针对数字城管和社会管理创新工作在全国范围的推广现状,以网格化管理理念为突破口,分析两者的异同点。综合已建或拟建的数字城管的城市对社会管理创新工作的建设需要,重点介绍北京市东城区"分步建设模式"和湖北省荆门市"同步建设模式"的建设思路。最后从项目实施、系统规划和运行机制三个方面,提出有针对性的建设建议,确保数字城管和社会管理信息化项目的集约建设和长效运行。  相似文献

观测误差协方差是变分同化系统中决定分析及预报效果的关键参数之一,观测误差的估计精度直接影响变分同化分析和预报效果。分析了新息增量法(H-L法)估计全球定位系统无线电掩星这类观测点不固定资料的观测误差的适用条件,并利用1年的气象、电离层及气候星座观测系统(COSMIC)折射率资料,针对局地观测算子,估计了COSMIC折射率在南、北半球高、中、低6个纬度带四季的观测误差,分析了COSMIC折射率观测误差的纬度、高度和季节变化的特点,并将估计的折射率观测误差应用于GRAPES(Global/Regional Assimilation and Prediction Enhanced System)三维变分同化系统。结果表明,折射率观测误差随高度和纬度有明显变化;在中、高纬度带,折射率观测误差有显著的季节变化:夏季折射率的观测误差约为冬季2倍,春、秋两季折射率误差具有较好的南北对称性,冬、夏两季折射率观测误差南、北半球差异较大。与GRAPES原来使用的全球平均单一的折射率观测误差相比,在GRAPES全球三维变分同化系统中使用本研究估计的较高精度的随纬度变化的COSMIC折射率观测误差能够提高GRAPES全球变分同化系统的预报水平。  相似文献

Additive manufacturing (or 3D printing) is a comparatively new and evolving form of production that has the potential to transform the geographies of manufacturing. While this technology has garnered significant hype in the popular media, the topic has been virtually ignored in academic circles outside of business- and industry-specific, technology-oriented journals. Given its prospective impacts on the secondary sector and the potential for geographers to explore these transitions, this article provides a discussion of the possible opportunities for theoretical explorations and research into the place-based facets of additive manufacturing and its impacts on, or integration with, traditional manufacturing. In particular, we examine the spatial ramifications of this technology on supply, demand, innovation, global production networks, and the role of the state juxtaposed against contemporary insights pertaining to advances in additive manufacturing.  相似文献

The so-called ‘blue economy’ is gaining emphasis in European policy making due to the expansion of its relevance beyond traditional economic sectors but also to new and developing ones that exhibit rapid growth. Much of the discourse has focused on the emergence and consolidation of maritime clusters. However, there has been less attention on the regional development aspect and this article provides a timely contribution to filling the gap in knowledge by presenting the findings and analysis of a survey applied to blue economy organisations in Portugal, Spain, Ireland and Scotland. Specifically, issues of innovation, human capital and social capital provide the basis of inquiry around the creation and consolidation of maritime clusters. The article uses the survey data to understand the determinants of the variety of cooperation dynamics. A key finding reveals that participation in innovation activities and absorptive capacity are critical factors in increasing cooperation. From the analysis it is clear that there are significant discrepancies in participation between sectors, such as tourism where participation rates are below average. The article concludes by defining the core activities that should feature in a maritime cluster.  相似文献

This study examines the roles of innovation-support organizations in their acquisition and diffusion of technological ideas, solutions, and know-how throughout the marine science and technology innovation system. The research is based on a set of case studies that involved semi-structured interviews with directors and managers in three innovation-support organizations: Maritime Innovation (MI), the Interdisciplinary Centre for the Development of Ocean Mapping (ICDOM), and the Marine Biotechnology Research Centre (MBRC). Each of these organizations contributes not only to the development of the marine science and technology industry, but also to research and technology transfer in some of the key areas boasting the highest potential for technological commercialization and applications in the coastal region of Quebec. Central to this analysis is to show how these organizations operate and co-ordinate their activities, and how they formulate their technological and other standard services for the support of business development.  相似文献

为了对亚太地区的环境灾害、环境破坏和环境退化及其影响进行监测和评估,由日本环境省发起的亚太地区环境革新战略项日(APEIS)环境综合监测子项(IEM)自2001年开始,建立了一个以MODIS卫星数据和地面观测资料为基础的综合环境监视网络系统。该网络系统起初是由日本国立环境研究所(NIES)和中国科学院地理科学与资源研究所(IGSNRR)共同合作建成的。之后,新加坡国立大学和澳大利亚联邦科学产业研究组织(CSIRO)地球观测中心也正式宣布加入,该系统覆盖整个亚太地区。美国宇航局(NASA)提供了一套MCDIS的高级数据产品,然而,这些产品没能在亚洲地区利用当地的实测资料进行充分地比较和验证。APEIS项目旨在提供利用该地区精确地面观测数据进行了比较验证的高质量数据集。利用该数据集可以推导出水分亏缺指数、沙尘暴指数、地表面温度、土地覆盖变化,以及净第一性生产量等一系列生态环境指标,从而埘环境破坏、环境退化和生态脆弱区进行长期有效的监测。为了评价水资源、食物生产等生态系所提供的产品与服务的现状和变化特征,本研究还开发了一个可利用M0DIS数据的流域环境综合管理模型。该模型已经被用于对流域规模的水、热、碳循环、泥沙转移以及农业生产等生态要素的模拟和评估,并利用高精度的观测资料对其进行了验证。利用该模式可以对流域生态系统所提供的产品与服务的有效利用,以及流域的可持续发展提供一系列战略性的政策选项。  相似文献

中央批准中国科学院进行知识创新工程试点工作已经十年,十年来作为院资源环境科学四大分支之一的固体地球科学研究进展显著。回顾了十年来本领域创新研究单元的新建和调整工作、重点实验室和野外台站的工作进展、国家级的973项目工作的成绩、重大创新成果的产出和获奖。作者认为,中国科学院固体地球科学领域的研究将呈现更加光明的前景,力争在不久的将来跻身固体地球科学研究世界先进行列。  相似文献

The interrelationship between clustering, innovation, and performance of Japanese subsidiaries in the US is examined in this paper. First, we apply Kulldorff's spatial scan statistic to identify process innovation clustering among Japanese subsidiaries. The scale at which clustering occurs is regional rather than local, and cluster location captures the geographical environment of home-transplants from Japan. Second, we apply spatial autoregressive models to test the relationship between cluster location and innovation among Japanese subsidiaries. The results indicate that cluster location strengthens the relationship between subsidiary innovation and firm performance. Negative spatial autocorrelation shows that clustering contributes to innovation by facilitating proximate learning between less innovative laggards, and, leading innovative Japanese subsidiaries.  相似文献

The roles of governance and technological innovation have been widely recognized as important parts of sustainability transitions. However, less attention has been paid to understanding the mechanisms of the emergence and spread of innovative ideas for stewardship of social–ecological systems. This study considers how theories of innovation and agency are able to provide explanatory power regarding the spread and impact of such ideas. This includes how innovations may contribute to resolving the mismatches between the scale of ecological processes and the scale of governance of ecosystems. The emergence and spread of Marine Spatial Planning (MSP) is used as an illustrative case study. The study shows that individuals embedded in informal networks have played a key role in driving the emergence of MSP across scales and in constantly re-framing the tool in order to overcome obstacles to adoption and implementation. In a number of cases, MSP has been decoupled from the ecosystem despite being framed as a tool for ecosystem-based management. Finally, this study is important to understand the process of emergence of new integrated tools for ecosystem stewardship at the global level.  相似文献
