做好地灾防治 保障科学发展

5月12日四川省汶川县发生里氏8．0的强烈大地震,给人民生命财产造成了巨大损失,给灾区人民的生产和生活带来了难以想象的困难,给灾区甚至全国的经济建设和发展都造成了很大的影响。     

构建惩防体系 提升反腐倡廉建设水平

丽水市国土资源局认真贯彻中央《关于惩治和预防腐败体系实施纲要》和上级有关党风廉政建设方针和要求,始终把构建惩防体系落实党风廉政建设责任制作为一项系统的龙头工程来抓,局党委提出了“五个一”的工作目标,即树立一种好形象,建设一个好班子,带出一支好队伍,完善一些好制度,争创一份新业绩。

党的十七大报告在阐述和部署社会主义新农村建设任务时提出,要建立以工促农、以城带乡的长效机制,形成城乡经济社会发展一体化新格局。然而,新农村建设的用地出路在哪里？台州市利用土地调控倒逼机制,以“千村整治、百村示范”活动为抓手,走出了一条宅基地整理和新农村建设有机结合的好路子。本刊遵照潘圣明副厅长的批示精神,特刊登台州市国土资源局刘长春局长亲自组织和参与的《台州市“千村整治、百村示范”工程调研报告》,以供学习和参考。

加快旧村改造 推进社会主义新农村建设

松阳县位于浙西南山区,全县地域面积1406km^2,辖5镇15乡,401个行政村,总人口234万。2007年,全县实现生产总值3027亿元,财政总收入304亿元,其中地方财政收入1．79亿元,经济基础相当薄弱,还处在传统农业经济向现代工业经济发展的起步阶段。     

Effect of Multipoint Heterogeneity on Nonlinear Transformations for Geological Modeling： Porosity-Permeability Relations Revisited

An analysis of statistical expected values for transformations is performed in this study to quantify the effect of heterogeneity on spatial geological modeling and evaluations. Algebraic transformations are frequently applied to data from logging to allow for the modeling of geological properties. Transformations may be powers, products, and exponential operations which are commonly used in well-known relations (e.g., porosity-permeability transforms). The results of this study show that correct computations must account for residual transformation terms which arise due to lack of independence among heterogeneous geological properties. In the case of an exponential porosity-permeability transform, the values may be positive. This proves that a simple exponential model back-transformed from linear regression underestimates permeability. In the case of transformations involving two or more properties, residual terms may represent the contribution of heterogeneous components which occur when properties vary together, regardless of a pair-wise linear independence. A consequence of power- and product-transform models is that regression equationswithin those transformations need corrections via residual cumulants. A generalization of this result isthat transformations of multivariate spatial attributes require multiple-point random variable relations. This analysis provides practical solutions leading to a methodology for nonlinear modeling using correct back transformations in geology.     

Formation Models and Distribution of Oil and Gas Pools in Tarim Basin,China

This article reports the main formation models and distribution of the oil and gas pools in Tarim basin,China,including (I) occurrence of the found oil and gas pools,(2) main formation models of oil and gas pools,and (3) distribution law of oil/gas pools.Petroleum is distributed widely in the strata of Tarim basin from the Sinian at the bottom to the Neogene at the top.However,the found oil and gas fields are mainly distributed in Shaya (沙雅) uplift,Tazhong (塔中) uplift,and Kuche (库车)depression.This article presents 4 main formation models,namely,early formation and long-term preservation,early formation and late reformation,middle-late multiphase-multisource formation,late single-stage formation.Tarim basin is very rich in petroleum resources.Long-term inherited intrabasinal paleohighs and slope zones are the most favorable areas for accumulation of hydrocarbons,but the types of oil and gas pools are different from area to area.The control of unconformities and faults on hydrocarbon accumulating is prominent in Tarim basin.Preservation conditions are of utmost importance.Formation of some oil and gas pools is the result of reforming and re-accumulating of early accumulated hydrocarbons.     

基础电子地图显示的关键技术

电子地图在走向产业化、实用化的过程中,人们越来越感到电子地图的显示所产生的问题不能被忽视。目前,对电子地图显示缺少系统的研究,特别是从理论、技术和实际应用层面相结合的研究还比较少见。因此,在分析基础电子地图显示存在问题的基础上,以地图制图理论为指导,研究了基础电子地图的显示特点,提出了基础电子地图显示研究的理论框架,并针对基础电子地图自适应变焦显示、可视化表达以及显示风格转换系统的研制等关键问题进行了探讨和实践。     

加强土地管理 促进新农村建设健康发展

党的十六届五中全会作出了建设社会主义新农村的重大决定,提出了建设“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的社会主义新农村的宏伟目标,这是以胡锦涛同志为总书记的党中央在新形势下统筹城乡协调发展的重大战略部署,这是提高广大农民群众生活质量、健康水平和文明素质的必由之路,是我国现代化进程中的重大历史任务。如何进一步加强土地管理工作,从我省人多地少的实际出发,更好地支持和服务于新农村建设,是摆在各级政府和国土资源部门面前的重大课题。为此,省国土资源厅成立了专题调研组,     

瑞安市完成新增基本农田地块清查

为进一步做好上一轮土地利用总体规划的实施评价和贯彻落实《浙江省人民政府办公厅关于土地利用总体规划局部修改工作的意见》,瑞安市国土资源局于5月份开始全面开展新增基本农田地块的清查工作。通过近5个月的清查核实,已基本查清了全市2001年1月1日至2007年12月31日期间,通过土地开发整理暨标准农田建设新增耕地可划为基本农田的地块面积及使用情况,并按省厅规定要求,完成了《新增基本农田地块储备库清册》的登记,其成果已通过省国土资源厅审查验收。
