As domestic affluence increases, nations advocate for conservation policies to protect domestic biodiversity that often curtail natural resource production activities such as fishing. If concomitant consumption patterns remain unchanged, environmentally conscious nations with high consumption rates such as the U.S. may only be distancing themselves from the negative environmental impacts associated with consuming resources and commodities produced elsewhere. This unintended displacement of ecosystem impacts, or leakage, associated with conservation policies has not been studied extensively in marine fisheries. This paper examines this topic, drawing on case studies to illustrate the ways in which unilateral marine conservation actions can shift ecosystem impacts elsewhere, as has been documented in land use interventions. The authors argue that the U.S. should recognize these distant ecological consequences and move toward greater self-sufficiency to protect its seafood security and minimize leakage as well as undertake efforts to reduce ecosystem impacts of foreign fisheries on which it relies. Six solutions are suggested for broadening the marine conservation and seafood consumption discussion to address leakage induced by U.S. policy.  相似文献

This article examines the influence of patterns of emergence on the effectiveness of the Marine Stewardship Council (MSC)—a leading wild-capture fisheries certification program. Looking first at the origins and features of this program, direct effects are examined by describing the adoption of the scheme and the impacts of the fishery assessment process. In assessing broader consequences, the article examines patterns of adoption and certification effects that were not necessarily intended or anticipated. The article concludes that fisheries certification alone is unlikely to arrest the decline of fish stocks, and highlights the need for more research on the intersection of private and public efforts to address overfishing and environmental harm resulting from fishing.  相似文献

As the global trade and market for seafood has grown, so have the twin problems of renaming and mislabeling. Resource scarcity, the potential for greater profits, and weak legislation have all encouraged incorrect labeling, the results of which include consumer losses, the subversion of eco-marketing, further degradation of fisheries resources, and even adverse effects on human health. This paper examines the extent and consequences of renaming and mislabeling seafood, the state of current legislation, and the importance of future policies, with particular attention to the US, where 80% of the seafood is imported and more than one-third of all fish are mislabeled. Policy recommendations include governments’ support for a global mandate to label species, country of origin, and catching or production method on all seafood with high penalties for infractions. Chain of custody standards, such as those recently implemented by the Marine Stewardship Council (MSC), should also be considered for adoption worldwide. To garner support for this legislation, consumers must become better acquainted and concerned with their seafood and its origins.  相似文献

The marine ecosystem of the Pearl River Delta, located on the southern coast of China, has been heavily exploited following the rapid economic growth that has occurred since the 1980s. This investigation aimed to elucidate trace organic contamination in marine biota inhabiting the Pearl River Delta area. Biota samples, including green-lipped mussels (Perna viridis), oysters (Crassostrea rivularis) and shrimp (Penaeus orientalis) were sampled from 16 stations fringing the Estuary. Elevated concentrations (on a dry weight basis) of polycyclic aromatic hydrocarbons (27.8–1041.0 ng/g), petroleum hydrocarbons (1.7–2345.4 μg/g), polychlorinated biphenyls (2.1–108.8 ng/g), DDTs (1.9–79.0 ng/g), and hexachlorocyclohexanes (n.d.–38.4 ng/g) were recorded. A human health risk assessment was conducted to estimate the risk to local residents associated with the consumption of biota collected from the Pearl River Estuary. The results indicated that PCBs were at levels that may cause deleterious health effects in populations that consume large amounts of seafood. However, it would be instructive to establish health criteria for trace organic contaminants that are specific to the local populations, in order to derive a more accurate and relevant health risk assessment.  相似文献

This study determined the concentrations of major and trace elements in shellfish (oysters, clams and mussels) and conducted an assessment of the health risks due to the consumption of contaminated seafood. Samples were collected at 34 sites along Todos os Santos Bay, Brazil. The elements were determined by ICP OES and Hg by Direct Mercury Analysis. Relatively high concentrations of trace elements (As, Zn, Se and Cu) were found in seafood tissues. Potential daily intake of As, Co, Se, Zn and Cu associated to shellfish consumption suggested relevant non-carcinogenic risk for all studied locations. Copper was the element that posed the greatest non-carcinogenic risk, while Pb posed the highest carcinogenic risk. Health risks for humans were greatest from the consumption of mussels. Contaminated shellfish offer the greatest risk for children, subsistence fishers and subsistence shellfish consumers.  相似文献

