Public engagement is important for improving outcomes of social-ecological systems management. We used a social justice theoretical framework to measure residents’ attitudes toward public engagement processes and satisfaction with outcomes of a restoration project in Western Montana. We predicted process control and decision control domains of procedural justice would significantly predict stakeholder satisfaction, with decision control partially mediating the relationship between process control and satisfaction. We tested these predictions using a path analysis of intercept survey data collected from residents within the project area. We found process control had a significant and positive effect on satisfaction but was fully mediated by decision control, suggesting that successful engagement requires opportunities for stakeholders not only to participate but to clearly shape decisions and outcomes. We discuss implications for public engagement, human dimensions research, and social monitoring of social-ecological systems.  相似文献

Social media analytics has become prominent in natural disaster management. In spite of a large variety of metadata fields in social media data, four dimensions (i.e. space, time, content and network) have been given particular attention for mining useful information to gain situational awareness and improve disaster response. In this article, we review how existing studies analyze these four dimensions, summarize common techniques for mining these dimensions, and then suggest some methods accordingly. We then propose a schema to categorize the gathered articles into 15 classes and facilitate the generation of data analysis tasks. We find that (1) a large part of studies involve multiple dimensions of social media data in their analyses, (2) there are both separate analyses for each dimension and simultaneous analyses for multiple dimensions and (3) there are fewer simultaneous analyses as dimensions increase. Finally, we suggest research opportunities and challenges in fusing social media data with authoritative datasets, i.e. census data and remote-sensing data.  相似文献

Avoiding further aggravation of the consequences of global environmental change remains a complex governance challenge. Social relational structure among actors plays a key role for enhancing the capacity of collaborative approaches to environmental governance. We present an encompassing conceptual framework to advance understanding of the mechanisms that shape dynamics in environmental governance entities. Narrative theory is integrated with insights on group dynamics grounded in social network theory to contextualize local social complexities in governance processes. We assume that social relational structure between actors, and narrations they tell, co-produce narratives and dynamics at the group level. Three important mechanisms that influence dynamics are described: (1) the interplay between collaborative relationships and narrative congruence between individual actors, (2) the characteristics of actors, and (3) the actors’ embeddedness in the wider social structure. A set of testable hypotheses on the interplay between narration, narratives and social relational structure in environmental governance processes is presented. We conclude by discussing why we regard this framework useful to study local and regional governance entities in the context of addressing global environmental change.  相似文献

Variability in local weather patterns has long been suggested as a major barrier impeding laypeople from recognizing long-term climate trends. However, as humans are able to detect and interpret rapid signal fluctuations, it seems psychologically plausible to assume that they are able to integrate short-term variations of weather variables into their mental representations of climate change. Using a combined analysis of social media and weather station data, here we investigated the impact of the short-term volatility of local temperature on climate change-related tweets from 2014 to 2017. We found a nonlinear hockey stick relationship between weekly temperature volatility and climate change-related tweets, a volatility rise of 1 °C corresponds to an 82% increase in climate change tweets when volatility is above 3.5 °C. This volatility effect was observed from 2016 onwards, suggesting a recent change in people’s mental representations of climate change. This study provides empirical evidence illustrating that in the public mind, climate change may not be represented as a mere temperature increase any more, but as a disruption of the climate system in general.  相似文献

Prior research shows that public opinion on climate politics sorts along partisan lines. However, they leave open the question of whether climate politics and other politically salient issues exhibit tendencies for issue alignment, which the political polarization literature identifies as among the most deleterious aspects of polarization. Using a network approach and social media data from the Twitter platform, we study polarization of public opinion toward climate politics and ten other politically salient topics during the 2019 Finnish elections as the emergence of opposing groups in a public forum. We find that while climate politics is not particularly polarized compared to the other topics, it is subject to partisan sorting and issue alignment within the universalist-communitarian dimension of European politics that arose following the growth of right-wing populism. Notably, climate politics is consistently aligned with the immigration issue, and temporal trends indicate that this phenomenon will likely persist.  相似文献

In response to rapid urbanization and intensifying climatological instability, cities are implementing major water infrastructure projects to mitigate water supply and flood risks. Drawing on four cases from South and Southeast Asia, we show how megacities’ search for additional water supplies or sites to store floodwater repeatedly disadvantage the most vulnerable groups in rural and urban areas. Rather than rehashing urban–rural conflicts, we argue these outcomes demonstrate the continuous reproduction of water insecurity for a class of society that is dispossessed of water and rural livelihoods, excluded from water and land access within the cities they migrate to, and evicted from flood-securitized cities back to the periphery. Water-related injustices confronting the urban poor mirror injustices along the entire water governance spectrum that begins and ends in rural areas. These shared vulnerabilities suggest opportunities for solidarity across urban–rural divides and novel directions for research and coalition building. A fundamental challenge ahead will be whether and how urban and rural poor groups can build regional or national alliances across geographic and identity divides.  相似文献

