Palaeoecology, reference conditions and classification of ecological status: the EU Water Framework Directive in practice 总被引:2,自引:0,他引:2
The European Union's Water Framework Directive (WFD) requires that all Member States within the European Union determine reference conditions for aquatic ecosystems to provide a baseline against which to measure the effects of past and present activities. Reference conditions are subsequently used to classify the ecological status of European waters. The decisions regarding environmental status will be important future elements in the management of European coastal waters. We have developed a number of classification scenarios for total nitrogen (TN) in the overlying waters of the southern part of Roskilde Fjord, Denmark, taking as our basis a palaeoecological reconstruction of fluctuations in TN between 1850 and 1995. We present a provisional classification scheme for the ecological status of Roskilde Fjord, sensu the WFD. Decision(s) regarding the deviation from reference conditions will give a wide range of apparent ecological status from good, through moderate and poor, to bad depending upon the definition of an acceptable deviation from reference conditions. The determination of an acceptable deviation will ultimately be a political decision, and will result in a wide range in the protection of coastal waters in Europe. β-dimethylsulfoniopropionate (DMSP) and dimethylsulfide (DMS) concentrations were recorded from September 1999 to September 2000 in two geographically close ecosystems, differently affected by eutrophication: the Little Bay of Toulon and the Niel Bay (N.W. Mediterranean Sea, France). Little Bay had higher nutrient levels ([NO3−]max. = 30.3 μM; [PO43−]max. = 0.46 μM) and higher chlorophyll a concentrations ([chl a]mean = 2.4 μg/L) compared to Niel Bay ([NO3−]max. = 19.7 μM; [PO43−]max. = 0.17 μM; [chl a]mean = 0.4 μg/L). In the two sites, we measured dissolved (DMSPd < 0.2 μm) and particulate DMSP (DMSPp > 0.2 μm) concentrations. The DMSPp was particularly analysed in the 0.2–5, 5–90 and > 90 μm fractions. In the eutrophicated Little Bay, DMSPd concentrations showed a clear seasonality with high values from January to March (124–148 nM). The temporal profile of the DMSPp concentrations was similar, peaking in February–March (38–59 nM). In the less eutrophic Niel Bay, DMSPp concentrations were much lower (6–9 nM in March–April), whereas DMSPd concentrations were relatively high (110–92 nM in February–March). DMS concentrations were elevated from the end of the winter to the spring in Little Bay, ranging from 3 nM in October to 134 nM in March. In the less eutrophic Niel Bay, lower DMS levels were observed, generally not exceeding 20 nM. Each particulate fraction (0.2–5; 5–90; > 90 μm) contained less DMSP in Niel Bay than in Little Bay. At both sites, the 5–90 μm fraction made up most of the DMSPp. This 5–90 μm fraction consisted of microphytoplankton, principally Dinophyceae and Bacillariophyceae. The 5–90 μm biomass calculated from cell biovolumes, was more abundant in Little Bay where the bloom at the end of the winter (165 μg/L in March) occurred at the same time as the DMSP peaks. The estimated DMSPp to biomass ratio for the 5–90 μm fraction was always higher in Little Bay than in Niel Bay. This suggests that the high DMSP levels recorded in Little Bay were not only due to a large Dinophyceae presence in this ecosystem. Indeed, the peak of DMSPp to biomass ratio obtained from cell biovolumes (0.23 nmol/μg in March) was consistent with the proliferation of Alexandrium minutum. This Dinophyceae species may account for between 50% (2894 cells/L) and 63% (4914 cells/L) of the total phytoplankton abundance in the Little Bay of Toulon. 相似文献

How and to what extent do international organizations detect, process and react to different types of change within their policy domains? This study addresses this question by combining a unique data set consisting of policy documents from the Helsinki Commission (HELCOM) with data measuring ecosystem change in the Baltic Sea during the period 1980–2013. Here HELCOM's responses to two types of ecosystem changes are investigated: fast and visible (summer algae blooms) and slow and opaque (anoxic areas). Finally, this study assesses if the organizational reform of 2007, which introduced the ecosystem approach, has had any effects on HELCOM responsiveness. It is found that HELCOM, contrary to expectations, is only responding systematically to slow-moving and opaque processes but that this response confirms the anticipated organizational bottom-up pattern. The ecosystem approach reform seems to have had a negative effect on the responsiveness of HELCOM; however, a general trend is that HELCOM over time has become more responsive in the lower levels of the organization. The lack of an immediate effect regarding the ecosystem approach reform can serve as a reminder of the absence of panaceas in policy making in general, and in environmental governance in particular. 相似文献