Globalization has increased the speed and flow of people, information, and commodities across space, integrating markets and increasing interdependence of geographically dispersed places worldwide. Places historically driven by largely local forces and market demands are now increasingly affected by drivers at multiple scales. Trade is particularly important in driving these changes and more fish is now exported to international markets than ever before. When small-scale fisheries are integrated into global markets, local social–ecological systems change with potentially both positive and negative impacts on livelihoods, economics and ecology, but few studies systematically investigate how and why the outcomes of market integration vary from case to case.This paper systematically assesses multiple (social, ecological, economic and institutional) local effects of market integration in cases around the world by drawing on the global environmental change syndromes approach. Furthermore, we examine the factors contributing to the syndromes observed. Our analysis identifies three distinct social–ecological syndromes associated with international seafood trade. Results suggest that the presence of strong and well-enforced institutions is the principal factor behind the syndrome characterized by sustained fish stocks, while a combination of weak institutions, patron–client relationships, high demand from China and highly vulnerable target species explain the other two syndromes distinguished by declining stocks, conflict and debt among fishers.A key finding is that the factors emerging as important for explaining the different syndromes derive from different scales (e.g. local market structures vs distant market characteristics), indicating a need for multi-level governance approaches to deal with the effects of market integration. Furthermore, the meta-analysis shows that each syndrome encompasses fisheries from multiple continents. This suggests that the increasingly global nature of the seafood trade appears to be driving local dynamics by creating similar conditions for vulnerabilities in localities around the world, lending support to the notion of tele-connectivity across geographic space.  相似文献

Measures to combat illegal, unreported and unregulated (IUU) fishing increasingly seek to constrain access to markets. These measures include enhanced seafood traceability and catch documentation schemes, the blocking of port access and landings, the identification and assessment of vessels engaged in IUU fishing and the prohibition on imports, transhipments or trade of fish products. It is important that such measures are in accordance with international law, including the agreements of the World Trade Organisation (WTO). This article evaluates a range of market-related measures for compatibility with international trade law, including the General Agreement on Tariffs and Trade (GATT) and the Agreement on Technical Barriers to Trade. The law requires measures to be non-discriminatory and, for certain technical regulations, not more trade-restrictive than necessary to achieve a legitimate objective. However, there are exceptions to these rules, including for measures relating to the conservation of exhaustible natural resources or for measures necessary for the protection of animal life or health, public morals, or to secure compliance with certain laws or regulations. While the design of current unilateral measures to combat IUU fishing appears to accord with trade law requirements, this article argues that there is scope for a wider and more collective approach. In this vein, new provisions in the recently concluded Trans-Pacific Partnership (TPP) are identified. The article concludes with recommendations for governments, international organisations, private actors and the global community wishing to take action in this area.  相似文献

Identifying socio-economic drivers of small-scale fisheries is a fundamental step to understand impacts and pressures on fishery resources, and the behaviour of seafood trade actors. It is especially relevant for developing countries where such information is usually lacking and fisheries management is greatly needed. To address this gap, this study maps the structure of value chains of fish and marine invertebrates caught by small-scale fisheries from São Vicente, Cape Verde (West Africa), and examines the main socio-economic drivers behind the seafood trade on the island. Specifically, it shows how drivers, such as tourism and the local market, shape the preferences for certain species and how they affect the distribution of income among actors involved in the seafood trade. To collect this information, interviews were done with fishers, small-scale traders, market vendors, and restaurant owners, in all fishing communities of the island of São Vicente, in 2015. Tourism and the local market drive the exploitation of a wide variety of marine species, from small demersal low trophic level fish and marine invertebrates, to large pelagic high trophic level fish species. Moreover, the local seafood market, and especially tourism dynamics, contribute to the unequal distribution of income among actor groups, benefiting mostly restaurant owners due to their direct access to tourist consumers. Such findings have implications for local fishery resources management, food security, and fishing communities’ livelihoods.  相似文献

The growing literature on individual transferable quotas (ITQs) and on intensive salmon aquaculture and its negative impacts on the environment and other users of related marine space has been little connected to the developing literature on financialization and to the literature on ocean grabbing within fisheries. This paper seeks to address this gap through a case study of the recent history of herring fisheries and intensive aquaculture in New Brunswick, Canada, exploring how specific neoliberal processes – including privatization and marketization (in herring fleet ITQs and aquaculture lease systems), (re)regulation, financialization and globalization – have interacted to support the reshaping of regional fisheries from mixed small-scale, family-based, petty commodity fisheries towards vertically-integrated, corporate, financialized fisheries characterized by ocean grabbing.  相似文献

Dietary intake is one of the important routes of human exposure to brominated flame retardants (BFRs) such as polybrominated diphenyl ethers (PBDEs). The use of PBDEs may also result in exposure to polybrominated dibenzo-p-dioxins and dibenzofurans (PBDDs/DFs), as these compounds are impurities in technical mixtures of BFRs and can also be formed unintentionally by the same processes that generate chlorinated dioxins. This study determined the concentrations of polybrominated compounds in common seafood in Guangzhou and Zhoushan, and assessed the health risks of these chemicals via consumption of contaminated seafood. Seafood samples (fish, bivalves, shrimp, crab, and cephalopods) purchased from local markets in 2003 and 2004 were analyzed for PBDEs and PBDDs/DFs. The highest concentration of total PBDEs (46.3 ng g−1 lipid wt.) was detected in fish from Guangzhou, in which BDEs 47 and 209 were the two predominant congeners. The total daily intakes of PBDEs, PBDDs, and PBDFs were, 946, 6.39, and 6.54 pg kg−1 body weight (bw) in Guangzhou, and 489, 4.99, and 7.65 pg kg−1 bw in Zhoushan, respectively. The hazard ratios for PBDDs and PBDFs were both greater than unity, indicating that these compounds may pose some health risks to the local population.  相似文献
