作为“一带一路”倡议的样板工程和旗舰项目,中巴经济走廊中的风电项目建设已经初现规模。中国在巴基斯坦的工程建设中,风电优先项目涉及的项目金额约为6.47亿元,运营期累计发电量可以达到近180亿千瓦时,可累计减少二氧化碳排放13.90兆吨。伴随跨境风电项目的梯度转移,中国可再生能源项目落地并网取决于东道国的政策制度安排、建设运营模式、设备供应体系以及电价收购协议等。本研究有助于协助沿线国家完善能源政策制度、加快清洁电力发展、应对气候变化、落实碳减排承诺,为绿色“一带一路”建设中可再生能源项目的推广提供借鉴。  相似文献

Marine renewable energy is likely to be an important part of UK energy policy over the next decades. A start has already been made, but to generate power on a significant scale requires the use of vast areas of ocean, on which there are competing claims. Legislation, and in particular the Energy Act 2004, goes a long way towards giving developers the legal infrastructure they need, to invest with confidence. But it is far from perfect, in dealing with important competing rights. This article has a narrow (but important) focus. It assumes that there are no problems over jurisdiction or international law. It is concerned principally with the rights of UK citizens. The issue is about reconciling the generation of large-scale marine renewable energy with other legitimate uses of the sea, and in particular fishing and navigation rights.  相似文献

Abstract

This paper proposes a method for assessing the renewable groundwater reserves of large regions for an average year, based on the integration of the recession curves for their basins' springs or the natural baseflow of their rivers. In this method, the hydrodynamic volumes (or renewable reserves), were estimated from the baseflow. It was assumed that the flow was the same as the natural recharge, and the recession coefficients were derived from the hydrogeological parameters and geometric characteristics of the aquifers and adjusted to fit the recession curves at gauging stations. The method was applied to all the aquifers of Spain, which have a total renewable groundwater reserve of 86 118 hm3—four times the mean annual recharge. However, the spatial distribution of these reserves is highly variable; 18.6% of the country's aquifers contain 94.7% of the entire reserve.

After many years of slow progress, we find that worldwide environmental, political, and economic pressures are providing greater purchase for the accelerated development of renewable energy. Although many people would consider this quickening pace good news, the transition from conventional resources has encountered public resistance. In this article I examine the nature of challenges to the development of geothermal, wind, and solar energy projects in three places: the United States, Scotland, and Mexico. The common thread in the public reservations about renewable energy is landscape change and the consequent disruption such change produces to established ways of life for those who are nearby. It also suggests the importance of rebalancing the emphasis of renewable energy programs away from the traditional technical focus that dominates development planning. The more suitable and expedient approach would be to consider the challenges of development as predominantly social matters with technical components, rather than the other way around. To accept this view is to unlock the door to a renewable energy future.  相似文献

随着地源热泵技术的推广应用,浅层地温能作为新型可再生资源得到了重视,对浅层地温能的资源评价业已展开。目前,从浅层地温能赋存地区的地质特点出发,分析其资源可开采量的研究尚不多见。重点介绍了浅层地温能可开采资源量的常规评价方法,并针对苏北平原区的地质特点,分析了在苏北平原区的具体地质特征下不同评价方法的适用性,得出了地下水式地源热泵可开采资源量的适宜评价方法为地下水量折算法;地埋管式地源热泵可开采资源量的适宜评价方法为换热量现场测试法;通过对本地区的工程案例分析,验证了上述2种方法在苏北平原区浅层地温能可开采资源量评价中能取得较高的精度。  相似文献

While political ideology is a consistent predictor of public environmental views in the United States, religious affiliation may also be an important correlate of environmental attitudes, especially in regions with a majority denomination. Using data from a 2014 survey in five communities across Utah, Idaho, and Wyoming (n = 906) experiencing renewable energy development, we investigate the influence of religious affiliation on environmental beliefs, views about climate change, and support for renewable energy. We are particularly interested in the influence of Mormonism, an understudied area of research. We find Mormonism, Protestantism, and Catholicism all significantly and negatively related to general pro-environment beliefs. However, this relationship doesn’t hold as consistently for views about global warming or renewable energy development. We also find income, gender, length of residence, and political orientation to be important predictors of environmental attitudes, and that general environmental beliefs are only weakly related to views about renewable energy.  相似文献

The Wells turbine is an axial-flow air-turbine designed to extract energy from ocean waves. An important consideration is the self-starting capability of the Wells turbine, a phenomenon encountered where the turbine accelerate by itself up to a certain speed for the best turbine performance. In order to clarify the self-starting characteristic and running performance of the Wells turbine in an irregular oscillating flow, a numerical simulation process is established in this paper on the rational assumption of quasi-steady flow conditions. Both self-starting characteristics and running performance are obtained through the numerical simulation and subsequently compared with the experimental data achieved on a computer-controlled oscillating flow test rig which could realize some irregular oscillating flow according to the specified spectrum. Results show that the self-starting time decreases with the increase of the significant wave height and the mean frequency of the irregular oscillating flow. Therefor  相似文献