Macroalgae communities constitute one of the ecological quality elements for the evaluation of the ecological quality status (EQS) of coastal and transitional waters, required to implement the WFD. While these algae are natural components of estuarine systems and play important roles in several estuarine processes, macroalgal blooms are of ecological concern because they can reduce the habitat quality. Several works are being carried out to set standard methods for monitoring macroalgae blooms, in order to develop tools to derive EQS based upon this biological quality element. The aim of this paper is to apply the methodology described by Scanlan et al. [Scanlan, C.M., Foden, J., Wells, E., Best, M.A., 2007. The monitoring of opportunistic macroalgal blooms for the water framework directive. Marine Pollution Bulletin 55, 162–171] to a series of data assembled in the south arm of the Mondego estuary (Atlantic coast of Portugal) considering two different ecological situations. Additionally, an alternative assessment method intended to be used when no biomass data are available was also tested. In general, both options captured the inter-annual variations in accordance with the system evolution. Option 2, less expensive and time-consuming, allowed an EQS evaluation with accurate results when biomass data were not available. Restoration of the eutrophic Orbetello lagoon (Tyrrhenian Sea, Italy): water quality management 总被引:2,自引:0,他引:2
The Orbetello lagoon (Tyrrhenian coast, Italy) receives treated urban and land based fishfarms wastewater. The development of severe eutrophication imposed the three main activity adoption focuses on (1) macroalgae harvesting; (2) pumping of water from the sea; (3) confining wastewater to phytotreatment ponds. The responses to these interventions were rapid and macroalgal reduction growth and seagrass return were recorded. Since 1999, a new macroalgal development was recorded. The aim of this research was to discover whether the recent macroalgal growth can be attributed to the continuing wastewater influx from the remaining persistent anthropic sources (PAS) or from the sediment nutrient release. A monitoring programme was carried out between August 1999 and July 2000 in order to measure dissolved inorganic nitrogen and phosphorus in the wastewaters entering into the lagoon and in central lagoon areas, seaweed and seagrass distribution and lagoon N, P annual budgets. The results showed higher N and P values close to PAS. The distribution of the macroalgal species confirms that the available P comes almost entirely from these remaining PAS. In conclusion, the environmental measures adopted produced a significant reduction in algal biomass development in the lagoon; the macroalgal harvesting activities produced a sediment disturbance with following oxidize conditions, which make P unavailable in the lagoon water, excepting close the PAS. 相似文献

When nutrients impact estuarine water quality, scientists and managers instinctively focus on quantifying and controlling land-based sources. However, in Greenwich Bay, RI, the estuary opens onto a larger and more intensively fertilized coastal water body (Narragansett Bay). Previous inventories of nitrogen (N) inputs to Greenwich Bay found that N inputs from Narragansett Bay exceeded those from the local watershed, suggesting that recent efforts to reduce local watershed N loads may have little effect on estuarine water quality. We used stable isotopes of N to characterize watershed and Narragansett Bay N sources as well as the composition of primary producers and consumers throughout Greenwich Bay. Results were consistent with previous assessments of the importance of N inputs to Greenwich Bay from Narragansett Bay. As multiple N sources contribute to estuarine water quality, effective management requires attention to individual sources commensurate with overall magnitude, regardless of the political complications that may entail. 相似文献

Bacterioplankton abundance (BA) and biomass (BB) from the eutrophic Pearl River Estuary (PRE) to the oligotrophic northern South China Sea (NSCS) were studied in the wet season. BA was significantly higher (p < 0.05) in PRE (12.51 ± 3.52 × 108 cells L−1), than in the continental shelf neritic province (CSNP, 4.95 ± 2.21 × 108 cells L−1) and in the deep oceanic province (OP, 3.16 ± 1.56 × 108 cells L−1). Nutrient-replete PRE waters (DIN > 100 μM and PO4 > 1 μM) resulted in high chl a and BB, whereas nutrient-depleted offshore waters (DIN <5 μM and PO4 < 0.5 μM) had low biomass. Temperature (>26 °C) was not the controlling factor of BA. BB was significantly correlated with chl a biomass both in PRE and NSCS. The bacteria to phytoplankton biomass (BB/PB) ratio increased clearly along the gradient from near-shore PRE (0.15) to offshore CSNP (0.93) and deep OP (2.75), indicating the important role of small cells in the open ocean compared to estuarine and coastal zones. 相似文献

The large green-tide events that occurred in the Yellow Sea in 2008 (3489 km2) and 2009 (4994 km2) are shown to be novel events preceded only once by a much smaller event in 2007 (82 km2). The blooms originated in the coastal area of Jiangsu province and spread north-east towards the Shandong Peninsula. The blooms grew at different rates and mesoscale variability in surface winds explained the differences in the spatial and temporal patterns of blooms in 2008 and 2009. The 2009 bloom was tracked to its origin immediately offshore of extensive intertidal flats between Yancheng and Nantong where recent rapid expansion of Porphyra aquaculture has occurred. We review published hypotheses which have been advanced to explain the occurrence of blooms and in light of our findings, we conclude that the accumulation and disposal of waste Ulva prolifera from Porphyra aquaculture rafts is the most likely cause of the blooms. 相似文献
