Water scarcity and stress have attracted increasing attention as water has become increasingly regarded as one of the most critical resources in the world’s sustainable development. The Water Poverty Index (WPI), an interdisciplinary but straightforward measure that considers water availability from both the bio-geophysical perspective and the socio-economic perspective of people’s capacity to access water, has been successfully applied at national, regional, and local levels around the world. However, the general assessment of water stress at a macro level over only a snapshot limits the understanding of the geographic differences in and dynamics of water stress; this will, in turn, mislead decision-makers and may result in improper water strategies being implemented. In addition, to date, the typologies and trajectories of water stress have been underexplored. To fill this knowledge gap, we examine the spatio-temporal patterns, trajectories, and typologies of water stress using an adapted WPI for six counties in Zhangye City, which lies within an arid region of China, in order to provide policy priorities for each county. The results of our assessment indicate that water stress has become more severe over time (2005–2011) in most of the counties in Zhangye City. The results also show a distinct spatial variation in water scarcity and stress. Specifically, the results for Shandan county reflect its progressive policies on water access and management, and this county is regarded as engaging in good water governance. In contrast, Ganzhou district has faced more severe water pressure and is regarded as practicing poor water governance. Typology results show that each county faces its own particular challenges and opportunities in the context of water scarcity and stress. In addition, the trajectory map reveals that none of the counties has shown substantial improvement in both water access and management, a finding that should draw decision-makers’ close attention.  相似文献

The mappings of poverty and food insecurity were carried out for the rural districts of the four riparian countries (Botswana, Mozambique, South Africa and Zimbabwe) of the Limpopo river basin using the results of national surveys that were conducted between 2003 and 2013. The analysis shows lower range of food insecure persons (0–40%) than poverty stricken persons (0–95%) that is attributable to enhanced government and non-government food safety networks in the basin countries, the dynamic and transitory nature of food insecurity which depends on the timings of the surveys in relation to harvests, markets and food prices, and the limited dimension of food insecurity in relation to poverty which tends to be a more structural and pervasive socio-economic condition. The usefulness of this study in influencing policies and strategies targeted at alleviating poverty and improving rural livelihoods lies with using food insecurity mappings to address short-term socio-economic conditions and poverty mappings to address more structural and long-term deprivations. Using the poverty line of $1.25/day per person (2008–2013) in the basin, Zimbabwe had the highest percentage of 68.7% of its rural population classified as poor, followed by Mozambique with 68.2%, South Africa with 56.1% and Botswana with 20%. While average poverty reduction of 6.4% was observed between 2003 and 2009 in Botswana, its population growth of 20.1% indicated no real poverty reduction. Similar observations are made about Mozambique and Zimbabwe where population growth outstripped poverty reductions. In contrast, both average poverty levels and population increased by 4.3% and 11%, respectively, in South Africa from 2007 to 2010. While areas of high food insecurity and poverty consistently coincide with low water availability, it does not indicate a simple cause–effect relationship between water, poverty and food insecurity. With limited water resources, rural folks in the basin require stronger institutions, increased investments and support to enable them generate sufficient income from their rain-fed farming livelihood to break out of the poverty cycle.  相似文献

To respond to climate impact, poor agricultural households in less developed regions rely on different types of assets that define their overall adaptive capacity (AC). However not all assets build capacity equally. In this study we argue that building AC requires a combination of interventions that address not only climate-related risks (specific capacity) but also the structural deficits (e.g., lack of income, education, health, political power) (generic capacity) that shape vulnerability. Focusing on rainfed agriculture in NE Brazil, we investigate how households leverage and combine generic and specific capacities to reduce vulnerability. Particularly we explore: 1) the relative importance of different kinds of capacity in shaping vulnerability on these households and 2) how the level of generic capacities (particularly as a result of Brazil’s anti-poverty program Bolsa Família) influences the adoption of specific ones. We find that both kinds of capacity matter, as relatively higher levels of generic capacity (in terms of income in general, and climate-neutral income specifically) are associated with higher levels of specific capacity (irrigation). In addition we find that while Bolsa Família has been positive in increasing income, it has not been sufficient to manage the risk of food insecurity during drought events, suggesting a 'poverty trap' in which families are constantly coping with drought but failing to overcome the conditions that make them vulnerable. Our findings indicate that in order to decrease climate vulnerability of poor agricultural households, development interventions, such as anti-poverty programs, have to go beyond cash transfer and should incorporate risk management policies that enhance synergies between generic and specific capacities.  相似文献

As one of the world's most water-abundant countries Nepal has plenty of water, yet resources are unevenly distributed, both spatially and temporally. Limited accessibility and poorly managed water resources continue to inhibit socioeconomic development. Poverty levels are high across the nation (57% of the population lives below the international poverty line) and population expansion, coupled with rapid environmental change, is thought to be placing substantial pressure on water resources; an irrefutable asset for sustaining livelihoods and an essential contributing factor for alleviating poverty. Precipitation is a vital water resource for much of the rural population, 80% of which are dependent on rain-fed agriculture for their livelihoods, and fluctuations in which can give rise to changing states of poverty. Here we provide a comprehensive spatiotemporal analysis of precipitation time-series data for Nepal and discuss the contribution of precipitation change to water resources management for this land-locked Himalayan nation. We show that precipitation totals have predominantly remained stable; precipitation extremes and variability indicate widespread decrease; and no clear variation in monsoon onset date is reported. Based on these results, we suggest that water resources management needs to focus on population and environmental pressures, rather than specifically mitigating for precipitation change.  相似文献

