法国巴黎区的规划与整治及其对上海建设的启示

本文对法国巴黎区城市膨胀扩展过程、城市规划指导思想由同心圆模式向轴线发展模式、由单个要素转移到郊区城市综合功能开发转变的原因进行了分析，并对以巴黎城市副中心和郊区新城建设等为主要内容的城市规划经验教训进行了介绍和总结。在此基础上，结合上海市经济社会发展的条件和目标，分析了上海市规划中存在的郊区城市规模小、城市工业“空洞化”、城市建设政策措施协调配套以及浦东建设项目利用效益低下等几个城市建设面临的主要问题，并提出了相应的改进建议。     

四川彭山钙芒硝矿统一规划勘探和开发之成效

论述了在县域内实行矿产资源的统一规划、统一勘探、统一开发的重要性；实现公益性地质矿产调查与商业性地质勘查工作分制运行，以加强矿产资源调查评价与勘查，进而为县域经济可持续发展提供矿产资源保障。     

Spatially weighted supervised classification for remote sensing

A simple approach for incorporating a spatial weighting into a supervised classifier for remote sensing applications is presented. The classifier modifies the feature-space distance-based metric with a spatial weighting. This is facilitated by the use of a non-parametric (k-nearest neighbour, k-NN) classifier in which the spatial location of each pixel in the training data set is known and available for analysis. A remotely sensed image was simulated using a combined Boolean and geostatistical unconditional simulation approach. This simulated image comprised four wavebands and represented three classes: Managed Grassland, Woodland and Rough Grassland. This image was then used to evaluate the spatially weighted classifier. The latter resulted in modest increase in the accuracy of classification over the original k-NN approach. Two spatial distance metrics were evaluated: the non-centred covariance and a simple inverse distance weighting. The inverse distance weighting resulted in the greatest increase in accuracy in this case.     

农业地质信息在农业地质研究与区划中的应用

农业地质是以地质理论为基础与大农业专业理论相结合以解决农业相关问题，服务于农业，以在农业生产实践中获取最大的社会和经济效益。虽然我国正在广泛开展农业地质调查获取了较多的农业地质信息，但信息利用程度低，发挥的经济效益不够理想。分析了在我国开展农业地质研究的意义及其存在的问题，并就农业地质信息在农业区划中的应用进行了探讨。     

水质大涡模拟数学模型研究

建立了基于弱可压缩流基础上的水质大涡模拟数学模型及污染物质扩散系数与平均运动的关系。数值计算采用有限体积法和预测校正法,固壁边界条件采用"部分滑移条件"。并应用该模型对重庆嘉陵江、长江两江交汇段的流场,污染物质浓度分布进行了计算,计算结果与实测值比较吻合。研究表明,横向扩散与流动状态有关,当支流流量相对较小时,横向扩散较弱,形成岸边污染带,当支流流量相对较大时,横向扩散较强,污染带向江心移动。     

The neoliberalization of ecosystem services: wetland mitigation banking and problems in environmental governance

Wetland mitigation banking is an American neoliberal environmental policy that has created a functioning market in `ecosystem services', commodities defined using the holistic measures of ecological science. The development of this market is discussed as a project of environmental governance, defined as the nation-state's regulation of ecological relations within its territory towards stabilizing capitalist relations of power and accumulation. I argue that the wetland banking industry serves as a bellwether that presages problems that other strategies of neoliberal environmental governance will experience. Ethnographic, economic and ecological data from the Chicago-area wetland banking industry inform a discussion of two major obstacles to neoliberal strategy: the problem of relying on ecological science to define the unit of trade, and the problem of aligning the somewhat independent relations of law, politics, markets and ecosystems across an array of spatial scales. Theoretical guidance is sought from recent work on `social natures' and from the Regulationist approach to institutional political economics.     

The environmental planning and management approach towards the development and management of the Osun natural spring project,Ibadan, Nigeria

There is a general shortage of potable water in Nigeria, partly through the lack of natural provision and partly because of rapid urban growth that has largely been unplanned. The paper describes the recent redevelopment of a public water facility in a run-down area of Ibadan which is part of the Sustainable Ibadan Project. Despite funding from national and international bodies, the development is strongly based at community level. The local inhabitants feel they have control over their own water supply through their representatives on the various planning and managing committees. This aims to reduce vandalism and to increase pride and involvement in the community. The project is a pilot for other projects around Ibadan, some of which have begun and others are being planned. This paper describes the administrative structures and management principles that have been employed. It forcefully advocates community-based planning and management which respects both the environment and the water-users, and involves a major “bottom-up” element. 城市开放空间的空间组织研究

传统的城市规划学和地理学的研究重心是对城市建筑实体的空间组织和管理基于城市建设实践的新需求和理论研究的新发展，文章以城市开放空间为研究对象，对其空间组织的概念、原则、依据、方法和步骤进行了理论概括，以期对我国城市的现代化建设和理论研究有所裨益。     

Regions and sustainable development: regional planning matters

This paper looks at how the term 'sustainable development' has been used in the process of regional plan making over the past decade. It emphasizes the differing geographies of these debates within England, in terms of how sustainable development has been used to justify different types of approach in different parts of the country. Both drawing on and challenging recent work on state theory, the paper argues the need to see regional planning as a part of a multi-scalar governance system, whose importance should not be underestimated.
