Overabundance of white-tailed deer is a pervasive problem across the United States. Deer are blamed for increased risk of auto accidents, tick-borne diseases, and overbrowsing of native species. Lethal management techniques, cited as cost-effective and humane, are commonly employed for herd management. However, the approach frequently sparks outrage among various stakeholders who feel killing of animals is unjustified and prefer nonlethal measures. Wildlife managers then face the challenge of communicating with the public to build policy support for lethal management. The Narrative Policy Framework was used to test the effects of differing narratives on public opinion for lethal deer management. Results indicated narratives were influential in shifting attitudes toward and support for a proposed sharpshooting policy even in some cases where respondents were already familiar with the issue and held a previous opinion. This study also supported the utility of the Narrative Policy Framework for examining human dimensions of wildlife issues.  相似文献

The fisheries sector is currently contending with the hectic development of its own political economy framework being convulsed by the dynamics of decentralisation. This process is enshrouded in an environment of economic globalisation, taking place against the backdrop of the governance approach. Vietnam's marine fisheries are considered to be small scale and are concentrated in coastal near-shore waters. This has resulted in heavy pressure on near-shore fisheries resources. Near-shore fisheries are considered by fishers and the government to be over-exploited, causing hardship for many coastal communities. This paper reviews and analyzes changes in policy towards small-scale fisheries in Vietnam over the last two decades. The primary issues facing the small-scale fisheries in Vietnam are to restructure the near-shore fisheries and to address over-capacity. Recommended actions include improved fisheries statistics, resources for provincial fisheries staff, and a coordinated and integrated approach involving a mixed strategy of resource management; resource restoration; economic and community development; and new governance arrangements.  相似文献

In this study, an interval-parameter multi-stage stochastic linear programming (IMSLP) method has been developed for water resources decision making under uncertainty. The IMSLP is a hybrid methodology of inexact optimization and multi-stage stochastic programming. It has three major advantages in comparison to the other optimization techniques. Firstly, it extends upon the existing multi-stage stochastic programming method by allowing uncertainties expressed as probability density functions and discrete intervals to be effectively incorporated within the optimization framework. Secondly, penalties are exercised with recourse against any infeasibility, which permits in-depth analyses of various policy scenarios that are associated with different levels of economic consequences when the promised water-allocation targets are violated. Thirdly, it cannot only handle uncertainties through constructing a set of scenarios that is representative for the universe of possible outcomes, but also reflect dynamic features of the system conditions through transactions at discrete points in time over the planning horizon. The developed IMSLP method is applied to a hypothetical case study of water resources management. The results are helpful for water resources managers in not only making decisions of water allocation but also gaining insight into the tradeoffs between environmental and economic objectives.  相似文献

The turning bands method generates realizations of isotropic Gaussian random fields by means of appropriately summed line processes. For two-dimensional simulations the relation between the isotropic correlation function of the random field and the correlation function to be simulated along the lines is given by an integral equation of Abel type. We present closed form solutions of this integral equation for almost all two-dimensional correlation models encountered in practice and discuss their numerical implementation. As an additional benefit, our tables and illustrations serve as a concise guide to correlation models useful in geostatistics.  相似文献

Transboundary cooperation is viewed as an essential element of Marine Spatial Planning (MSP). While much of the MSP literature focuses on the need for, and benefits of, transboundary MSP, this paper explores the political and institutional factors that may facilitate the effective transition to such an approach. Drawing on transboundary planning theory and practice, key contextual factors that are likely to expedite the transition to transboundary MSP are reviewed. These include: policy convergence in neighbouring jurisdictions; prior experience of transboundary planning; and good working relations amongst key actors. Based on this review, an assessment of the conditions for transboundary MSP in the adjoining waters of Northern Ireland and the Republic of Ireland is undertaken. A number of recommendations are then advanced for transboundary MSP on the island of Ireland, including, the need to address the role of formal transboundary institutions and the lack of an agreed legal maritime boundary. The paper concludes with some commentary on the political realities of implementing transboundary MSP.  相似文献