The CAMPFIRE program in Zimbabwe is one of a `new breed' of strategies designed to tackle environmental management at the grassroots level. CAMPFIRE aims to help rural communities to manage their resources, especially wildlife, for their own local development. The program's central objective is to alleviate rural poverty by giving rural communities autonomy over resource management and to demonstrate to them that wildlife is not necessarily a hindrance to arable agriculture, “but a resource that could be managed and `cultivated' to provide income and food”. In this paper, we assess two important elements of CAMPFIRE: poverty alleviation and local empowerment and comment on the program's performance in achieving these highly interconnected objectives. We analyze the program's achievements in poverty alleviation by exploring tenurial patterns, resource ownership and the allocation of proceeds from resource exploitation; and its progress in local empowerment by examining its administrative and decision making structures. We conclude that the program cannot effectively achieve the goal of poverty alleviation without first addressing the administrative and legal structures that underlie the country's political ecology.  相似文献

This paper investigates the equity implications of marketing ecosystem services in protected areas and rural communities. We use a three-tiered equity framework to analyse four distinct efforts to commercialise watershed recharge and carbon dioxide fixation by forests in Meso-America. We show that project development and participation are strongly mediated by organisational networks, as well as existing rights of access over land and forest resources. We demonstrate that procedural fairness diverges strongly when initiatives are implemented in protected areas or in rural communities. While in the former reserve managers and intermediaries concentrate all decision-making power, initiatives working with rural communities are able to integrate more significantly service providers in management decisions. Marketing ecosystem services in protected areas contributes to reduce expenditure rates for protected area management, but also results in less equitable outcomes, as rural communities and forest resource users become excluded from receiving sustained development benefits. When ecosystem services are commercialised by rural farmers, payments do not cover opportunity costs but act as a significant incentive for participation in most cases. Ecosystem service providers also benefit from complementary project activities, such as forest management training and agricultural extension support. We argue that limited economic impact and existing inequities in decision-making and outcomes can be explained by problems of institutional design, in particular the inability of markets and payments for ecosystem services to account for context-related factors, such as property rights.  相似文献

Recent years have witnessed a renewed interest in the spaces of poverty in Britain. An increasing number of geographers have placed poverty back `on the map' by pointing to its complex spatial manifestations. In addition, the increased importance attached to the concept of social exclusion within UK social welfare discourse has led to social policy researchers thinking more critically about the broader social and spatial contexts of poverty and, consequently, new connections between poverty and space have been identified. However, within these new spatialised accounts of poverty in Britain, scant attention has been given to the local geographies of poverty. In fact, relatively little is known about the complex connections between poverty and place, and, more specifically, the ways that poverty is associated with different material forms, representations and experiences in particular local contexts. This paper develops these kinds of connection between poverty and place through an exploration of the local geographies of rural poverty in South-west England. Based on an analysis of local poverty data, in-depth interviews with a broad range of key agencies and a case-study of poverty in a particular village, the research highlights the complex socio-spatial nature of poverty, the different spatial scales and visibilities of poverty, and important connections between poverty and the shifting social composition of local space.  相似文献

Based on recent research in Windhoek, this paper demonstrates that it is the well established and widespread social linkages that persist between rural and urban households that are central to the ability of poor urban households to survive. Whereas informal coping mechanisms that include borrowing, piecework and credit are pervasive in rural areas of Namibia, intra-urban sources of food are poorly developed, and outside of kinship circles, social networks within Windhoek are used sparingly, even in times of greatest need. In addition, urban agriculture plays a very limited role at present in urban food supply. The research demonstrates that urban households that are most vulnerable to hunger are those that have limited social connections to the rural areas, and must rely on intra-urban opportunities to get food (including borrowing, begging, piecework and crime). The most vulnerable are female- and male-headed households with no access to farm income and limited/irregular urban incomes. In contrast, those with active rural-urban linkages enjoy significant transfers of food from rural areas that offset hunger and vulnerability in the urban context. Urban-rural reciprocity is therefore not only a one-way movement of people and resources from the urban to the rural areas, but also a transfer of food from rural to urban households.  相似文献

Protected areas are currently the primary strategy employed worldwide to maintain ecosystem services and mitigate biodiversity loss. Despite the prevalence and planned expansion of protected areas, the impact of this conservation tool on human communities remains hotly contested in conservation policy. The social impacts of protected areas are poorly understood largely because previous evaluations have tended to focus on one or very few outcomes, and few have had the requisite data to assess causal effects (i.e. longitudinal data for protected and control sites). Here, we evaluated the short-, medium- and long-term impacts of marine protected areas (MPAs) that were specifically designed to achieve the dual goals of conservation and poverty alleviation (hereafter “integrated MPAs”), on three key domains of poverty (security, opportunity and empowerment) in eight villages in North Sulawesi, Indonesia. Using social data for villages with and without integrated MPAs from pre-, mid- and post-the five-year implementation period of the integrated MPAs, we found that the integrated MPAs appeared to contribute to poverty alleviation. Positive impacts spanned all three poverty domains, but within each domain the magnitude of the effects and timescales over which they manifested were mixed. Importantly, positive impacts appeared to occur mostly during the implementation period, after which integrated MPA activities all but ceased and reductions in poverty did not continue to accrue. This finding questions the efficiency of the short-term approach taken in many international donor-assisted protected area projects that integrate development and conservation, which are often designed with the expectation that project activities will be sustained and related benefits will continue to accumulate after external support is terminated.  相似文献
