In response to recommendations made by a recent performance review, the Indian Ocean Tuna Commission (IOTC) is attempting to develop a quota allocation system (QAS) for management of the tuna and tuna-like species of the Indian Ocean. As “first-movers” in the process, Indonesia, the Seychelles, the European Union, Iran, and the Republic of Korea made contrasting proposals to the IOTC in March 2011 on possible QAS form and structure. Structure (the factors to be taken into account in determining allocation) is critical as it will determine on a long term basis the share accruing to each IOTC member state of the estimated USD 2-3 billion worth of tuna caught in the Indian Ocean each year. This article records and discusses the content of these first steps towards QAS formulation by placing them in the context of rights-based management as applied to the offshore areas falling under tuna RFMO management. The options proposed in March (which the IOTC is still considering) all have a similar architecture but result in sharply divergent allocation outcomes. Despite the sophistication of some of the proposals, the recent IOTC review suggests that the regulatory and management capacity of the IOTC does not match the science and enforcement requirements appropriate to these recent proposals. Perhaps efforts to improve IOTC performance need to be made in parallel with discussions on QAS definition and implementation. To further advance the debate and also concretely demonstrate likely economic outcomes, the article provides indicative monetary valuations of quota allocations proposed. The management of anthropogenic impacts on marine mammal populations involves the setting of targets that are built on assumptions and choices. Scientific methods can be used to investigate the implications of management actions, but the choice of overall objectives and priorities lies outside science. A recent paper (Potential biological removal and other currently used management rules for marine mammal populations: A comparison in Marine Policy), summarised the characteristics of the main approaches currently used to set conservation management targets for marine mammal populations in order to provide a basis for discussion of the targets they contain. Cooke et al. (Management rules for marine mammal populations: A response to Lonergan in Marine Policy) responded, giving some important additional information about these management rules. However most of that paper's criticisms were incorrect or misplaced. Specifically, it erroneously treated an example of how PBR could be reworked, to make its abundance explicit, as a proposal to ignore uncertainty in managing populations. This paper addresses Cooke's main criticisms, and suggests that explicit justifications should be an important part of the process of setting targets for the management of marine mammal populations.  相似文献

Conservation organizations often invest considerable resources in education and outreach activities in and around marine protected areas (MPAs). The expectation is that such efforts will change local knowledge, attitudes and ultimately behavior. This is one of the first studies to assess the efficacy of using education and outreach activities to improve community knowledge and attitudes about an MPA. Random sample surveys in 2005 and 2010 (n=1213) before and after education and outreach activities are compared. Program budgets for the same period give the investment levels. With an investment level averaging US$24 per capita/year, the result was an average increase of 33% in “yes” responses across 15 indicators of knowledge and attitudes towards marine conservation. The increase in knowledge and positive attitudes was associated with a large decrease in “not sure” responses, suggesting that community members with fewer initial preconceptions are the most effective target for education and outreach activities. This study demonstrates that investments in MPA education and outreach can generate increases in local knowledge and positive attitudes, and changing knowledge and attitudes is expected to contribute to the long-term compliance with MPA regulations.  相似文献

The absence of properly identified mechanisms to adequately protect the marine environment remains a major shortcoming in Australia’s commitment to biodiversity conservation. The current commitment to a National Representative System of Marine Protected Areas (NRSMPA) falls far short of providing adequate protection against the suite of existing and potential threats even though areas are designated as being ‘protected’. In this paper it is argued that the actions taken under the NRSMPA are disproportionately concentrated on regulating fishing, including the closing of areas in so-called sanctuary zones to all types of fishing. In the absence of clearly identified threats from most forms of fishing and without assessment of how best to manage those few fishing threats that have been identified, such actions are inefficient and mostly inappropriate. Moreover, they do not provide adequate protection against the full suite of threats to marine environments. Adequate measures for the proper conservation of these areas and/or the protection of marine biodiversity more generally are not being provided and in most cases threats are not even adequately described and evaluated.  相似文献

Marine populations in Europe are in decline due to the unsuccessful results of the Common Fisheries Policy. By combining data of scientific recommendations from ICES, TACs approved and reported landings with an age-structured model, the objectives of this paper are to investigate the level of compliance of the TAC regulation, and the level of enforcement and its economic impact on fishery resources. The results presented here suggest that while there does not exist a regular pattern between TAC proposal and TAC approved, there is a clear pattern between TAC approved and reported landings. As a consequence, there is a regular lack of enforcement at national fisheries authority level. The paper also presents results of the recovery plans for the Southern hake and the Atlantic cod fisheries as case studies to illustrate the level of enforcement based on collusion between national fisheries advisers and industry. The results from both cases studies analyzed here indicate that drastic solutions could generate positive results for the recovery of the stocks, but perhaps they are not always the best measure in fisheries management due to the high economic losses for fishermen and social effects on coastal communities in the short and medium term. Finally, this work demonstrates that if the recovery plans had been implemented, the net present profits for both fisheries would have increased over time.  相似文献

