A review of case law and other documentation of human rights issues in fishing communities highlights forced evictions, detention without trial, child labour, forced labour and unsafe working conditions, and violence and personal security, including gender-based violence, as key areas of concern. We argue that human rights violations undermine current attempts to reform the fisheries sector in developing countries by increasing the vulnerability and marginalization of certain groups. Citing cases from India, the Philippines, Cambodia, and South Africa, we show how human rights advocacy can be an effective element of support for development in fisheries. Finally, we outline how fisheries reform can better address human rights issues as an essential complement to the equitable allocation of fishing rights, contributing to improved resource management and human wellbeing.  相似文献

No clear definition of sustainable development exists to guide politicians in solving challenges at the global or regional levels. Rather, the concept's use has increasingly reflected socially desirable attributes of solutions to local- and project-level problems, but these ignore the global challenges that the concept was meant to address. We return to the original definition of sustainable development used in the Brundtland Report and suggest an assessment method to determine whether countries currently meet the threshold values of four equally important primary dimensions: safeguarding long-term ecological sustainability, satisfying basic needs, and promoting intragenerational and intergenerational equity. We also define indicators and threshold values for each of these dimensions; in addition, we show how 167 countries compare in meeting these threshold values. Currently, no country meets all four thresholds. Even so, we propose that, with the use of technology and behavioural changes, it will be possible to reach the threshold values by 2030.  相似文献

利用1981-2010年重庆地区34个地面气象站资料日值数据集,基于人体舒适度指数模型和气候影响评价标准,综合采用线性回归、M-K突变、小波理论和EOF分析等方法分析人体舒适度日数时空分布特征。结果表明:重庆地区年平均人体舒适日数为199 d,主要舒适季节为春、秋季,占全年的71 %;人体舒适日数年际变化较大,总体呈上升趋势,存在4 a、7-8 a的周期振荡,其中热不舒适日数呈上升趋势,冷不舒适日数呈下降趋势;年平均人体舒适日数和热不舒适日数空间分布渝西南及渝东北日数较其他地区偏多,且存在季节性差异,而人体冷不舒适日数则相反。  相似文献

Anthropogenic disturbances influence plant regeneration and species diversity, which impact the conservation status of protected areas. A study was conducted in the Sitakund Botanical Garden and Eco-park (SBGE), Chittagong, Bangladesh to analyze the natural regeneration and tree species diversity in disturbed and less disturbed zones. Stratified and systematic random sampling was used to select 50 sample plots from each of the two zones. A total number of 109 plant species from 43 families were recorded in the study; of which 93 species were of natural origin while the rest were planted. From the species with natural origin 66 were tree species, 9 were shrub species and 28 were climbers. Species richness, density of regeneration and disturbance index in the height classes (0- 0.5 m) and {dbh 〉 6 cm) indicated significant differences between the zones. The study analyzed how disturbances affect species diversity in the area. It was found that species richness and basal area are negatively related with disturbances. Moreover, density (N/ha) of trees was more likely to decrease with increasing tree height that reflects the huge demand of local people to harvest large trees as part of their income generating activities. The study findings have implications for future managementdecisions of the SGBE. To restore these ecosystems, management should focus on both biodiversity eonservation and providing benefits to local people without hampering forest ecosystems.  相似文献

The concept of provisioning systems has recently emerged as a promising way to understand the differences between levels of resource use and social outcomes observed across societies. However, the characteristics of provisioning systems remain poorly understood. Here, we make a new contribution to conceptualising provisioning systems and to understanding differences in the resource efficiency with which they achieve social outcomes. We define a provisioning system as a set of related elements that work together in the transformation of resources to satisfy a foreseen human need. We analyse six theories in terms of their contribution to understanding provisioning systems within the biophysical and social constraints of Raworth’s “Safe and Just Space” framework. We find that most of these theories fail to prioritise human needs and well-being, and do not incorporate explicit environmental limits. However, they provide important insights that we draw upon to identify six important provisioning system elements (households, markets, the commons, the state, techniques, and material stocks). Based on the theories, we also identify two important relationships between elements, namely feedbacks and power relations. We further propose the concept of “appropriating systems” as a component of provisioning systems. Appropriating systems reduce the resource efficiency of human well-being via rent extraction, and act as a barrier to meeting human needs at a sustainable level of resource use. We combine these concepts into a new framework, and discuss applications to energy systems.  相似文献

利用宁波四明山区域气象观测站逐日和逐小时气象要素观测资料,分析该区域气候条件,并以舒适度指标等评估其气候生态。结果表明,1961—2017年四明山区域气温持续上升,降水增多,日降水峰值集中在16—18时且未出现明显变化,小风日数增多,气候适宜日数明显增加。气温是影响该区域人体舒适度的主因,其次是相对湿度和风;春秋舒适日数多,气候温润,日晴夜雨特征明显;夏季凉爽,是理想的避暑休闲胜地;年舒适时数高山与平原相近,但季节差异明显,夏季高山地区非常舒适,其他三季平原更舒适。区域气候模式结果显示,未来四明山区域气温继续维持升高趋势,降水有所增加,极端高温事件增多,极端低温事件减少,人体舒适日数呈减少趋势,春、秋季略增加,夏季减少明显。  相似文献

