented. The optimum layout with the well distributed pile forces and the least number of piles is achieved by the multiplier penalty function method. Several engineering cases have been calculated and compared with the result of the conventional design method. Lectotype optimization of offshore platforms is of particular importance in the concept design process. Lectotype optimization involves multiple objectives with uncertainty and so is a problem of multiple attribute decision making. To date, there have been few published works on this topic in the context of offshore engineering. This paper develops a framework and methodology for evaluation of offshore platform alternatives, where a fuzzy optimum model is proposed to integrate the influence of each objective in the criteria set, and a new weight-assessing method is developed to mimic the decision maker’s experience and preference based on complementary pairwise comparisons.