This paper presents an evaluation of the role of marine citizenship in improving marine environmental health and marine governance. Marine citizenship describes the rights and responsibilities of an individual towards the marine environment, which support the achievement of marine policy objectives at the national level. It is argued that marine citizenship requires an enhanced awareness of marine environmental issues, an understanding of the role of personal behaviour in creating and resolving marine environmental issues, and a shift in values to promote marine pro-environmental behavioural choices. It is concluded that the value shift is likely to be produced by the development of an altered relationship between the state and the individual, in which the expectations placed on citizens by the state are extended to include marine pro-environmental behaviour. The paper is intended to stimulate debate and the authors invite and encourage replies to the ideas contained within the paper.  相似文献

This paper examines the effects of fisheries decentralization strategies in Papua New Guinea. The paper assess the financial, human resources, information, and institutional mechanisms that the National Fisheries Authority uses to connect with provincial fisheries offices to show the consequences of institutional reforms. The findings suggest both intended and unintended effects, particularly in terms of shifting accountabilities and loyalty. These findings are broadly applicable to decentralization and institutional change scholars and practitioners interested in understanding how governments implement institutional change reforms and the effects of this implementation.  相似文献

基于海岸带综合管理的理念,通过海域生态环境敏感性评价与海域生物多样性保护重要性评价,综合利用地理相关分析法、空间叠置法等定性和定量分区相结合的方法进行海洋生物多样性保护空间规划分区划界,提出了海洋生物多样性保护空间规划分区体系,将规划区域划分为生物多样性重点保护区、生物多样性养护区和生物多样性保护重点监督区.以福建泉州湾为案例,应用海洋生物多样性保护空间规划分区体系,得出泉州湾生物多样性保护极重要地区是泉州湾河口湿地省级自然保护区,泉州湾生物多样性保护比较重要地区是晋江河口、洛阳江河口、晋江南岸地区及清源山.泉州湾海洋生物多样性保护空间规划分区方案共划定26个分区,包括生物多样性重点保护区3个,生物多样性养护区14个,生物多样性保护重点监督区9个.泉州湾的应用结果表明,本研究提出的海洋生物多样性保护空间规划分区体系具有一定的可行性和可操作性,可为泉州湾生物多样性保护管理提供重要科学依据.  相似文献

基于2006~2007年福建沿岸海域4个航次的底拖网调查,分析了福建沿岸海域石首鱼科鱼类的资源现状.结果表明:4个航次共捕获石首鱼类16种,其中春季捕获石首鱼类10种,夏季和冬季均捕获14种,秋季捕获12种.不同航次捕获的石首鱼类占所有鱼类总渔获量的比例为10.43%~23.23%,平均15.71%.平均资源密度和平均个体密度分别为81.49 kg/km2和3 663.06 ind./km2.平均资源密度和平均个体密度均以秋季最高,分别为130.02 kg/km2和5 702.64 ind./km2.闽东沿岸海域、闽江口及其附近海域、闽中沿岸海域和厦门沿岸海域石首鱼类的全年平均资源密度分别为70.75、96.23、22.54和84.57 kg/km2.在各种石首鱼类中,叫姑鱼(Johnius belengerii)的资源密度和个体密度最大,其次是丁氏(Wak tingi).叫姑鱼的相对重要性指数最高,为871.01,仅叫姑鱼为优势种.与近20 a前的调查资料相比较,石首鱼类的渔获量占鱼类总渔获量的比例升高,但资源密度显著下降,必须采取措施,避免开发强度的继续增加,以利于其资源的可持续利用.  相似文献

主要介绍了中国船级社对老龄海上移动平台加强检验的管理要求,对船龄超过30年的老龄移动平台实行特别现场检验和检测,并根据实际测厚数据进行平台结构强度校核,最终确定平台安全状况是否满足主管机关要求。以一个实际老龄自升式钻井平台为例,介绍了现场检验和检测要求,并通过实际计算分析指导现场进行结构加强,保证了此老龄平台日后的作业安全。中国船级社对老龄移动平台的管理手段开创了超期服役海上移动平台安全管理的新模式,对保障我国海洋工程装备安全生产具有重要意义。  相似文献
