Abstract:   In this paper the proposed New Zealand Coastal Policy Statement is set within the context of its Resource Management Act legislative framework and in terms of the evolution of the fundamental influence of policy statements on coastal management in New Zealand. States have been widely criticized for failing to advance the international climate regime. Many observers now believe that a “new” climate governance is emerging through transnational and/or local forms of action that will eventually plug the resulting governance gaps. Yet states, which remain oddly absent from most discussions of the “new” governance, will remain key players as governance becomes more polycentric. This paper introduces a special issue that explores the ability of states to rise to these interconnected challenges through the analytical prism of policy innovation. It reveals that policy innovation is much more multi-dimensional than is often thought; it encompasses three vital activities: invention (centering on the ‘source’ of new policy elements), diffusion (that produces different ‘patterns’ of policy adoption), and the evaluation of the ‘effects’ that such innovations create in reality. The papers, which range from qualitative case studies to large ‘n’ quantitative studies, offer new insights into the varied roles that states play in relation to all three.They show, for instance that: the policy activity of states has risen dramatically in the past decade; that state innovation is affected to similar degrees by internal and external factors; and that policies that offer flexibility to target groups on how to meet policy goals are most effective but that voluntary reporting requirements are ineffective. This paper draws upon these and many other insights to offer a much more nuanced reflection on the future of climate governance; one that deservedly puts states at the front and center of analysis.  相似文献

静止气象卫星与极轨气象卫星的集成应用,能够充分发挥静止气象卫星与极轨气象卫星的各自优势。东亚多卫星集成降水业务系统采用拉格朗日集成算法,利用静止气象卫星的红外观测信息计算的红外冷云移动矢量,为极轨气象卫星微波降水的发展提供约束条件,实现了静止气象卫星红外观测信息与极轨气象卫星微波降水的集成,综合了两类卫星观测的优势。同时业务系统的设计考虑了多数据分级管理、多业务单元的协同工作和插件式的系统整体框架,为业务系统合理、快速处理多种来源的红外观测数据、微波降水数据,以及未来的数据更迭和算法更新提供了必要保障。  相似文献

Uncertainties in the human dimensions of global change deeply affect the assessment and responses to climate change impacts such as sea-level rise (SLR). This paper explores the uncertainties in the assessment process and in state-level policy and management responses of three US states to SLR. The findings reveal important political, economic, managerial, and social factors that enable or constrain SLR responses; question disasters as policy windows; and uncover new policy opportunities in the history of state coastal policies. Results suggest that a more realistic, and maybe more useful picture of climate change impacts will emerge if assessments take more seriously the locally embedded realities and constraints that affect individual decision-makers’ and communal responses to climate change.  相似文献

Reducing Emissions from Deforestation and forest Degradation (REDD+) has emerged as a promising climate change mitigation mechanism in developing countries. In order to identify the enabling conditions for achieving progress in the implementation of an effective, efficient and equitable REDD+, this paper examines national policy settings in a comparative analysis across 13 countries with a focus on both institutional context and the actual setting of the policy arena. The evaluation of REDD+ revealed that countries across Africa, Asia and Latin America are showing some progress, but some face backlashes in realizing the necessary transformational change to tackle deforestation and forest degradation. A Qualitative Comparative Analysis (QCA) undertaken as part of the research project showed two enabling institutional configurations facilitating progress: (1) the presence of already initiated policy change; and (2) scarcity of forest resources combined with an absence of any effective forestry framework and policies. When these were analysed alongside policy arena conditions, the paper finds that the presence of powerful transformational coalitions combined with strong ownership and leadership, and performance-based funding, can both work as a strong incentive for achieving REDD+ goals.

Key policy insights

  • The positive push of already existing policy change, or the negative stress of resource scarcity together with lack of effective policies, represents institutional conditions that can support REDD+ progress.

  • Progress also requires the presence of powerful transformational coalitions and strong ownership and leadership. In the absence of these internal drivers, performance-based funding can work as a strong incentive.

  • When comparing three assessments (2012, 2014, 2016) of REDD+ enabling conditions, some progress in establishing processes of change can be observed over time; however, the overall fluctuation in progress of most countries reveals the difficulty in changing the deforestation trajectory away from business as usual.

This article explores deforestation and reforestation dynamics over 415,749 hectares of 25 titled Indigenous Community Lands (ICLs) in the Peruvian Amazon over forty years at three scales: total area, regions, and communities. We focus on ICLs as the territorial unit of analysis, as they are increasingly discussed regarding their importance for conservation. Additionally indigenous communities (ICs) are a too-marginalized group in the Amazon that merit more attention. Analyses of this kind are often short-term and use only large-scale Earth Observation methodologies. We use a multi-method approach linking remote sensing with ground verification, and qualitative historical political ecology work with ICs. We find that overall accumulated deforestation was low at 5%, but that when reforestation is considered, net deforestation was only 3.5%. At the community level deforestation and afforestation dynamics are complex, except for one period that indicates a macro state driver in the region. Results suggest inadequate accounting for forest regeneration in deforestation analyses and challenge the notion that presenting stakeholders with accumulated forest loss values is helpful in tropical areas where forests and people are dynamic. Furthermore, our work with communities highlights that categorizing them and their lands as pro-environment or not in general terms is unhelpful for determining fund flows to ICLs for environmental or development purposes.  相似文献

The increasing extent and frequency of fires globally requires nuanced understanding of the drivers of large-scale events for improved prevention and mitigation. Yet, the drivers of fires are often poorly understood by various stakeholders in spatially expansive and temporally dynamic landscapes. Further, perceptions about the main cause of fires vary amongst stakeholders, which amplify ongoing challenges from policies being implemented inconsistently across different governance levels. Here, we develop a spatially and temporally-explicit typology of fire prevalence across Kalimantan, Indonesia, a region with significant contribution to global greenhouse gas emissions. Based on livelihood information and data on climate, soil type and forest degradation status, we find that in intact forest the density of fires in villages that largely coincide with oil palm concessions was twice as high as in villages outside the concessions across all years. Fires occurring in degraded land on mineral soil across all years were also most prevalent in villages with industrial plantations (oil palm or timber). On the other hand, in degraded peatland, where fires are most intense during dry years induced by the El Niño episodes, occurrence rates were high regardless of village primary livelihoods. Based on these findings we recommend two key priorities for fire mitigation going forward for policy across different governance levels in Kalimantan: degraded peatland as the priority area and industrial plantations as the priority sector. Our study suggests a fire prevention and mitigation approach, which accounts for climate, land type and village livelihood, has the potential to deliver more effective means of management.  相似文献