The Yellow, Yangtze and Pearl Rivers supply over 90% of the sediment flux from China to the western Pacific Ocean. Trends and abrupt changes in the water discharge and sediment load of the three rivers were examined and compared based on data updated to the year 2011 at the seasonal and annual scales. The total water discharge from the three rivers shows a statistically insignificant decreasing trend with a rate of 0.62 × 109 m3/a, and the total sediment load shows a statistically significant decreasing trend at a rate of 31.12 × 106 t/a from the 1950s to 2011. The water discharge of the entire Yellow River and the upstream portion of the Yangtze River shows significant decreasing trends, and that of the mid-lower stream of Yangtze River and the entire Pearl River shows insignificant trends. The sediment loads in the three river basins all show significant decreasing trends at the annual and seasonal scales, and a dramatic decrease in the 2000s resulted in a more obvious decreasing trend over the studied period. From the 1950s to the 2000s, the contribution of sediment flux from the Yellow River to the ocean decreased from 71.8% to 37.0%, and the contributions of the Yangtze and Pearl Rivers increased from 24.2% and 4.0% to 53.0% and 10.0%, respectively. Inter-annual variations in water discharge and sediment load were affected by climate oscillations, such as the El Niño/Southern Oscillation, and the long-term decreasing trend in sediment load was primarily caused by human activities. Dam constructions and soil conservation projects were the major causes of sediment reduction. From the 1970s to the 2000s, the decrease in total sediment load from the three rivers caused by climate change and human activities was 2.24 × 108 t/a (23.0%) and 7.5 × 108 t/a (77.0%), respectively. In the coming decades, the sediment flux from the three rivers into the sea will decrease further with intensifying human activities, resulting in many challenges for the management of river basins and river deltas.  相似文献

Large-scale marine protected areas (LSMPAs) are rapidly increasing. Due to their sheer size, complex socio-political realities, and distinct local cultural perspectives and economic needs, implementing and managing LSMPAs successfully creates a number of human dimensions challenges. It is timely and important to explore the human dimensions of LSMPAs. This paper draws on the results of a global “Think Tank on the Human Dimensions of Large Scale Marine Protected Areas” involving 125 people from 17 countries, including representatives from government agencies, non-governmental organizations, academia, professionals, industry, cultural/indigenous leaders and LSMPA site managers. The overarching goal of this effort was to be proactive in understanding the issues and developing best management practices and a research agenda that address the human dimensions of LSMPAs. Identified best management practices for the human dimensions of LSMPAs included: integration of culture and traditions, effective public and stakeholder engagement, maintenance of livelihoods and wellbeing, promotion of economic sustainability, conflict management and resolution, transparency and matching institutions, legitimate and appropriate governance, and social justice and empowerment. A shared human dimensions research agenda was developed that included priority topics under the themes of scoping human dimensions, governance, politics, social and economic outcomes, and culture and tradition. The authors discuss future directions in researching and incorporating human dimensions into LSMPAs design and management, reflect on this global effort to co-produce knowledge and re-orient practice on the human dimensions of LSMPAs, and invite others to join a nascent community of practice on the human dimensions of large-scale marine conservation.  相似文献

Society could sustain the impact of climate change by adapting to the change and mitigating risks from adverse effects of increasing changes, so that it can continue maintaining its prospect and improving wellbeing. Nevertheless, climate change is more or less affecting society's functions at different scales, including both individuals and communities. In this review, we discuss the relationship between society and climate change in China from the aspects of the needs at different socioeconomic developing stages. The relationship as well as the current spatial pattern and future risks of the climate change impacts on societies are summarized. The complexity of social and climatic systems leads to the spatial heterogeneity of climate impacts and risks in China. To more effectively leverage increasing knowledge about the past, we advocate greater cross-disciplinary collaboration between climate adaption, poverty alleviation and Nature-based Solutions (Nbs). That could provide decision makers with more comprehensive train of thoughts for climate policy making.  相似文献

利用1960—2005年京津冀地区66个地面气象站气候资料日值数据集,基于人体舒适度指数和风寒温度模型,分析京津冀地区人体舒适度时空特征,计算了京津冀地区春、夏、秋、冬季各站逐日人体舒适度指数和冬季风寒温度。通过人体舒适度指数聚类分析得出人体舒适度指数分区,在此基础上探讨各分区具有代表性站点的各级舒适日数比例和冬季人体舒适度的时空特征及空间分布的主导因素。结果表明:京津冀地区人体舒适度空间分布大致可以分成3种类型,即热舒适平原山地区、冷舒适滨海区和冷不舒适高山区;依据风寒温度,京津冀地区冬季人体舒适度分为冀北、冀南两区,整个地区风寒温度增大趋势显著;京津冀地区人体舒适度与高程、纬度变化均存在显著负相关,其空间分型主导因素为高程、纬度的变化。  相似文献
