Mount Pinatubo volcano erupted in June 1991 in the main island of Luzon belonging to the Philippines archipelago. Huge economic
losses and population exodus have followed. This major crisis has been relayed with other crises due to rain-fed lahars which
have been supplied with eruption deposits. These lahars have occurred every year since 1991 during the rainy season. They
will probably last until 2005. After a brief presentation of the Philippine official response system to disasters, this paper
draws up a critical analysis of the different kinds of institutional and social responses deployed to manage the different
crisis and post-crisis phases of this event. Based on three viewpoints: from population, media and other actors, this analysis
attempts to point out the strengths and weaknesses of the official management system, especially by studying the efficiency
and the range of the solutions taken. So, it appears that the management of the June 1991 main crisis (eruption) was a success.
On the other hand, difficulties have occurred with lahars risk management. Indeed, these lahars have obliged the authorities
to protect and relocate thousands of people. In spite of persistent problems, the management system (monitoring/warning/evacuation)
of lahar crises improves year after year. Failures appear especially within the rehabilitation program (protection/rehousing).
Many direct (lack of means, preparedness, coordination, dialog, etc.) and indirect (politico-administrative, socio-economic,
cultural contexts) factors come together to lock the wheels of the institutional response system. They defer the socio-economic
start of this vital northern Philippines area.

This article uses New Zealand as a case study of processes relating to the inclusion of recreational fisheries in modern fisheries management systems based on Individual Transferable Quotas (ITQs). The New Zealand case highlights challenges governments often meet when attempting to integrate the recreational sector into fisheries management, including: (a) resistance to restrictions on what has historically been free-of-charge public access to fish for recreational purposes and (b) the fragmented character of the recreational sector, which makes it difficult to have recreational interests attend to their management role and responsibilities. 相似文献

In 1988, four states in the northeastern USA commissioned a study to address land use changes in the Northern Forest, 26 million acres of temperate and boreal forest extending from Maine to eastern New York State. Against a backdrop of economic destabilization and concerns regarding social and ecological implications of a real estate boom, the sustained deliberative dialogue catalyzed by this study has come to rely heavily on the ambiguous concept of “working forest.” To clarify political and environmental dynamics in the region, we analyzed how people respond to and seek to capitalize on the interpretive flexibility of the term working forest. We combine an analysis of socio-political discourses of working forest based on a structured literature review with an assessment of local peoples’ definitions of working forest based on a survey conducted in a pair of contrasting New York State communities. The first study site represents an amenity-oriented community (i.e. a place where the forest supports a service economy including recreation and tourism) and the other study site represents a timber-dependent community. By linking data from community-level analysis to data derived from a general analysis of forest politics, we seek to develop a more robust perspective. By comparing discourses across differently structured communities, we investigate how local forest politics are mediated by local economic development processes. Our study empirically illustrates contested and geographically uneven processes of social construction of environment and rural development in a region confronting pressures of globalization. Results indicate that timber harvesting is a heavily privileged management objective, as a logic of ‘the forest that pays is the forest that stays’ dominates. Environmental politics in the region, and perhaps more generally, increasingly conforms to a form of pragmatism in which economic opportunities structure conservation planning and investment. 相似文献

The extensive sea grass meadows in Torres Strait enable it to be a globally important habitat for the dugong, Dugong dugon, a marine mammal of cultural and dietary significance to Torres Strait Islanders and the basis for the substantial island-based fishery in the Torres Strait Protected Zone. Torres Strait sea grass communities are subjected to episodic diebacks which are now believed to be largely natural events. Information on dugong life history was obtained from specimens obtained from female dugongs as they were butchered for food by Indigenous hunters at two major dugong hunting communities in Torres Strait: Daru (9.04°S, 143.21°E) in 1978–1982 (a time of sea grass dieback and recovery) and Mabuiag Island (9.95°S, 142.15°E) in 1997–1999 (when sea grasses were abundant). Dugongs sampled in 1997–1999 had their first calf at younger ages (minimum of 6 cf. 10 years), and more frequently (interbirth interval based on all possible pregnancies 2.6±0.4 (S.E.) yr cf. 5.8±1.0 yr) than the dugongs sampled in 1978–1982. Pregnancy rates increased monotonically during 1978–1982, coincident with sea grass recovery. The age distribution of the female dugongs collected in 1997–1999 also suggested a low birth rate between 1973 and 1983 and/or or a high level of mortality for animals born during this period. These results add to the evidence from other regions that the life history and reproductive rate of female dugongs are adversely affected by sea grass loss, the effect of which cannot be separated from a possible density-dependent response to changes in dugong population size. Many green turtles in Torres Strait were also in poor body condition coincident with the 1970s sea grass dieback. The impacts of future sea grass diebacks need to be anticipated when management options for the traditional Torres Strait fisheries for dugongs and green turtles are evaluated. 相似文献
