Green hope or greenwash? The actions of the European Union at the World Summit on sustainable development

This article examines whether the European Union (EU) could be seen as a normative power at the recent World Summit on Sustainable Development. We explain how the EU operationalised its commitment to the concept of sustainable development before highlighting the impact the EU had on the final summit outcomes. It shows that although in many areas the EU was able to offer leadership, internal policy coherence prevented it fully being able to develop that role and thus fully promoting the norm of sustainable development.

基于SCI-E的国际干旱区研究科学计量指标明显上升,灰色预测显示未来仍将保持较大幅度的上升态势；美国是国际干旱区研究的科学活动中心,国际产出力指标居前的机构绝大多数出自美国；中国是国际干旱区研究产出力排名仅次于美国的第二大国；中国科学院是国际干旱区研究连续八年排名第一、产出力最高的科研机构；国际干旱区研究领域已经形成结构稳固、特征显著的核心支撑学科群。     

The Role of Tourism in the Economic Transformation of the Central West Queensland Economy

Central West Queensland's predominantly pastoral sector experienced considerable hardship in the decade to 1996 as the consequence of drought and low commodity prices. The social and economic consequences were both large and spatially diverse. Those often remoter shires, characterised by few people and services, experienced sharp decline on both dimensions. In contrast, some of the larger and more accessible towns managed to stabilise or even increase both population and services, assisted by the development of the tourism sector. This, in turn, reflects the region's unique geographical character, features of which include strong historical associations, harsh and seasonably variable climate, vast distances, and sparse populations. Unsurprisingly, the tourist industry has been developed by small-scale local entrepreneurs, focuses on distinct market segments--especially the elderly and adventurous, and is highly seasonal.

分析了环洞庭湖区旅游发展现状和持续发展制约因素,提出了区域合作、统筹规划、严格保护、合理开发、永续利用的指导思想,确立了旅游开发目标、开发定位和开发模式,提出了环洞庭湖区域旅游开发措施：建立高效精干的旅游管理协调机构;加强旅游规划管理;加快湖区旅游基础设施建设;加大旅游宣传促销力度,努力提高知名度;加快旅游人才培养;加强湖区旅游环境保护,坚持走可持续发展道路.     

基于夜光遥感影像的粤港澳地区城市发展时空格局演变

将VIIRS时间序列夜光遥感影像首次应用于粤港澳地区,结合LandScan ^TM人口分布图等辅助数据,采用夜间灯光统计、位序-规模法则以及由基尼系数构建的夜光发展指数等方法,在地市级、区县级2种尺度上对其城市发展空间格局进行分析,探究其城市规模的时空演变情况。结果发现,2012—2018年粤港澳地区所有城市的夜光总量均呈现出增长的态势,但中小城市的增速明显高于大城市,汕尾市的夜光增长率高达310.35%。在位序-规模分析中,地市级与区县级的q值在2012—2018年分别下降了16.86%和13.52%,城市规模分布趋于分散的力量大于趋于集中的力量,城市间规模发展日趋平衡。夜光发展指数同样随时间的变化逐渐降低,城市内部夜光与人口之间的分配水平差距正逐渐弥合,中小城市的发展相对更快。同时,夜光发展指数下降最为显著的几个地级市均位于粤东地区,说明粤东地区近年来正展现出强劲的发展态势。     

内蒙古杭锦旗土地利用现状与分区开发治理研究

在１９９６年杭锦旗土地利用调查基础上,分析了土地利用现状、开发程度及经济效益、土地利用中存在的问题等,提出了分区开发治理对策。分区开发治理对策中,重点阐述了土地利用现状、地域分区和生态建设,确定了各分区的用地主导方向,力争建立生态经济型土地利用结构,避免各行业用地矛盾及生态恶性循环的延续。     

Development implications of demographic trends and projections for an arid region:: the case of the Badia Research and Development Project area of Jordan

Development planners in arid areas face many difficulties in preparing appropriate strategies. Their task is made harder by the dearth of reliable demographic information. This paper presents population projections for the arid area of eastern Jordan covered by the Badia Research and Development Project and evaluates the economic and social implications of these projections over the next 20 years. The paper argues that conventional demographic forecasting methods are extremely problematic when applied to a population such as this. Furthermore, the pastoral economy, which has in the past been the main source of livelihood, cannot hope to sustain the region's future population. High fertility rates will continue to place great stress on the educational and health infrastructure. If appropriate planning responses are not achieved, the demographic regime of the Badia project area and the quality of life of the population may continue to diverge from the patterns found in other parts of Jordan.     

美丽中国与联合国可持续发展目标(SDGs)结合的黑河流域水资源承载力评价

水资源是制约干旱、半干旱区社会经济发展的关键因素,结合联合国可持续发展目标（SDGs）指标和美丽中国评价指标,以水资源承载力为核心,从水资源系统、社会系统、经济系统、生态环境系统、协调系统5个方面构建指标体系,基于熵权法确定权重,评价2001-2017年黑河流域各县区水资源承载力及时空分布。结果表明：（1）当前水资源利用效率水平下,2010年以来黑河流域大多数县区GDP均超过最大承载能力,而人口则在2010年以前已超载。（2）从水资源承载综合评价结果来看,2001-2015年随着生态输水工程的进一步实施,水资源承载力有所好转,但中下游波动较大,水资源形势依然十分严峻。（3）控制不断扩展的绿洲面积,减少高耗水农作物种植面积,实施合理用水总量控制和定额管理措施,是减缓水资源压力的重要措施。
