Summary Recent mining literature on cutoff grade theory has come to reflect some viewpoints and analyses expressed earlier in the economic literature. Agreement is best when the cutoff grade policy is established by analysis in stages, starting from the limits of the deposit, and using the maximum net present value objective. In the derivation of the optimal cutoff grade policy a dynamic programming approach is then applied to solve the overall problem as a series of linked, nonlinear, stage optimization problems. A wholly satisfactory use of a dynamic programming methodology requires that two conditions be satisfied: the separability and optimality conditions. The former is, strictly, violated by a heap-leaching or dump-leaching process, the latter by possible forms of resource rent taxation. This paper considers the problem of including such a leaching process in a cutoff grade policy analysis along aforementioned lines. It concludes that a workable method of doing so may be found which, in particular, may be quite satisfactory in arid climates where, in addition, some practical leaching experience already exists.  相似文献

Interpolated grids of coal bed thickness are being considered for use in a proposed method for taxation of coal in the state of West Virginia (United States). To assess the origin and magnitude of possible inaccuracies in calculated coal tonnage, we used conditional simulation to generate equiprobable realizations of net coal thickness for two coals on a 7 min topographic quadrangle, and a third coal in a second quadrangle. Coals differed in average thickness and proportion of original coal that had been removed by erosion; all three coals crop out in the study area. Coal tonnage was calculated for each realization and for each interpolated grid for actual and artificial property parcels, and differences were summarized as graphs of percent difference between tonnage calculated from the grid and average tonnage from simulations. Coal in individual parcels was considered minable for valuation purposes if average thickness in each parcel exceeded 30 inches. Results of this study show that over 75% of the parcels are classified correctly as minable or unminable based on interpolation grids of coal bed thickness. Although between 80 and 90% of the tonnages differ by less than 20% between interpolated values and simulated values, a nonlinear conditional bias might exist in estimation of coal tonnage from interpolated thickness, such that tonnage is underestimated where coal is thin, and overestimated where coal is thick. The largest percent differences occur for parcels that are small in area, although because of the small quantities of coal in question, bias is small on an absolute scale for these parcels. For a given parcel size, maximum apparent overestimation of coal tonnage occurs in parcels with an average coal bed thickness near the minable cutoff of 30 in. Conditional bias in tonnage for parcels having a coal thickness exceeding the cutoff by 10 in. or more is constant for two of the three coals studied, and increases slightly with average thickness for the third coal.  相似文献

生态安全是土地可持续利用的基础,土地生态安全评价是土地可持续利用研究的前沿课题。以湖南省14个地州市为样本,从1999年社会经济和土地生态环境压力、土地生态环境质量、土地生态环境保护和整治能力等方面的运行数据中选取人口密度、城镇化水平、人均耕地等24个指标,采用均方差客观赋权,从各指标的统计特征值及全国的平均值出发,确定本省的生态安全评价阈值S,计算各地市多指标加权综合评价值,试图对本省土地生态安全进行客观综合评价。  相似文献

Maritime safety has become a major concern in Korea. As an alternative to improve maritime safety, the Korean government is considering enhancing infrastructure associated with maritime safety, in the form of a vessel traffic service (VTS) facility for high density waterways. This study estimates the public value of a VTS facility construction project using the contingent valuation (CV) method. A CV survey using person-to-person interviews was administered to 400 randomly selected households to elicit their willingness to pay (WTP) for the project. Overall, the respondents accepted the contingent market, and on average, Korean households were willing to pay a significant amount toward the project. The mean WTP for the project is estimated to be approximately KRW 4149.5 (USD 3.7) per year per household, which is statistically significant. The estimate of the fiduciary benefit to Korean households is approximately KRW 11.07 billion (USD 9.91 million) per year for five years. The results are expected to be useful for policy-makers in determining the economic feasibility of a VTS.  相似文献

不动产征收前后价值变化研究对于不动产征收主体博弈分析具有重要的意义,也为不动产征收补偿价格评估提供了理论支持。主要通过城乡不动产征收前后价值变化以及被征收人利益损害的分析,探讨了不同目的下的中国不动产征收主体博弈模型及行为选择。研究认为:(1)基于预期收益原则的不动产征收价格评估为不动产征收补偿与征收增值收益分配提供了理论依据;(2)基于公共目的性征收分析表明被征收人的权益保护很大程度上依赖于政府的角色定位,基于非公共目的性征收分析表明由于增值利益分配的零和博弈冲突以及政府的惯性强势思维,对现有政策体制不可避免地带来一系列冲突;(3)基于公共目的性划分的不动产征收与国家收购两种类型有利于区别制定不动产征收政策,从而促进土地资源的合理流动与优化配置。  相似文献

This paper examines willingness to pay (WTP) for an endangered species across geographically nested samples using the Contingent Valuation Method (CVM). The three samples range from (1) the boroughs that contain critical habitat for the Steller sea lion to (2) the state that contains these boroughs to and (3) the entire United States. Depending on the assumptions of the model, WTP varies tremendously from sample to sample. WTP for the United States is the highest and it is the lowest for the boroughs. The null hypotheses that mean WTP estimates are greater then zero were rejected for the boroughs and the state but were not rejected for the United States based on the 95% confidence intervals.  相似文献

Sense of place, including an individual’s attitudes toward specific geographic settings, is generally predicted to influence willingness to engage in place-protective behaviors. Relatively little research, however, has empirically examined the influence of people’s attitudes toward a place on their willingness to pay for environmental protection. Using the example of a payment for ecosystem services (PES) initiative in the McKenzie River watershed, Oregon, USA, we found that place attitudes were a significant predictor of respondents’ willingness to pay for a program designed to benefit drinking water quality. These results suggest that connecting conservation actions to landscapes that are meaningful to people may increase their financial support for PES and other conservation programs. While program managers have little or no influence over stakeholders’ political ideology, gender, or income, managers may be able to influence prospective PES buyers’ awareness and attitudes through targeted communications, thereby potentially increasing support for place-based conservation efforts.  相似文献

根据动态统计节点的行为,引入一种信任评估系统,使节点及时地发现网络中的恶意行为,保证在路由建立过程中各节点不承担过重的安全任务,降低路由协议的复杂度。在路由建立前,完成通信节点与CA的匿名双向认证,有效防止中间人的攻击。提出在路由表中存储节点匿名身份的哈希路由登记表,保证网络匿名安全性的同时,避免重复发起路由,提高路由查找的效率。基于Diffie-Hellman密钥交换算法,完成会话密钥协商。本协议结合对称密码体制和公钥密码体制,结构简单、有效。  相似文献
