A new open access dataset ATMEL2007A (http://ael.physic.ut.ee/tammet/dd/) takes advantage of the diary-type data structure. The dataset comprises the measurements of atmospheric electric field, positive and negative conductivities, air ion concentrations and accompanying meteorological measurements at 13 stations, including 7 stations of the former World Data Centre network. The dataset incorporates more than half a million diurnal series of hourly averages and it can easily be expanded with additional data. The dataset is designed for importing into a personal computer, which makes possible the appending of private data and safely protecting it from public access. Available free software allows extracting data excerpts in the form of traditional data tables or spreadsheets. Examples show how the dataset can be used in the research of the correlations and trends in atmospheric electricity and air pollution.  相似文献

Governance failures are at the origin of many resource management problems. In particular climate change and the concomitant increase of extreme weather events has exposed the inability of current governance regimes to deal with present and future challenges. Still our knowledge about resource governance regimes and how they change is quite limited. This paper develops a conceptual framework addressing the dynamics and adaptive capacity of resource governance regimes as multi-level learning processes. The influence of formal and informal institutions, the role of state and non-state actors, the nature of multi-level interactions and the relative importance of bureaucratic hierarchies, markets and networks are identified as major structural characteristics of governance regimes. Change is conceptualized as social and societal learning that proceeds in a stepwise fashion moving from single to double to triple loop learning. Informal networks are considered to play a crucial role in such learning processes. The framework supports flexible and context sensitive analysis without being case study specific.First empirical evidence from water governance supports the assumptions made on the dynamics of governance regimes and the usefulness of the chosen approach. More complex and diverse governance regimes have a higher adaptive capacity. However, it is still an open question how to overcome the state of single-loop learning that seem to characterize many attempts to adapt to climate change. Only further development and application of shared conceptual frameworks taking into account the real complexity of governance regimes can generate the knowledge base needed to advance current understanding to a state that allows giving meaningful policy advice.  相似文献

Much emphasis has been placed on the importance of learning to support collaborative environmental management and achieve sustainability under conditions of social–ecological change. Yet, on-going struggles to learn from experience and respond to complex social–ecological conditions reflect an emerging paradox. Despite widespread support of learning as a normative goal and process, core concepts, assumptions and approaches to learning have been applied in vague and sometimes uncritical ways. Greater specificity with respect to learning goals, approaches and outcomes is required. In response to this gap, we examine five dimensions of the learning paradox in the context of adaptive co-management, where the learning and linking functions of governance are stressed: (i) definitions of learning; (ii) learning goals and expectations; (iii) mechanisms by which learning takes place; (iv) questions regarding who is involved in the process of learning; and (v) the risks and ethical ambiguities faced by different actors expected to willingly participate in a learning process, whether formal or informal. Lessons from experience with a series of cases from the global North and South illustrate the implications of these dimensions. Resolving the dimensions of this learning paradox will require greater attention to capacity-building, recognition of the role of risk, and consideration of how incentives could be used to encourage learning. Further consideration of the role of power and marginality among groups participating in the learning process is also needed, as is more systematic evaluation to monitor and measure learning outcomes.  相似文献

This paper presents the failure process of the external waste dump of the South Field Mine, the major open pit mine in Greece. The waste materials of the mine were deposited in three phases, forming an average inclination slope 10% and a total height of 110 m from the ground surface. The failure occurred when the third phase of the deposit was initiated. The high moisture content of the waste materials and their deposition over a spring, choking its flow, had as a result the development of high pore water pressure in clayey and marly materials in the base of the deposit. As a consequence, a large scale slope failure incident occurred. The landslide involved the mobilization of waste material in the order of 40 Mm3, while the material that moved outside the boundaries of the waste dump was in the order of 2.5 Mm3. The stability of the waste dump was investigated using the limit equilibrium analysis and different types of models.Limit equilibrium analyses were performed using different methods and considering the clay layer of small shear resistance that exists in the base of the deposit. They do not indicate activation of failure mechanism, only that there is a combination of high pore water pressure that developed in the deposit because the covering of the spring with the clayey materials of the dump.  相似文献

The main objectives of fisheries management are generally similar throughout the world. These are often stated in policy documents such as the Common Fisheries Policy and the Magnuson–Stevens Fishery Conservation and Management Act. However, at the local level often the key objectives of management are more detailed, characterised by both the overriding management structure and the status and type of fishery concerned. In this paper, we consider case study fisheries from the UK, France, Spain and Denmark to compare some of the various types of fisheries and fisheries management systems that exist in the European Union. Upland river systems in the UK are predicted to be prone to the effects of increased flood magnitudes and frequency, driven by climate change. It is clear from recent events that some headwater catchments can be very sensitive to large floods, activating the full sediment system, with implications for flood risk management further down the catchment. We provide a 15-year record of detailed morphological change on a 500-m reach of upland gravel-bed river, focusing upon the geomorphic response to an extreme event in 2007, and the recovery in the decade following. Through novel application of two-dimensional (2D) hydrodynamic modelling we evaluate the different energy states of pre- and post-flood morphologies of the river reach, exploring how energy state adjusts with recovery following the event. Following the 2007 flood, morphological adjustments resulted in changes to the shear stress population over the reach, resulting in higher shear stresses. Although the proportion of shear stresses in excess of those experienced using the pre-flood digital elevation model (DEM) varied over the recovery period, they remained substantially in excess of those experienced pre-2007, suggesting that there is still potential for enhanced bedload transport and morphological adjustment within the reach. Although volumetric change calculated from DEM differencing does indicate a reduction in erosion and deposition volumes in the decade following the flood, we argue that the system still has not fully recovered to the pre-flood state. We further argue that Thinhope Burn, and other similarly impacted catchments in upland environments, may not recover under the wet climatic phase currently being experienced. Hence systems like Thinhope Burn will continue to deliver large volumes of sediment further down river catchments, providing new challenges for flood risk management into the future.  相似文献
