The Dominican fishing community of Buen Hombre is struggling to reconcile its fishing activities with the state of the coral reef ecosystem on which it depends. The ecosystem is showing signs of deterioration, and this seems to be resulting in large part because of the fishing activities of the Buen Hombre fishermen. The institutional arrangements of the fishermen themselves, and of relevant external organizations, have not kept pace with important technological and demographic changes that have affected the community. This paper presents the results of an analysis that unpacks these processes via a statistical analysis of fishermen behavior and a social network analysis of the “cofishing” network that these fishermen constitute. The statistical analysis shows that gear choice is very important in explaining the amount of fish caught, both as a direct factor and as a mediator of other factors such as membership in the local fishermen's association. The social network analysis complements this result by demonstrating that gear choice also serves to segment the fishermen into separate groups, with few direct linkages between them. The resulting gear-based fragmentation of the community is seen to have negative implications for the ability of the fishermen to act collectively to conserve their fishery. The paper concludes with some thoughts and suggestions for how the community might move forward, including expanding the membership of the fishermen's association and strengthening ties between fishing groups as well as ties between the community and relevant governmental agencies.  相似文献

There is a general consensus that Small Island Developing States are among the most vulnerable to experience climate injustices. Vulnerability studies of climate change effects on communities have often focused on differences between communities given these climate injustices. However, there is a need to also focus on vulnerability within communities, referred to here as comparative vulnerabilities. Climate justice therefore becomes even more important with more focused attention given to the nuances within groups that fall within the vulnerable category. This article examines comparative vulnerabilities for the fishing community in Jamaica. A survey of 241 fishers from Old Harbour Bay, the largest fishing village in Jamaica, was conducted to examine the level of vulnerability of different fishers to climate change. A vulnerability index was constructed for the community and then comparative vulnerabilities were determined based on socio-demographic characteristics. Overall for the sample 46.9% of respondents would be considered as experiencing a comparatively high level of vulnerability to climate change. Climate change vulnerability was influenced by a number of socio-demographic variables with unique profiles emerging for groups that can be ranked as low, moderate, and high vulnerability. The paper therefore argues that within vulnerable populations there are comparative vulnerabilities based on economic factors and social capital, which must be taken into consideration for adaptation strategies to be implemented. Given these comparative vulnerabilities a more targeted approach to coping and adaptation strategies can then be taken. This will assist in building resilience of these communities that must now adjust to a new normal with climate change effects currently occurring.  相似文献

New explorations of justice are arising in the wake of post-structuralist and feminist critiques of abstract, generalized notions of justice in Western liberal democracies. These interventions are opening new avenues of study on discursive practices and performances that contest social and environmental injustices in everyday life. Feminist scholars argue for greater attention to the local and the particular, the embodied, gendered, emotion-based, ethnic subject of justice and injustice. Yet, limited research has been conducted on performative and performance-based relationships to justice, despite its potential to inform matters related the use and conservation of public goods and common spaces in everyday life. This critical review examines the notion of performativity and its application to justice, aiming to clarify and advance understanding and theorizing of a potentially valuable direction in environmental and social justice at the local level. We draw on Hobson’s articulation of performative justice, as it offers some useful insights into how injustices related to the appropriation of public green spaces agendas are being identified and new meanings are being constituted through local-level citizen practices. We argue, however, that such attempts appear to be identifying injustices and demonstrating the ‘what is’ of environmental and social justice, but not ‘what ought to be’. Directions for future research are offered, which include clarifying the application of performative theories to the study and practice of justice at the local level.  相似文献

We explore the contradictions between the ideals and principles of Community-Based Natural Resource Management (CBNRM) and the local-level institutional processes encountered in their implementation. In particular, we examine the design, implementation, and outcomes of the Social Forestry Program (SFP) in the south-west coastal region of Bangladesh through case studies of two villages in Khulna District. The SFP was a component of the donor-funded Sundarban Biodiversity Conservation Project (SBCP), intended to improve the livelihoods of poor households and protect the landscape through strip plantations on both sides of the large embankments that surround the farming land in the coastal region. Our findings show the gap between the national and international context in which the SFP was formulated and the realities of the local context in which formal and informal institutions worked to frustrate the achievement of CBNRM ideals. Hence the SFP failed to significantly increase forest cover or improve the livelihoods of the target populations. We document the specific ways in which the SFP deviated from the assumptions of CBNRM. However, we conclude that the problem is systemic, related to the top-down imposition of a supposedly bottom-up process, and not simply a matter of improving project implementation. Thus improving rural livelihoods and natural resource management in complex marginal environments such as south-west coastal Bangladesh will require far more transformative institutional change than can be achieved by donor-initiated project interventions, no matter how worthy the ideals.  相似文献

Energy poverty – or the condition of households that cannot adequately heat their homes – is produced at the confluence of multi-scalar processes, from regional labor market restructuring, to urban disinvestment, to geopolitical and geoeconomic struggles over extraction. Critical theorization of the concept is in its nascent phase and the notion itself has received relatively little attention in the United States. Our paper aims to address these lacunae by mobilizing an urban political ecology framework to consider a community-based campaign that targeted residential energy conservation funds in Buffalo, New York. We analyze how the community campaign drew upon the “network crisis” of the energy-poor home to frame critical justice demands that foregrounded energy poverty as the product of uneven socionatural development. Through spatial claims and scalar strategies, the campaign highlighted the contribution of neoliberal conservation programs to deepening patterns of uneven development, and demanded redress of disinvestment in urban housing stock through funding of weatherization for low-income households. We argue that contests over urban energy metabolism offer a fruitful area to explore the possibilities of transforming uneven development from below.  相似文献

