We analysed the extent to which European politicians have adhered to scientific recommendations on annual total allowable catches (TACs) from 1987 to 2011, covering most of the period of the Common Fisheries Policy (CFP). For the 11 stocks examined, TACs were set higher than scientific recommendations in 68% of decisions. Politically-adjusted TACs averaged 33% above scientifically recommended levels. There was no evidence that the 2002 reform of the CFP improved decision-making, as was claimed at the time. We modelled the effects of such politically-driven decision-making on stock sustainability. Our results suggest that political adjustment of scientific recommendations dramatically increases the probability of a stock collapsing within 40 years.In 2012 European fisheries policy will undergo a once-a-decade reform. Ten years ago radical reforms were promised but the changes failed to improve sustainability. It is likely that the 2012 reform will be similarly ineffective unless decision-making is changed so that catch allocations are based on science rather than politics. 相似文献

Despite their apparent economic benefits to harvesters, individual fishing quotas (IFQs) have only been adopted in three US fisheries: Mid-Atlantic surf clam and ocean quahog; South Atlantic wreckfish; and, North Pacific halibut and sablefish. During the 1996 reauthorization of the Magnuson-Stevens Fishery Conservation and Management Act, Congress temporarily blocked implementation of additional IFQ programs in US fisheries. In this paper, we argue that because of the emergence of an alternative, the cooperative, it is unlikely that new IFQs will be adopted in federally managed US fisheries. From an economic perspective, cooperatives offer the advantage of eliminating production externalities that may remain under an IFQ program with relatively large owner classes. More significantly, development of IFQ programs appears to be increasingly overwhelmed by the proliferation of both equity concerns and seemingly interminable rent-seeking behavior — both issues that can effectively block adoption of IFQs. Ironically (and paradoxically?), by reducing the scope of the equity issues acknowledged, the cooperative alternative narrows the pool of claimants and modifies the behavior of the remainder, making implementation more likely. A further irony exists in that IFQs are widely thought to be best designed at the local/regional level while part of the appeal of the cooperative model is that it appears to shortcut the often protracted nature of the local/regional political process by relying on direct intervention from Washington, DC, in the form of actions by Congress or the Justice Department. 相似文献

This study investigates changes in the total factor productivity (TFP) and identifies the main sources of TFP growth following the adoption of an individual fishing quota (IFQ) program in the Gulf of Mexico red snapper commercial fishery. Utilizing an unbalanced panel of 722 vertical line vessels Malmquist indices were derived from an output-oriented stochastic distance frontier. The analysis shows that the IFQ program had a positive impact on the productivity of the fleet and that most of the productivity gains were due to improvements in technical efficiency. The study also finds that changes in technical efficiency were time variant suggesting that the exit of the less efficient vessels and easing of command and control regulations such as trip limits and short fishing seasons were responsible for most of these gains. Changes in the exploitable biomass of red snapper were found to have a moderate impact on productivity growth whereas the impact of technological progress was minimal. 相似文献

For decades the need to reduce surplus fishing capacity has been a fisheries political priority. While decommissioning schemes (buyback programs) usually is a publicly financed measure to reduce capacity, the Norwegian decommissioning scheme is privately financed. Whereas market-based transactions are assumed to lead to cost free adaptations, the Norwegian version reflects public policy aims which impose severe transaction costs on private actors. This article examines the use of market mechanisms for fleet capacity reduction, how private actors adapted to the new order, and the transfer of quota transaction costs from the public to the private sphere. 相似文献

We present a model to investigate the success and resulting patterns of phytoplankton migration, based on motility which depends exclusively on the internal energy and nutrient state of the cells. The model consists of migrating and non-migrating sub compartments for phytoplankton, and migration is a function of the prescribed threshold values for internal quotas. The different modes of phytoplankton behavior are evaluated in the framework of a coupled physical–biological model that includes wind-driven up- and downwelling. The results show that (1) migration is almost always advantageous with respect to biomass, (2) a wide variety of migration patterns (e.g., subsurface maxima, surface-avoidance behavior) can be reproduced by a relatively simple treatment of motility, (3) multiple deep chlorophyll maxima can be explained as the result of certain threshold values in combination with negligible vertical movement of the water, and (4) descending tongues of high phytoplankton concentration may be caused by migratory behavior and not necessarily by subduction due to frontal convergence. Individual transferable quotas (ITQs) have been introduced in a number of different countries, including Australia. Using seven Australian commonwealth fisheries the paper undertakes an ex ante cost–benefit analysis whether to introduce ITQs into these fisheries. The analysis uses five cost–benefit criteria, and in particular the gross value of production (GVP), to evaluate whether ITQs should be introduced or not. For fisheries where the net benefits do not currently justify ITQs, a pathway is provided to improve management outcomes with the use of individual transferable efforts units (ITEs). 相似文献

Internationally, individual vessel quotas (IVQ) have become an increasingly popular management tool. The main attraction of IVQs is the incentives they create for cost savings, autonomous capacity adjustment and, subsequently, rent generation. In this paper, the extent to which different IVQ systems have facilitated resource rent generation and capacity adjustment in five European countries—Denmark, Iceland, Norway, Sweden and the UK—is examined. The potential economic rents and the capacity reduction necessary to achieve these rents in each of the fisheries are also estimated. Marine fish discarding has become a contentious environmental issue, but little attention has been paid to the moral grievances that sometimes underlie discarding practices. This article explores such a moral grievance through a case study of the under-10 m fishery in Sussex, England, where discarding of cod (Gadus morhua) has become a highly charged issue, skippers blaming it on unjust quota allocations. The moral claim to a greater quota allocation is analysed using two conceptions of distributive justice, entitlement and desert. The conclusion reached is that the under-10 m fleet’s entitlement arguments for a higher quota are weaker than their desert arguments, but that entitlement arguments weigh more heavily than desert arguments with government when it allocates quota. 相似文献
