三维激光扫描在建设工程竣工规划核实中的应用研究

本文介绍了建设工程竣工规划核实的主要方式,阐述了测量在竣工规划核实中的重要性,及目前核实方式中存在的问题.然后,针对三维激光扫描的技术原理,分析了三维激光扫描技术在竣工规划核实中应用的可行性,并通过对控制点布设、点云配准、建筑物特征点提取等技术方法的研究,实现了三维激光扫描在竣工规划核实中的应用,具有一定理论意义和实用价值.     

地理信息系统在城市规划管理中的应用

以往的城市规划业务流程更多的是在C/S结构的软件系统下实现,近几年随着网络技术的发展,大部分已转向在B/S结构下实现,但由于地理信息系统技术在B/S结构下的空间数据管理及更新等操作上的技术瓶颈,要求它要以新的方式为规划管理业务提供图形支持。本文从将这种图形支持分成几个大的功能模块的基础上,阐述如何将地理信息系统的新技术应用到规划行业,并开发应用系统。     

基于“数字湖州”的规划管理信息系统建设

随着城市建设任务增大,如何以新技术、新方法构建管理信息系统协助城市规划的高效管理一直是人们研究的热点问题。本文以湖州市规划管理信息系统的建设为例,阐述了基于"数字湖州"在线地图调用的可行性,并以此为基础开发建设了服务规划管理全流程的城市规划管理信息系统。     

Combining geographic information systems and ethnography to better understand and plan ocean space use

Agencies in the US with oversight for marine renewable energy development idealistically have sought space where this new use might proceed unhindered by other uses. Despite experiential evidence of spatial overlap among existing ocean uses, a lack of documentation made the identification of potential space-use conflicts, communication between existing and potential ocean users, and the design of mitigation exceedingly challenging.We conducted a study along the US Atlantic and Pacific coasts to gather and document available spatial information on existing use through a compilation and organization of geographic information system (GIS) data. Stakeholder group meetings were used to vet the collected spatial data, and ethnographic interviews were conducted to gather knowledge and cultural perspectives. Results show extensive coverage and overlap of existing ocean space uses and provide a visualization of the social and cultural landscape of the ocean that managers can use to determine which stakeholders to engage.Marine resource managers are encouraged to recognize that marine space use is dynamic and multi-dimensional and as such research thereof requires a balance between the efficiency of GIS and the stories captured and told by ethnographic research. There are important linkages within and across fisheries and other uses, communities and interests, and across the land–sea interface. Therefore, it is important to use techniques demonstrated in this research that (1) integrate ethnographic and geospatial data collection and analysis; (2) engage stakeholders throughout the process; and (3) recognize the unique qualities of each geographic location and user group to support sound decision-making.     

Putting accessibility in place: A relational reading of accessibility in policies for transit-oriented development

In order to facilitate sustainable development, a shift from mobility-based to accessibility-based planning has been suggested. However, if we rely on the modern conceptualisation of accessibility, such a shift would have limited results. As an alternative, this paper proposes a relational reading of accessibility, which questions the divide between mobility and place upon which the modern definition is based. It argues that the accessibility of a place is characterised by a specific coordination of presences and absences that depends as much on boundaries and exclusions as on mobility. If accessibility changes, so does the place. This interpretation makes accessibility a matter of priorities and provides a critical perspective on arguments for time–space compressions and progress. This is illustrated here using the example of a regional strategy for transit-oriented development in Sweden (Region Scania). For that case, the discourse on accessibility revealed simplified arguments for densification, progress and metropolitan ideals, contradicting the initial inclusive intentions of the strategy. Thus, there is a need to put accessibility in place so that a shift to accessibility-based planning facilitates a move towards social and environmental sustainability.     

我国沿海城市应对气候变化的发展战略

我国沿海地区战略地位十分重要,并呈现“区域发展沿海化,沿海城市临海化”的趋势,但同时却面临着全球气候变化引起的海平面上升、极端气候灾害频发等诸多严峻挑战。为在战略层面解决我国向海发展的战略与全球气候变化的矛盾与冲突,文中提出了我国沿海城市应对气候变化的发展战略：确定了总体目标是建设适合我国国情的沿海气候弹性城市,提出了“规划引领、陆海统筹、主动适应、积极减排、适度冗余、增加弹性”的应对原则,明确了强化城市规划管控、控制空间发展方向、严控围填海造地、优化城市空间布局、提高规划设计标准、加强海岸防护设施、夯实城市基础设施和提升监测预警应急等8项重点任务。

城市规划信息系统作为城市地理信息系统的一个重要的专题分支系统 ,是城市规划体系的基础和纽带。因此 ,通过研究城市规划信息系统的基础理论来指导城市规划信息系统的具体实践 ,进而实现城市可持续发展的战略 ,具有重要意义。