Climate change views have their socioeconomic foundations but also specific geographies. In merging these perspectives, this analysis uses ESS Round 8 data from 23 European countries to examine whether climate change scepticism and concern, pro-environmental personal norm and a willingness to engage in energy-saving behaviour exhibit, first, urban–rural and/or regional differences, and second, if these attitudes can be explained at individual level by socioeconomic position and wellbeing resources. We find that climate change scepticism and concern do exhibit urban–rural differences, where living in a country village is associated with greater climate scepticism and lower concern compared to living in a big city. Also, higher climate change concern and pro-environmental norms are associated with living in a region with constant population growth. These geographical differences are independent of individual-level socioeconomic attributes as well as one’s political orientation. Additionally, the results show that both climate change attitudes and reporting energy-saving behaviour are strongly stratified by level of education and reveal that those in lower income deciles feel less pro-environmental norm but nonetheless report greater engagement with energy-saving behaviour. In sum, the results highlight that climate change mitigation is not a uniform project either spatially or within certain socioeconomic strata. Hence, our results suggest that socioeconomic disadvantage (belonging to the lowest education and income levels) and spatial marginalisation (living in more rural surroundings and declining regions) should be better acknowledged when reworking climate change and environmental policies in the EU.  相似文献

We study a local innovation of natural resource governance in Chile in times of extreme water scarcity. Through the issuance of a scarcity decree, the government obliges local water user associations (WUAs) to reach viable water redistribution agreements in order to avoid being overruled by the state. In the Aconcagua River, the government together with the WUAs created the Executive Committee, where only the WUAs have a vote, but private and public stakeholders participate in the process of negotiating water use agreements. Grounded on thematic coding of the detailed minutes of over 80 committee meetings since its inception, we examine the workings of a new local model of Assisted Network Governance (ANG). Based on content and social network analysis of over 1,000 directed interactions among committee members, we find that ANG, as an element of broader hybrid governance, has not only produced viable agreements for immediate water redistribution, but has also facilitated longer-term system improvements by building mutual understanding, resolving conflicts, and mobilizing external resources to improve infrastructure. We conclude that ANG helps accomplish common objectives in the field of natural resources under conditions of extreme water scarcity.  相似文献

It is imperative that climate, energy, and sustainability policy researchers and practitioners grapple with the difficulty of decarbonizing heat, which remains the largest single end-use energy service worldwide. In this study, based on a comparative assessment of five original and representative national surveys in Germany, Italy, Spain, Sweden, and the United Kingdom (N = 10,109), we explore public attitudes of household heat decarbonization in Europe. We explore how people conceive of the purposes of low-carbon heat, their preferences for particular forms of heat supply, and their (at times odd) practices of heat consumption and temperature settings. The data reveal four significant challenges to heat decarbonization that are consistent across geographies: 1) High satisfaction with existing, often fossil fuel based, heating systems; 2) Varying and divergent preferences and expectations for thermal comfort; 3) Householders unlikely to change their heating system in the near-term, in part driven by low familiarity and knowledge of alternative systems; and 4) heat satisfaction appears lower as the fuel mix is decarbonized. The paper concludes by connecting these findings with policy and research implications.  相似文献

Climate change denial is motivated in part by ideology, with research showing that a greater tolerance of social inequality is consistently linked to lower pro-environmentalism. We report findings from two mixed-methods studies. In Study One, we provide insight into how individuals with varying levels of social dominance orientation discuss environmental issues by analyzing 59 interviews. These analyses revealed that many individuals were concerned about the causes, consequences, and potential solutions to climate change; however, many were also armed with justifications excusing their and others’ inaction on the problem. To establish further how the ideas shared in the interviews related to social dominance, we reworked the ideas into statements for survey-based research in Study Two. Social dominance orientation and its composite dimensions related to most interview-based statements, with those scoring higher on dominance attitudes more opposed to top-down action on climate change, and those more tolerant of inequality more opposed to individual action. Meeting human needs at sustainable levels of energy use is fundamental for avoiding catastrophic climate change and securing the well-being of all people. In the current political-economic regime, no country does so. Here, we assess which socio-economic conditions might enable societies to satisfy human needs at low energy use, to reconcile human well-being with climate mitigation.Using a novel analytical framework alongside a novel multivariate regression-based moderation approach and data for 106 countries, we analyse how the relationship between energy use and six dimensions of human need satisfaction varies with a wide range of socio-economic factors relevant to the provisioning of goods and services ('provisioning factors'). We find that factors such as public service quality, income equality, democracy, and electricity access are associated with higher need satisfaction and lower energy requirements (‘beneficial provisioning factors’). Conversely, extractivism and economic growth beyond moderate levels of affluence are associated with lower need satisfaction and greater energy requirements (‘detrimental provisioning factors’). Our results suggest that improving beneficial provisioning factors and abandoning detrimental ones could enable countries to provide sufficient need satisfaction at much lower, ecologically sustainable levels of energy use.However, as key pillars of the required changes in provisioning run contrary to the dominant political-economic regime, a broader transformation of the economic system may be required to prioritise, and organise provisioning for, the satisfaction of human needs at low energy use.  相似文献
