From November 24 to 26, 2014, a red tide event occurred in the offshore water off the Hailing Island located at the western Guangdong coast. The red tide appeared as pink strips distributed within 3 km in the offshore water and extended for about 10 km along the shoreline. During the flood tide, the pink seawater rushed to the beach with breaking waves, forming foam strips on the beach. Guangdong Province Key Laboratory for Coastal Ocean Variation and Disaster Prediction Technologies, Guangdong Ocean University, emergently responded to the event and organized three-dimensional observations from the air, onboard and on beach. The preliminary analyses of the cruise data and water samples indicate that the event was induced by nontoxic Noctiluca scintillans, of which the concentration reaches as high as 4 200 cells/L near the surface and 2 600 cells/L at the bottom. 相似文献

The worldwide increase in commercial fisheries and its impact on ecosystems as well as inefficient fishery management have led to overfishing and frequent breakdown of traditional fish stocks.In this context,an analysis of Khuzestan inshore fisheries data covering the years 2002–2011,was conducted in reliance on testing for occurrence of the fishing down marine food webs(FDMFW) phenomenon in the North of Persian Gulf Large Marine Ecosystem(LME).In this study,the mean trophic level(m TL) and the fishing-in-balance(FIB)-index of Khuzestan landings during this period of time were estimated using the trophic level of 47 fishery resources.Increase in total landings(Y) was observed,which explained the high fishing yield in major fishery resources(especially demersal).Moreover,the moderates decreasing trend in m TL per decade,and the increasing trend in FIB-index were observed.The status of fishery resources in Khuzestan inshore waters(under exploited but not overexploited),the rise in Y,FIB and slightly drop in m TL can be considered as indirect indicators of the fishing impacts on the trophic structure of marine communities.Based on this result,probability occurrence of FDMFW process in Khuzestan inshore waters is low to some extent.However,we suggest that the goal of management programs in Khuzestan inshore waters should prevent the continuance of this trend in the long-term using an ecosystem-based approach. 相似文献

The development of regional governance for the protection of the environment, sustainable use of natural resources and conservation of its biodiversity is unquestionably a cornerstone of international environmental law and policy. With regard to marine and coastal issues, it has mainly been taking place through Regional Seas programmes, Regional Fishery Bodies and Large Marine Ecosystems mechanisms. Based on a similar geographical approach, however, these regional mechanisms raise concerns relating to their coordination and efficiency, and possibly overlap in what they aim to achieve. This paper provides a review of existing regional oceans governance mechanisms, assessing their individual and collective capacities to move towards ecosystem-based management, and highlighting options to make the regional landscape more coherent and effective. 相似文献

Transboundary cooperation is viewed as an essential element of Marine Spatial Planning (MSP). While much of the MSP literature focuses on the need for, and benefits of, transboundary MSP, this paper explores the political and institutional factors that may facilitate the effective transition to such an approach. Drawing on transboundary planning theory and practice, key contextual factors that are likely to expedite the transition to transboundary MSP are reviewed. These include: policy convergence in neighbouring jurisdictions; prior experience of transboundary planning; and good working relations amongst key actors. Based on this review, an assessment of the conditions for transboundary MSP in the adjoining waters of Northern Ireland and the Republic of Ireland is undertaken. A number of recommendations are then advanced for transboundary MSP on the island of Ireland, including, the need to address the role of formal transboundary institutions and the lack of an agreed legal maritime boundary. The adoption of UN Convention of the Law of the Sea in 1982 created optimism for indigenous peoples and marginalised coastal communities that they may (re)gain control of, or improve access to, marine resources. However concerns were also raised that opening the seas to industrial development might create threats for traditional users of the sea. Twenty-five years later the potential enclosure of large areas of coastal seas to marine renewable energy development is reigniting debates about marine governance, access and control over marine resources. Case studies in Scotland, Canada, New Zealand and Australia reveal a dynamic tension between: an economic development ‘blue growth’ agenda requiring the creation of private rights in the sea; and socio-political drivers which seek to address historic injustices and increase access to natural resources by indigenous and marginalised coastal communities. As yet there is little evidence of this tension being adequately addressed by emerging institutional frameworks for managing marine resources. 相似文献

This paper presents the Biogeographic Assessment Framework (BAF), a decision support process for marine spatial planning (MSP), developed through two decades of close collaborations between scientists and marine managers. Spatial planning is a considerable challenge for marine stewardship agencies because of the need to synthesize information on complex socio-ecological patterns across geographically broad spatial scales. This challenge is compounded by relatively short time-frames for implementation and limited financial and technological resources. To address this pragmatically, BAF provides a rapid, flexible and multi-disciplinary approach to integrate geospatial information into formats and visualization tools readily useable for spatial planning. Central to BAF is four sequential components: (1) Planning; (2) Data Evaluation; (3) Ecosystem Characterization; and (4) Management Applications. The framework has been applied to support the development of several marine spatial plans in the United States and Territories. This paper describes the structure of the BAF framework and the associated analytical techniques. 2010年4月20日美国墨西哥湾"深水地平线"石油钻井平台发生爆炸,并引发大火,致使大量的原油(~500万桶)在深海(~1 500m)泄露,这场灾难造成了巨大的环境和经济损失,也对石油开采业的发展产生了负面影响。文中综述了此次事故溢出石油的总量,泄露速率以及测量相关数据中所涉及的技术及方法,对进一步研究溢油转移的趋势和转化过程具有指导意义。喷洒了6.6×106 L的消油剂,消油剂可以促使溢油的快速分散,同时也会给海洋生态系统造成一定的影响。该事故对墨西哥湾的植被和海洋生物有不同程度的影响,如沼泽植被、海水中的浮游动/植物、鱼类、贝类、珊瑚虫、迁徙鸟类,甚至是墨西哥湾大型底栖生物。此次溢油事故涉及各种不同的环境情况,为研究石油烃降解菌在溢油转移和降解过程中种群和群落的变化提供了一个独特的机会,消油剂处理过的溢油转化机理以及微生物降解过程中生物表面活性剂的产生与生物标志物以及微生物菌落的变化之间的关系,仍需要进一步的深入研究和探讨。 相似文献
