This paper tracks the changing role of public participation in planning thought. In doing so, the paper shows that the role of public participation in planning is largely determined by the nature of the planning enterprise being undertaken. The definition of the planning problem, the kinds of knowledge used in planning practice, and the conceptualisation of the planning and decision-making context are the important determinants of the extent of participation offered to the public. The paper therefore contributes to thinking about how to evaluate public participation by showing that it can only be understood in terms of the decision-making context in which it is embedded. 当前的遥感科学面临着遥感数据获取能力与数据应用能力之间突出的供需矛盾。尺度问题作为遥感科学中的关键问题,既限制了遥感作为一门科学向系统性、普适性的发展,又限制了遥感应用能力的发展。本文对定量遥感中的尺度问题进行了梳理,包括:遥感与传统站点观测之间的不一致、不同尺度遥感产品之间的不一致、机理模型的尺度适用问题,以及遥感产品与用户需求时空尺度间的不一致。对遥感中的尺度转换方法展开了讨论,总结了尺度转换的关键问题在于原数据信息量不足时引入额外信息和保留关键信息两方面。提出了构造地理要素趋势面的基本构想,搭建了一个具有普适性的尺度转换方法框架。核心内容是充分利用地表环境要素时间、空间上的信息作为先验知识,通过关联遥感观测新信息和先验趋势面生成指定时空尺度的地表要素产品。 相似文献

Despite the increasing public profile of same-sex issues, health policies are often shaped by heteronormative assumptions.
The health concerns of lesbian, gay, bisexual, transsexual/transgender, two-spirit, intersex, queer and questioning (LGBTTTIQQ)
people are complex and require broadening from an often exclusively sexual health and risk focus to a more holistic approach.
In this context, this paper illustrates how a critical feminist geography of health, with its focus on the mutual construction
of gender relations, space and place, potentially enhances and extends current understandings of public health policy and
practice. Moreover, the use of a policy lens foregrounding gender and other power relations suggests that feminist research
and coalitions facilitate participatory processes that address “the politics of discourse.” In particular, public health nursing
practice can enhance the construction of spaces of resistance that challenge heteronormative discourse through research strategies
focused on sexual minority communities’ health experiences and their visions for supportive care. In this respect, two strategies
consistent with public health priorities to increase knowledge and participate in alliances are described. Ethnographic research
with childbearing lesbians demonstrates that attention to institutional dynamics that foster safe spaces can facilitate access
to public health services. Public health nurses’ involvement in community coalitions can enhance dissemination of community
knowledges. The implications for gender inclusive and place-sensitive public health nursing practice include the development
of sensitive educators, meaningful educational curriculum and related program planning, explicit policies, community partnerships

Seabed sediment textural parameters such as mud, sand and gravel content can be useful surrogates for predicting patterns of benthic biodiversity. Multibeam sonar mapping can provide near-complete spatial coverage of high-resolution bathymetry and backscatter data that are useful in predicting sediment parameters. Multibeam acoustic data collected across a ~1000 km2 area of the Carnarvon Shelf, Western Australia, were used in a predictive modelling approach to map eight seabed sediment parameters. Four machine learning models were used for the predictive modelling: boosted decision tree, random forest decision tree, support vector machine and generalised regression neural network. The results indicate overall satisfactory statistical performance, especially for %Mud, %Sand, Sorting, Skewness and Mean Grain Size. The study also demonstrates that predictive modelling using the combination of machine learning models has provided the ability to generate prediction uncertainty maps. However, the single models were shown to have overall better prediction performance than the combined models. Another important finding was that choosing an appropriate set of explanatory variables, through a manual feature selection process, was a critical step for optimising model performance. In addition, machine learning models were able to identify important explanatory variables, which are useful in identifying underlying environmental processes and checking predictions against the existing knowledge of the study area. The sediment prediction maps obtained in this study provide reliable coverage of key physical variables that will be incorporated into the analysis of covariance of physical and biological data for this area. 相似文献

Endangered species live inside the world's most densely populated cities. In the United States, the Fish and Wildlife Service is responsible for the protection and recovery of endangered species – wherever those species are found. Unfortunately, very little is known about urban endangered species policy or programs. This paper presents a comparative analysis of the five largest cities in the United States and examines issue of governance around conservation. Cities have a responsibility to steward the environment, but through the 1973 Endangered Species Act, the Fish and Wildlife Service has a legal mandate to protect endangered species throughout the country. Thus, this paper asks: What is the USFWS doing inside cities to recover endangered species? What are cities doing? Conservation is a shared duty but it is not clear that anyone is taking responsibility for urban endangered species. 相似文献

The 'discursive turn' has been blamed for a lack of engagement between geographers and policymakers. This paper argues that such a view is fundamentally flawed. It ignores the positive contribution that discourse analysis has made to policy studies and the particular role that geographers have played in developing such analyses. It is based on a misconceived view of the policy process and how knowledge can contribute to policy outcomes. A closer attention to policy discourses reveals exactly how knowledge is constructed within the policy process and can help identify how policy may be improved through discursive means. 相似文献
