Forest certification eligibility as a screen for CDM sinks projects

Abstract

Parties negotiating the Kyoto Protocol recently agreed that Clean Development Mechanism (CDM) investments can include carbon sequestration projects in developing countries. However, guidelines for achieving the socio-economic and environmental objectives of the CDM, and other concerns with sinks projects, have yet to be elaborated. Independently of the Kyoto process, international efforts have advanced to define and certify sustainably managed forests through processes, such as that of the Forest Stewardship Council (FSC). In this paper, the FSC-US principles and criteria for sustainable forest management are evaluated in light of current concerns for guiding afforestation and reforestation projects in the CDM. It is found that the FSC criteria would help to meet some of the objectives of the Kyoto Protocol, including provisions to reduce the risk of premature carbon loss, and features that could somewhat lessen leakage of emissions outside the project area. Existing FSC monitoring and verification procedures provide some, but insufficient, overlap with expected requirements for measuring carbon stock changes. FSC principles and criteria articulate stringent guidelines for meeting environmental and social goals that reflect years of negotiations between environmental, timber, human rights and labor interests.

农村集体土地确权登记发证工作,应以满足国家基本要求为前提,本着最大限度地利用已有成果资料,减轻外业劳动强度,提高工作效率,减少资金投入的原则,创新集体土地所有权、集体建设用地和宅基地使用权地籍调查方法。为此,在武汉市农村集体土地地籍调查试点中进行了实践与探索。

建立首饰镶嵌有关标准的重要性探讨

在珠宝鉴定证书中出现对首饰镶嵌方式描述不恰当的问题,相关出版物中对其镶嵌方式的描述术语也不统一,究其原因是我国珠宝首饰行业缺少对首饰镶嵌方式的统一标准。建立相关标准对传播镶嵌知识及技能、确定合适的替代物、核算首饰价值、可否拆取镶石以及选择合适的维修与保养方法等具有重要意义。为了促进整个首饰行业的健康发展,很有必要建立首饰镶嵌方式的有关标准。     

MSC certification in Argentina: Stakeholders’ perceptions and lessons learned

Marine Stewardship Council (MSC) certification is a market-based incentive program recognizing well-managed fisheries. Currently, four Argentine fisheries are involved in the MSC program. Using in-depth, semi-structured interviews with fishery stakeholders, the study surveys their perceptions regarding MSC certification. MSC certification is positively perceived because stakeholders focus on knowledge of the process. Most respondents consider certification as encouraging effective fishery stakeholders’ participation: access to information, increased communication, and reaching consensus. Market/political/social realities will prove whether a more intense participation of Argentine fisheries in the certification initiative is useful. Because some markets in the EU and USA are demanding MSC certified products, there is a need to work towards a governance structure that helps link certification with policy market outcomes to ensure exportation of Argentine fish. MSC certification may suggest improved management of participatory bottom-up planning. This bottom-up approach provides an opportunity to establish feedback mechanisms and organizational changes.

A Review of the IAG GeoPT™ and Certification Programmes,their Protocols,and the Differences between the Original and Potential Modifications to the Certification Protocol

The IAG conducts two programmes, the GeoPT ^? proficiency test and a certification programme that are closely interconnected. Both support the quality control/quality assurance activities of geochemical laboratories. Each derives an estimate of ‘true value’ for a number of samples, but arrives at that estimate, and its uncertainty, differently. This review discusses the history of the two programmes and compares the ‘true values’ and their uncertainties obtained through each. It then considers ‘fitness‐for‐purpose’ issues related to both GeoPT ^? and certification uncertainties. Issues related to potential modification of the IAG protocol for certification are also considered.

利用现有的人工调查举证方法,研究基于无人机和"互联网+"的国土调查方法和成果核查方法,组建无人机调查举证系统,以解决国土调查成果的准确性和成果核查的效率问题.根据湖北省实际情况,研发了无人机调查举证系统;通过现场实地测试与验证,将无人机调查举证成果应用于省级成果核查中,提高了湖北省调查举证工作效率.