Latin America has long played a key role in the global provision of natural resources. Most of the continent's economies are net exporters of low-value, primary products and importers of manufactured goods at a high price. This pattern of specialised trade has highly negative consequences for economic development, the environment, and the local population’s wellbeing. Yet to date, little empirical evidence has been collected on Latin America’s total contribution to the rest of the world's regions in historical perspective. Applying the Material Flow Accounting methodology, this paper estimates the physical and monetary trade of 16 Latin American economies between 1900 and 2016. Our results show that: (i) yearly net exports of materials went from 4 Mt to 610 Mt between 1900 and 2016, and greatly accelerated since the World War II. (ii) Latin America is a net exporter of most types of materials (fossil fuels, non-energy minerals and biomass), so it harbours socio-environmental problems associated with different types of extractivism. (iii) Different regional export patterns exist: Andeans export subsoil (mining and energy carriers) while the rest export soil (land-based products). The countries with the lowest net exports are the smallest in size and with the highest population density. (iv) Europe and the USA have historically received most of the imports, but since the end of the twentieth century, the Southeast Asia region is the biggest importer of materials from Latin America. (v) The price received for exported material is much lower than the price paid for imported material; and (vi) various historical periods can be differentiated regarding the relationship between economic growth and physical trade balance.  相似文献

The ‘climate justice’ lens is increasingly being used in framing discussions and debates on global climate finance. A variant of such justice – distributive justice – emphasises recipient countries’ vulnerability to be an important consideration in funding allocation. The extent to which this principle is pursued in practice has been of widespread and ongoing concerns. Empirical evidence in this regard however remains inadequate and methodologically weak. This research examined the effect of recipients’ climate vulnerability on the allocation of climate funds by controlling for other commonly-identified determinants. A dynamic panel regression method based on Generalised Method of Moments (GMM) was used on a longitudinal dataset, containing approved funds for more than 100,000 projects covering three areas of climate action (mitigation, adaptation, and overlap) in 133 countries over two decades (2000–2018). Findings indicated a non-significant effect of recipients’ vulnerability on mitigation funding, but significant positive effects on adaptation and overlap fundings. ‘Most vulnerable’ countries were likely to receive higher amounts of these two types of funding than the ‘least vulnerable’ countries. All these provided evidence of distributive justice. However, the relationship between vulnerability and funding was parabolic, suggesting ‘moderately vulnerable’ countries likely to receive more funding than the ‘most vulnerable’ countries. Whilst, for mitigation funding, this observation was not a reason for concern, for adaptation and overlap fundings this was not in complete harmony with distributive justice. Paradoxically, countries with better investment readiness were likely to receive more adaptation and overlap funds. In discordance with distributive justice, countries within the Sub-Saharan Africa and South Asia regions, despite their higher climatic vulnerabilities, were likely to receive significantly less adaptation and overlap fundings. Effects of vulnerability were persistent, and past funding had significant effects on current funding. These, coupled with the impact of readiness, suggested a probable Low Funding Trap for the world’s most vulnerable countries. The overarching conclusion is that, although positive changes have occurred since the 2015 Paris Agreement, considerable challenges to distributive justice remain. Significant data and methodological challenges encountered in the research and their implications are also discussed.  相似文献

What are the guiding principles of contemporary international governance of climate change and to what extent do they represent neoliberal forms? We document five main political and institutional shifts within the UN Framework Convention on Climate Change (UNFCCC) and outline core governance practices for each phase. In discussing the current phase since the Paris Agreement, we offer to the emerging literature on international neoliberal environmental governance an analytical framework by which the extent of international neoliberal governance can be assessed. We conceptualize international neoliberal environmentalism as characterized by four main processes: the prominence of libertarian ideals of justice, in which justice is defined as the rational pursuit of sovereign self-interest between unequal parties; marketization, in which market mechanisms, private sector engagement and purportedly ‘objective’ considerations are viewed as the most effective and efficient forms of governance; governance by disclosure, in which the primary obstacles to sustainability are understood as ‘imperfect information’ and onerous regulatory structures that inhibit innovation; and exclusivity, in which multilateral decision-making is shifted from consensus to minilateralism. Against this framework, we argue that the contemporary UNFCCC regime has institutionalized neoliberal reforms in climate governance, although not without resistance, in a configuration which is starkly different than that of earlier eras. We conclude by describing four crucial gaps left by this transition, which include the ability of the regime to drive adequate ambition, and gaps in transparency, equity and representation.  相似文献

Research in China seems to find stronger men’s than women’s environmental concern, unlike what is commonly found in the West. Such findings thus raise questions of the cross-cultural applicability of the existing theories of gendered pattern of environmental concern that have originated in the West. This current study uses data from the 2010 Chinese General Social Survey to provide an update to this research. Results show that in contemporary China women generally are no longer less concerned about the environment than Chinese men, even though women’s lower environmental knowledge somewhat hinders their overall levels of environmental concern. In fact, with equal environmental knowledge, Chinese women are slightly more concerned about environmental problems, consistent with the literature in the West. This current study therefore suggests that relevant theories from the West may likely be applicable to the case of China after all.  相似文献
