Many difficulties have arisen from top-down approaches to the design and implementation of global environmental initiatives. The concept of translation and other analytical features of Actor-Network Theory (ANT) can offer a way of conceptualising these difficulties and their practical effects. By translation, we refer to what happens in-between the formulation of international goals and the results of implementation, and more specifically, relations and negotiations within this broader process. We examine several aspects of translation in the case of Reducing Emissions from Deforestation and Forest Degradation (REDD+), a prominent global environmental initiative. Using an ethnographic approach, we explore local responses in Central Kalimantan province, Indonesia, to REDD+ ideas and goals that originate at international and national levels. Following selection in 2010 as the official REDD+ pilot province, Central Kalimantan became a site for the convergence of actors and projects with varied sources of funding. The study identifies a central tension that emerged between an initial vision of Central Kalimantan as a pioneer, and local concerns about being used as an experimental subject or ‘guinea pig’ for the testing of externally designed schemes. Results show that greater flexibility in the design of programs and initiatives is needed, to provide space for local inputs. Implementation should pay attention to how local actors are included in planning processes that inform decision-making at higher jurisdictional levels. To bring about intended changes in land use, programs like REDD+ need to extend beyond a focus on short-term projects and targets, to instead emphasise long-term investments and forms of collective action that support learning. 相似文献
This article aims to analyze how private property regimes can co-exist with common property regimes in a coastal area. The case study shows how the dynamics of private property and common property right holders is in creating commitment to make symbiosis in resource use. This is based on a case study in two villages in West Lombok, Indonesia, where pearl-culture as a private property resource exists in a common property regime. This is a successful story in dealing with the tragedy of property rights in the country wherein established institutional arrangement is still absent. Nevertheless, this may be site specific, and fragile if there is no institutional arrangement combining formal and informal rules and involving both formal and informal authorities. Future climate projections of extreme events can help forewarn society of high-impact events and allow the development of better adaptation strategies. In this study a non-stationary model for Generalized Extreme Value (GEV) distributions is used to analyze the trend in extreme temperatures in the context of a changing climate and compare it with the trend in average temperatures.
The analysis is performed using the climate projections of the Canadian Regional Climate Model (CRCM), under an IPCC SRES A2 greenhouse gas emissions scenario, over North America. Annual extremes in daily minimum and maximum temperatures are analyzed. Significant positive trends for the location parameter of the GEV distribution are found, indicating an expected increase in extreme temperature values. The scale parameter of the GEV distribution, on the other hand, reveals a decrease in the variability of temperature extremes in some continental regions. Trends in the annual minimum and maximum temperatures are compared with trends in average winter and summer temperatures, respectively. In some regions, extreme temperatures exhibit a significantly larger increase than the seasonal average temperatures.
The CRCM projections are compared with those of its driving model and framed in the context of the Coupled Model Intercomparison Project, phase 3 (CMIP3) Global Climate Model projections. This enables us to establish the CRCM position within the CMIP3 climate projection uncertainty range. The CRCM is validated against the HadEX2 dataset in order to assess the CRCM representation of temperature extremes in the present climate. The validation is also framed in the context of CMIP3 validation results. The CRCM cold extremes validate better and are closer to the driving model and CMIP3 projections than the hot extremes. 相似文献
This paper examines an apparent ‘early stage’ governance transformation in the Tam Giang Lagoon, Vietnam. In this context, the role of key policy windows for innovative governance practice is assessed (e.g., changes to Land and Fisheries Laws). Also examined is the emergence of recent initiatives to catalyze a wider shift in governance practice in the region, including the formation of co-management institutional networks that contribute to trust building and learning, and the allocation of collective territorial use rights for fisheries. While these changes are consistent with experiences in other coastal marine contexts, the paper shows that place-based and longitudinal research is necessary to explain and predict the conditions and incentives that catalyze governance shifts. Differences between a governance change and more fundamental transformation are difficult to discern using point-in-time analysis. Moreover, the results show that current declines in ecological conditions in the lagoon may not be reversed by changes to access rights or the emergence of co-management. Rather, these governance changes may simply help to stabilize the situation and buy time until other livelihood opportunities arise. Assessments of governance transformation thus need to be linked to ecological outcomes (i.e., reversing degradation of coastal marine systems, avoiding biophysical tipping points) which may not be easily identified in the short-term. Despite uncertainty, the emergence of policy windows, evidence of institutional innovation, and small-scale rights allocation experiments, all suggest important shifts in the trajectory of governance are underway in the Tam Giang Lagoon. 相似文献
The ability of several ab initio models to predict experimental 29Si-NMR chemical shift is examined. The shielding values of trimethylsilyl chloride (A), t-butyldimethylsilyl chloride (B) and allyltrimethylsilane (C) are calculated by GIAO, CSGT and IGAIM methods, using HF/6-31G*, B3LYP/6-31G*, HF/6-311+G**, B3LYP/6-311+G** and MPWlPW91/6-311+G** models respectively. The 29Si chemical shifts calculated by GIAO method using HF/6-311+G**model are highly in agreement with those obtained experimentally. All of the models above reproduce the trends of chemical shifts in all cases studied, suggesting that the models are of practical value. 相似文献
This paper presents a study for linking remotely sensed data with property tax related issues. First, it discusses the key attributes required for property taxation and evaluates the capabilities of remote sensing technology to measure these attributes accurately at parcel level. Next, it presents a detailed case study of six representative wards of different characteristics in Dehradun, India, that illustrates how measurements of several of these attributes supported by field survey can be combined to address the issues related to property taxation. Information derived for various factors quantifies the property taxation contributed by an average dwelling unit of the different income groups. Results show that the property tax calculated in different wards varies between 55% for the high-income group, 32% for the middle-income group, 12% for the low-income group and 1% for squatter units. The study concludes that higher spatial resolution satellite data and integrates social survey helps to assess the socio-economic status of the population for tax contribution purposes. 相似文献
