从区域的角度分析北美洲、欧洲和东亚的城市轨道交通与房地产价值的相关研究成果,论述轨道交通所带来的巨大的经济、社会和环境效应.国外关于城市轨道交通对商业物业价值的研究较少,这是值得开辟的研究视角;城市轨道交通对房地产价值的影响具有区域性和时效性;对城市轨道交通与房地产价值的研究非常强调定性与定量的结合.这些成果对我国关于城市轨道交通对房地产价值影响研究具有一定的借鉴意义.     

对我国矿产资源立法中意见吸纳机制的思考——我国《矿产资源法》立法方法探讨

矿产资源立法是系统工程,需要想提高立法质量,需要做大量的准备和建立恰当的意见吸纳机制。应尽早确定矿产资源法立法宗旨、法律框架等事关全局的内容,且在立法全程中保持基本稳定。改变"串联"意见吸纳模式,建立或虚拟代表不同利益方的主体,采取"并联"模式吸纳意见。设置阶段性、交互式的"擂台",让利益博弈和协调在高位阶上进行。立法机构应充当"法官"角色,采纳科学合理的决策机制,进行最终的价值判断和选择。

Early-stage transformation of coastal marine governance in Vietnam?

This paper examines an apparent ‘early stage’ governance transformation in the Tam Giang Lagoon, Vietnam. In this context, the role of key policy windows for innovative governance practice is assessed (e.g., changes to Land and Fisheries Laws). Also examined is the emergence of recent initiatives to catalyze a wider shift in governance practice in the region, including the formation of co-management institutional networks that contribute to trust building and learning, and the allocation of collective territorial use rights for fisheries. While these changes are consistent with experiences in other coastal marine contexts, the paper shows that place-based and longitudinal research is necessary to explain and predict the conditions and incentives that catalyze governance shifts. Differences between a governance change and more fundamental transformation are difficult to discern using point-in-time analysis. Moreover, the results show that current declines in ecological conditions in the lagoon may not be reversed by changes to access rights or the emergence of co-management. Rather, these governance changes may simply help to stabilize the situation and buy time until other livelihood opportunities arise. Assessments of governance transformation thus need to be linked to ecological outcomes (i.e., reversing degradation of coastal marine systems, avoiding biophysical tipping points) which may not be easily identified in the short-term. Despite uncertainty, the emergence of policy windows, evidence of institutional innovation, and small-scale rights allocation experiments, all suggest important shifts in the trajectory of governance are underway in the Tam Giang Lagoon.     

Ecosystem-based marine spatial management: Review of concepts, policies, tools, and critical issues

Conventional sectoral management and piecemeal governance are considered less and less appropriate in pursuit of sustainable development. Ecosystem based marine spatial management (EB-MSM) is an approach that recognizes the full array of interactions within an ecosystem, including human uses, rather than considering single issues, species, or ecosystem services in isolation. Marine spatial planning and ocean zoning are emerging concepts that can support EB-MSM. EB-MSM is driven by high-level goals that managers aim to achieve through the implementation of measures. High-level goals and objectives need to be translated into more operational objectives before specific targets, limits and measures can be elaborated.Monitoring, evaluation and adaptation are necessary to ensure that marine management measures are both effective and efficient. Solid monitoring frameworks are the foundation of adaptive management, as they provide the necessary information to evaluate performance and the effectiveness of management actions. Marine protected areas (MPAs) - possibly set up in networks - constitute a key component in EB-MSM policies and practises and have been applied as a cornerstone in conservation of marine biodiversity, management of fish populations, development of coastal tourism, etc. Moreover, MPA experiences have provided methods and concepts (such as zoning) to a wider EB-MSM context. The assignment of values to biophysical features of the marine environment allows the direct assessment of related management choices and may assist EB-MSM.A range of monetary valuation techniques have been proposed to reduce attributes of goods and services to a single metric. However, in the marine environment such an approach is often over simplistic, and thus less reductive techniques may be necessary. Rather than producing a single metric, the results of non-monetary assessments guide policy allowing weight to be given as necessary to potential areas of conflict and consensus.Strategies to take into account climate change effects and geohazard risks in EB-MSM have been applied or proposed worldwide. EB-MSM regimes must be alert to such risks and flexible to account for changes.     

气候保险的概念、理论及在中国的发展建议

气候风险可能给人类社会带来巨大的生命和财产损失,气候保险通过转移分散风险成为应对气候风险的有效机制。文中首先在辨析气候保险的概念和市场机制等理论基础上,分析了气候保险存在逆向选择风险与难以满足大数法则、存在道德风险与反馈效应的问题;其次梳理了发达国家气候保险的发展情况,其风险分散和转移功能比较强,保费一部分存在政府补贴,一般采取政府紧急贷款、再保险和保险衍生品的方式进一步分散风险,但是也存在道德风险的问题。最后分析了中国气候保险的发展现状发现存在着难以满足大数法则的问题,道德风险尚无明确体现,并提出建议:完善气象站基础设施、制定自然灾害风险地图、提高公众和敏感行业气候保险的购买意愿等尽量使气候保险满足大数法则;促使保险公司在设计保险产品时考虑非经济成本,未雨绸缪避免道德风险及反馈效应;适时发展气候再保险和保险衍生品,建立分散和转移风险的市场机制。     

STUDIES ON THE BHQ ICE CORE FROM THE LAW DOME, ANTARCTICA

The structure of the ice core varies with depth, Its surface layer is firn, followed by an ice layer with random fabric pattern (beginning at 28m depth), then transformed to a small circle girdle pattern (beginning at 147 m depth) through a transition layer, finally to a single-maximum pattern (beginning at 191 m depth). The stratigraphic profile of the ice core is similar to those of other cores on the Law Dome, For BHQ located in the middle of a flow line from the summit to the coast, the initial depth of every specific layer is less than that in the upstream and larger than that in the downstream. The ice was analyzed for trace elememts using instrumental neutron activation technique. No tendency towards a systematic increase or decrease in the element concentrations in the past 4000 years has been found. The mean concentrations of Na and Al over the past 4000 years are higher than those in the Vostok ice core by factors of 9 and 4, respectively.
